PUBLIC COMMENTS None Chair Baum moved to reorder the agenda to better accommodate the audience present. The following order was approved by commission consensus. New Business Item 5B; Reports/Handouts Item 6A; Old Business Item 4A and followed up by Reports/Handouts Item 6B. NEW BUSINESS 5. B. Parks & Recreation Foundation — Next Steps Commissioner Griffith reported still waiting for Secretary of State to return the documents of incorporation so business can be conducted. The four officers, Griffith, Hesselgren, Baum and Glomstad, have signed the documents and can meet informally to discuss options for forming a board consisting of between nine to thirteen individuals. A future meeting will be planned to start the process. 6. REPORTS/HANDOUTS A. Park & Recreation Reports 1. Monthly Report — Distributed 2. Recreation Center Master Plan — Planning a field trip to local centers to gain a measurement of "space usage", classrooms, etc. for future discussion and planning purposes. Focus groups held: • Seniors Focus Group was held on February 27, 2013 with 10 in attendance; • Lion's Club Focus Group was held on February 27, 2013 with 3 in attendance; • Recreation Center Neighbors was held on February 27, 2013 with 18 in attendance; • Community Advisory Committee met on March 12, 2013 with 13 in attendance; 1 • Upcoming Focus Groups meetings to be scheduled includes Teens, Families with children, and Others. 3. Dog Park Task Force - On Feb 23rd, 2013, the Parks and Recreation Department invited the community to an off -leash meeting to discuss the options in Washington Park. The meeting was led by Burlingame Parks and Recreation Director Margaret Glomstad. Also in attendance were Parks and Recreation Commissioners/Dog Park Task Force members John Eaton and Steven Baum and Dog Park Task Force member Mayor Keighran. There were a total of 30+ residents in attendance. The purpose of the meeting was to gather information from the off -leash area users and neighbors of Washington Park. Discussion topics: Director Glomstad explained the current off -leash options for Washington Park. She introduced the space on Washington Park Main and Small fields as a possible location for a new off -leash area. Community feedback regarding Washington Ball Fields as off -leash option: • Proper policing of disposing of dog waste • Conflicting hours with sports • Still no evening hours • Bigger isn't always better • Use of sprinklers can regulate closing time and help maintain grass • Area would be fenced in • Did not want to publicize a larger park for non-residents use Community feedback on existing off leash area in Washington Park • Builds community within neighborhood • Need evening hours • Adjust hours during daylight savings time • Need weekend hours • Posting of rules and map of off leash area • Creating a fenced in area • Fining people/calling Police for off -leash during non -off -leash hours • Need to address fundamental dog park needs (it was mentioned that the current area is not a "dog park" but instead just an off -leash option) • Open to off -leash for all hours of the day • Other topics of discussion • Look around town for underutilized areas for additional off -leash space • Rules for dogs in heat or not neutered • Additional funding (ex. Spark Park) 4. Community Garden Update — Glomstad reported a potential area located next to the batting cages and storage shed at Bayside. Plans and cost estimates are being put together. 5. Correspondence — None OLD BUSINESS 4. A. Field Use Fees Review Glomstad thanked everyone for attending. She and Supervisor Barry presented a power point presentation on Youth Organization Field Fees. (see attached copy). Glomstad The total annual cost to maintain Burlingame fields specifically for sports groups is approximately $115,000. N Annually the City collects approximately $80,000 for sports leagues based on the current fee structure. Additional information affecting the field fees is that per an agreement with the Burlingame School District, the City schedules and collects the fees for the two District fields as well as all the City fields. The first $50,000 in fees collected goes to the City and any fees collected thereafter 50% goes to the District and 50% goes to the City. The scenario that included an increase in the per player fee from $15 to $16 per resident and $60 to $75 per non-resident and increased the per hour fee from $1 per hour to $3 per hour for groups with more than 51% residents and $3 to $6 per hour for groups with less than 5 1 % residents resulted in an increase from $4.02 per player to $13.97 per player per season. Based on this scenario the total fees collected would be $146,742. The City would retain $98,371 and the District would receive $48,371. Donna Colson, Burlingame Girls Softball, stated she felt the non resident rate is too low. In relation to the agreement between the Burlingame School District and the City regarding the collection of fees on the fields, she stated the money should not come from her money as a resident when her child plays on a field fifteen minutes a day during recess. She feels that non-resident fees should go up. Colson also spoke to the issue of non-resident groups taking up prime time field space which causes resident children to have to play on the Burlingame fields later at night. Colson inquired if the field time can be subleased. Glomstad replied that if the time was not needed it should go back to the city to be reallocated. Subleasing is not permitted in the Field Use Policy. Hank Sauer, Burlingame Youth Baseball Association, stated that the fields are not for making a profit. He stated that some user groups are making money using City/BSD fields. Glomstad stated that staff would set up a meeting to discuss the issues arising from the current policy. The results will report back to the Commission. Mike Brunicardi, Burlingame Youth Baseball Association, stated his league never uses Osberg or Franklin, even though they are lovely fields. If we are paying equal for fields, we are paying for fields we never use. We are farming out leagues and you will see fields with non-residents on them. We have invited Hillsborough Little League over to play on our fields and now we are going to charge them more money. I think the emphasis should be on percentage of residents. Brunicardi also stated BYBA is proud of the contributions from their group of the Washington Park and Bayside Fields batting cages. The league is willing to put money back into the fields to keep them nice and wants to continue the relationship with the City to maintain the fields. They take pride in being in Burlingame and has a field improvement list they would like to work with the city to complete. Commissioner Hesselgren noted the demand for the fields continues to increase. Commissioner Eaton stated the goal of revising the fee structure as to increase the total income to the City and District without putting clubs out of business and displace any kids from playing. Glomstad stated the fee increases will continue to be discussed. New information is still being gathered from upcoming meetings with the leagues. Staff will continue to meet with the groups to iron out some of the issues that exist with the revised Field Use Policy. Staff will follow up to Commission after the meetings. 3 NEW BUSINESS S.A. Youth League Residency Numbers Verification — Staff has sent out a request for verification of residency numbers for the youth leagues. Yet to be received is verification information from Our Lady of Angles, St. Catherine and Burlingame Soccer Club. Roy Scnable, Burlingame Soccer Club, stated the group is concerned about what will be done with the addresses and information regarding minors in their program. They want to be assured the list will be carefully handled and destroyed upon completion of verification. Director Glomstad is working with the City Attorney on a policy to give to organizations to allow them to submit the list to the City. B. Commissioner Reports — NONE Next Meeting The next meeting of the Parks & Recreation Commission is scheduled to be held on Thursday, April 18, 2013 at 7:00 p.m. at Burlingame Recreation Center.
