MEETING MINUTES
Regular Meeting of the Burlingame Parks & Recreation Commission
Thursday, December 19, 2013
The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chair
Baum at 7:00 pm at the Burlingame Recreation Center, 850 Burlingame Ave., Burlingame.
1. ROLL CALL
Commissioners Present: Lau, Martin, Eaton, Baird, Colson, Baum
Commissioners Absent: Hesselgren
Staff Present: Director Glomstad, Supervisor Barry, Supervisor Acquisti and
Administrative Secretary Helley
Others Present: Dave Wisnom, Burlingame Soccer Club; Mike Brunicardi, BYBA;
Paole Flygare, Burlingame Soccer Club
2. MINUTES
The Minutes of the November 21, 2013 regular meeting were approved.
3. PUBLIC COMMENTS
None
4. OLD BUSINESS
a. Field User Fees — Supervisor Barry presented background information to the Commission. In
March, April, October and November 2013, Commission reviewed possible options to increase the
youth sports field fees. Due to the timeframe in which City fees are modified the increase was placed on
hold until fall 2013. In order to increase fees, city departments are required to submit any proposed fee
increases to be included in the master fee schedule for the upcoming fiscal year in the February of the
preceding fiscal year. At the November meeting, Commission requested staff to look at a lower non-
resident per player fee and a higher hourly fee.
Commissioner Colson inquired if the fee includes staff time. Director Glomstad stated the fee includes
parks staff time to maintain the fields but not Supervisor Barry's time in meetings and scheduling fields.
Chair Baum opened the Public Comments section.
Mike Brunicardi suggested Commission lean towards the higher rates and the user groups will absorb it.
He feels it important for the Commission to consider the long term option as opposed to the Band-Aid
fix which will assist in not having to revisit this issue every couple of years. He expressed appreciation
for all the time and effort the Commission has put into this issue.
Dave Wisnom stated the Burlingame Soccer Club is completely supportive of the opportunity to pay
resident and non-resident fees to be sure the maintenance of the fields is funded so they are safe. The
club is concerned about the projected higher rate of fees without the proper allocation of their field
source. The way the structure of field allocation is set up currently with the resident and non-resident
requirement and fees, the club gets less field time but pays more. The club requests the Commission
consider an hourly fee only to assist in a more equitable allocation of field time.
MOTION by Eaton (seconded by Martin): Commission moves to approve Exhibit "E" as
distributed to the Commission. The fees will be: Per player fees of $16/Resident and $85/non-
resident and Per Hour fee of $3/Resident and $9/non-resident rate. MOTION PASSED 6-0-1
(Hesselgren absent)
b. Youth Advisory Committee Bylaws — Supervisor Acquisti introduced Kari Thorson,
Recreation Coordinator and four members of the Youth Advisory Committee. Thorson stated the
proposed changes to the bylaws for the committee as noted in the staff report.
MOTION by Eaton (seconded by Lau): Commission moves to approve the proposed changes to
the Youth Advisory Committee Bylaws. MOTION PASSED 6-0-1 (Hesselgren absent)
c. Chair Rotation — Chair Baum handed the gavel over to Commissioner Lau who will Chair the
Commission for 2014.
5. NEW BUSINESS
a. Dog Park Fundraising for Renovations — Acquisti reviewed the status of work to date on the
improvements to the existing dog park. She inquired as to Commission thoughts on the proposed
fundraising ideas in the staff report such as a memorial walkway, benches, a shade structure, a water
fountain and display boards. Commission liked all ideas and added the idea of a vertical memorial
"Tree" wall that is perpetual.

a. Dog Off Leash Update — Glomstad reported the Task Force will meet in January.
b. Adopt a Tree Program — Glomstad stated information on the program will be
brought to Commission in January.
c. Community Center Master Plan Update — Glomstad noted a presentation should be
ready by February.

7. ADJOURNMENT
The next meeting of the Parks & Recreation Commission is scheduled to be held on Thursday,
January 16 at 7:00 p.m. at Burlingame Recreation Center.
There being no further business, the meeting adjourned at 8:03 pm.
