Regular Meeting of the Burlingame Parks & Recreation Commission
Thursday, September 19, 2013
The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chair
Baum at 7:02 pm at the Burlingame Recreation Center, 850 Burlingame Ave., Burlingame.
1. ROLL CALL

2. MINUTES
The Minutes of the August 15, 2013 regular meeting were approved.
3. PUBLIC COMMENTS
None
4. OLD BUSINESS
a. Single A Minor League Baseball Team Proposal — Staff Report Attached.
Supervisor Barry clarified the baseball league is an Independent league not a Minor A League. Barry
gave background information regarding the proposal from the Independent League, represented at this
meeting by Jim Hayes. Basically the league would like the use of Washington Park Baseball field for
40 home games and practices for the 2014 season. The proposal conflicts with the current usage of the
field by the Burlingame Youth Baseball Association.
Chair Baum invited Jim Hayes to speak to Commission.
Jim Hayes spoke briefly about the league and their search for a home field. Burlingame fits the model
of the leagues program. The group is willing to work with any groups currently using the field to make
this happen and has proposed some compromises with BYBA's schedule to allow the co -existence of
both groups on the field. Hayes spoke about ticket prices of $446 per person; season tickets would be
$400-$500 and pre -season games would be free. There would be food and beer for sale to help cover
the administrative costs. At last month's commission meeting, Commission tasked the league to work
out the schedule with BYBA. The schedule shows the changes are only to BYBA practices, no games
need to be altered. If Commission does not find the proposal feasible and in the best interest of the
community and especially the youth players, the group will not fight the decision.
Commissioner Baum informed Hayes the field does not have a concession stand for the sale of food.
Hayes stated an option was to hire a caterer to supply food until more money was available to build a
stand. Baum also asked if the group has applied for an ABC license for the sale of the alcohol. Hayes
responded he wanted to be approved by Commission and Council prior to pursuing obtaining a license.
Commissioner Eaton asked what Hayes' timeline was for the program. Hayes stated approval would
need to be given tonight to meet his timeline of seven months to prepare for the 2014 season.
Commissioner Hesselgren asked how security was to be provided during the games. Hayes stated the
use of temporary fencing would be put up and taken down by a rental company. Hesselgren stated she
felt she would not be able to consider this proposal without input from the neighbors around
Washington Park.
Commissioner Martin inquired about the projected attendance is and what consideration had been
given to the parking situation. Hayes did not address the attendance question, but responded to the
parking question by replying he would approach Burlingame High School to request usage of their
parking lot as school is out of session.
Baum opened the floor to public comments.
Members present from the public who spoke in favor of the proposal included John Carcionne and
Chris Preimesberger. Positive statements about the proposal were nostalgia; the program would be
inexpensive close to home entertainment for families and Washington Park being a perfect location for
this type of program.
Members present from the public opposing the proposal included Mike Brunicardi, Tom Russell and
Hank Saur. Concerns presented were about alcohol being sold, the lack of consideration of the adjacent
tennis club and the neighbors.
Baum closed the public comment section and opened Commission discussion.
Hesselgren expressed concerns about alcohol being sold in the park, lack of field space in this
community, doubted the temporary fencing would be removed after each game and the stressed the lack
of any field studies, there being no numbers to support this need for a program.
Commissioners Griffith and Martin concurred with the lack of support concern. Griffith stated the
need to community input prior to voting on the issue. Martin felt the issue seemed rushed as last month
was the first the commission heard of the proposal
Baum stated the following points: 1) If you are going to misplace a community group, the research
should be thorough and complete prior to making a proposal of this sort; and 2) One of the biggest
sources of contention in this community is lack of field space. The SMUHSD has limited access to
fields for everybody based on the idea of obtaining top dollar. For commission to consider approving
this for financial gain over community benefit does not sit well. With out more community input ad a
stronger business plan I cannot support it.
MOTION by Hesselgren (seconded by Martin): Commission rejects the proposal of independent
league baseball organization. MOTION PASSED 5-0-1 (Eaton abstained).

6. REPORTS/HANDOUTS
a. Parks & Recreation Reports
1. Monthly Report —
a. Family Campout — Barry reported the event was a success and was enjoyed by
275 people. Central County Fire provided the evening meal and Lions provided
breakfast the next day.
b. Movies in the Park - Friday, October 25, 2013 at 8pm.
c. Pet Parade— Saturday, Sept 28, 2013 at 10 am
d. Halloween Event — Postponed until 2014
e. Dog Exercise Park Improvements - Meeting is scheduled for Oct. 30th; the
landscape architect is working on a list developed from the last meeting. A
meeting of the Dog Park Task Force is scheduled in November.
f. Community Center Master Plan Update — The meeting on Sept 181h brought
forth some interesting result as the most popular area for a new center being the
middle of the park itself.
g. Field Use Fees — Commission discussed field fees in March of 2013. This item
will be on the agenda for next month to review and discuss. The hope is to be
ready to put increased fees on the 2014 master fee schedule.

7. Adiournment —
The next meeting of the Parks & Recreation Commission is scheduled to be held on Thursday, October
17, 2013 at 7:00 p.m. at Burlingame Recreation Center.
There being no further business, the meeting adjourned at 8:05 pm.
