MEETING MINUTES
Regular Meeting of the Burlingame Parks & Recreation Commission
Thursday, May 16, 2013
The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chair
Baum at 7:00 pm at the Burlingame Recreation Center, 850 Burlingame Ave., Burlingame.
1. ROLL CALL
Commissioners Present: Baum, Bullotti, Eaton, Lau, Griffith, Hesselgren
Commissioners Absent: Martin
Staff Present: Director Glomstad; Supervisor Barry; Recreation Coordinator
Buchanan and Administrative Secretary Helley
Others Present: Bill Smith, Racquetsmith & BHS Tennis; Ralph Richart, BSC;
David Wisnom; BSC; Kelly Mulready, Burlingame
2. MINUTES
The Minutes of the April 18, 2013 regular meeting were approved.
3. PUBLIC COMMENTS
None
4. OLD BUSINESS
None
5. NEW BUSINESS
a. Tennis Court Rental to Tennis Pros — Coordinator Buchanan stated the rules posted at each
court within the city are inconsistent. Some signs specifically state "Private Lessons are not allowed on
public courts" and most say "No more than 3 balls on a court". He believes the "3 ball" rule was
intended to discourage private lessons. Buchanan has received calls from citizens wanting to solo
practice with a bucket of balls and inquiring if this in violation of the rules. Buchanan is looking for
clarity on the rules and direction on Commissions thoughts of renting the courts to tennis pros to
conduct private lessons. Currently there is nothing in writing to direct staff on how to handle private
lessons on public courts and the department allows Bill Smith only to use the courts for private lessons.
Tonight staff s goal is to educate Commission on what the challenges are for staff and what past
practice have been and get input from you on how to move forward and get direction.
Glomstad stated when money changes hands as it would for a private lesson; the City requires a
business license from the instructor. She would like to see Outreach to tennis players at courts
regarding issue prior to any rules being put into place.
Commission mentioned any rates set for the rental of courts for private lessons should be appropriate
and perhaps the rates for Washington courts should be more, as the courts are premium courts with
lights.

Commissioner Eaton encouraged staff to talk to Bill Smith about offering private lessons through the
recreation department. He also wanted to be sure once rules and fees are determined that they are super
clear rules and consistent through out the City.
Kelly Mulready, Burlingame, teaches tennis at the Olympic Club and her children attend Burlingame
schools. She has been asked by parents to give private lessons to their children and has seen private
lessons being given on Ray and Laguna courts. She would like to develop an afterschool tennis
program, perhaps in the fall on Tuesdays and Thursdays from about 3:10 to 4:10 pm.
b. Burlingame Soccer Club Presentation — Club representatives were unprepared to present at
this meeting and asked to be placed on the June agenda. Commission agreed.
c. Status of July Meeting - Commission deferred decision to the June meeting.
6. REPORTS/HANDOUTS
a. Parks & Recreation Reports
1. Monthly Report — Glomstad noted the hire of a new full time program coordinator, NJ
Rath, in the department. Rath has worked part time with the City for the past five years
and has worked in Walnut Creek planning programs as well.
Also reported was the success of the Divas Race that took place at Bayside Fields on May
5th and will be in Burlingame again in 2014.
Update on the Bocci Ball Courts — the oyster shell needed for the lanes will be delivered
in the next week and a grand opening ceremony is being planned for sometime in mid -
June.
The recreation department will be hosting a start of the summer concert on June 21St from
6-8 pm in "J" lot in downtown Burlingame. The band is a Beatles cover band.
2. Community Center Master Plan Update — Glomstad reported the Community Advisory
Committee toured several south bay recreation facilities to gain knowledge of
possibilities for planning the new center.
3. Correspondence — Letter from Deborah Payne regarding Hoover School Protected Size
Tree Removals
b. Commissioner Reports —
Commissioner Griffith reported confirmation from the State of non-profit status for the
Parks & Recreation Foundation. The next steps will be to establish a checking account for
donations and solicit board members.
7. Adiournment —
The next meeting of the Parks & Recreation Commission is scheduled to be held on Thursday, May 16,
2013 at 7:00 p.m. at Burlingame Recreation Center.
There being no further business, the meeting adjourned at 8:15 pm.
