HomeMy WebLinkAboutMin - PR - 2013.04.18MEETING MINUTES Regular Meeting of the Burlingame Parks & Recreation Commission Thursday, April 18, 2013 The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chair Baum at 7:00 pm at the Burlingame Recreation Center, 850 Burlingame Ave., Burlingame. 1. ROLL CALL Commissioners Present: Baum, Bullotti, Eaton, Lau, Martin Commissioners Absent: Griffith, Hesselgren Staff Present: Director Glomstad; Administrative Secretary Helley Others Present: Kristen Tabor, SFSU; Alfredo, SFSU; Richart, Burlingame Soccer Club; Wisnom, Burlingame Soccer Club, Flygare, Burlingame Soccer Club 2. MINUTES The Minutes of the March 21, 2013 regular meeting were approved. 3. PUBLIC COMMENTS None 4. OLD BUSINESS a. Youth League Residency Numbers Verification — Glomstad reported the remaining organization to present their residency numbers was Burlingame Soccer Club (BSC). They reported 48 BSC teams (not including Rec+) for the Spring 2013 season with 309 residents in their organization. Since the last Commission meeting, staff met with user groups and discussed concerns about field density, subleasing of fields and fines for goals. Suggestions from the meeting included encouraging reporting to City staff amongst user groups to monitor the fields and instituting an annual deposit or fine for damage to fields. Groups also expressed having staff become more of a decision maker when there are issues that cannot be resolved at group meetings. b. Parks & Recreation Foundation — Next Steps — Glomstad reported the foundation is waiting for the final documents from the State to proceed. Once that has been received, a letter will go to Council with the goal of the foundation and the search will begin for board members with certain skill sets that are beneficial to the foundation. 5. NEW BUSINESS a. Recreation Department Refund Policy — Glomstad stated the department is looking at revising the refund policy. She encouraged any thoughts and ideas the commission members may have about revising the current policy. b. Community Garden Proposed Location — Glomstad referred to two plans noting the location of the proposed garden site at Bayside Park behind and between the storage shed and the batting cage. There will be approximately 22 plots with handicap accessibility. 6. REPORTS/HANDOUTS a. Parks & Recreation Reports 1. Monthly Report - None 2. Community Center Master Plan Update — Glomstad reported a meeting of the Teen Focus group took place April 16 and a meeting with Families with Children is set for May 7. The Community Advisory Committee will tour four local community centers on May 3. Staff hopes to have preliminary designs based on the input from the various focus groups to bring to the commission and the public for the September meeting. 3. Correspondence — None b. Commissioner Reports — None 7. ADJOURNMENT The next meeting of the Parks & Recreation Commission is scheduled to be held on Thursday, May 16, 2013 at 7:00 p.m. at Burlingame Recreation Center.
