HomeMy WebLinkAboutMin - PR - 2013.02.21MEETING MINUTES Regular Meeting of the Burlingame Parks & Recreation Commission Thursday, February 21, 2013 The regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chair Baum at 7:00 pm at Burlingame Recreation Center, 850 Burlingame Ave., Burlingame. ROLL CALL Commissioners Present: Baum, Bullotti, Griffith, Eaton, Lau, Martin, Hesselgren Commissioners Absent: None Staff Present: Director Glomstad; Supervisor Barry; Supervisor Acquisti, Administrative Secretary Helley Others Present: Ralph Richart, San Mateo MINUTES The Minutes of the January 17, 2013 regular meeting were approved as amended. NEW BUSINESS. 5.A. Field Rental Fees. Last sentence to read — "Commission suggested ideas to keep the fee structure as simple as possible; fees should cover costs and be as equitable as possible." PUBLIC COMMENTS None OLD BUSINESS 4. A. Field Use Fees Review Director Glomstad reported the original costs estimate to maintain Burlingame fields for sports groups by Parks Supervisor Disco included "passive space tasks", the tasks the parks crew would do on a daily basis regardless of the use of the park. At Glomstad's request, those items were removed from the calculations for all the other parks and only the items that were performed to prepare the fields for the individual sports leagues was included, such as increase in maintenance, paint for lines, etc. Costs varied by field based on the size of the field and the type of use on the field. The total annual cost to maintain Burlingame fields specifically for sports groups is approximately $153,000. Annually the City collects approximately $80,000 for sports leagues based on the current fee structure. Additional information affecting the field fees is that per an agreement with the Burlingame School District, the City schedules and collects the fees for the two District fields as well as all the City fields. The first $50,000 in fees collected goes to the City and any fees collected thereafter 50% goes to the District and 50% goes to the City. Supervisor Barry presented sample scenarios of possible modifications to the existing fee structure to Commission. Commission discussed the scenarios and provided additional options and suggestions. The scenario that included an increase in the per player fee from $15 to $16 per resident and $60 to $75 per non-resident and increased the per hour fee from $1 per hour to $3 per hour for groups with more than 5 1 % residents and $3 to $6 per hour for groups with less than 51 % residents resulted in an increase from $4.02 per player to $13.97 per player per season. Based on this scenario the total fees collected would be $146,742. The City would retain $98,371 and the District would receive $48,371. After discussion, the Commission approved of moving forward with this pricing model and to present it to the user groups at the next Commission meeting. It was felt that even though the increase did not cover the costs to maintain the fields for the user groups, the incremental step of increasing the pricing would be a way to start. NEW BUSINESS 5. A. Welcome New Supervisor — Nicole Acquisti Commission welcomed Supervisor Acquisti to the City and look forward to hearing about the programs and events she will be overseeing in the future.
