RESOLUTION NO. 76 - 63 AUTHORIZING AND DIRECTING EXECUTION OF CIVIL DEFENSE AND DISASTER AGREEMENT. WHEREAS, the public convenience and necessity require that The City of Burlingame shall participate with the other cities in the County of San Mateo, and with the County of San Mateo, a political subdivision of the State of California, in coordinated plans for the civil defense of persons and property in the event of disaster, and that it shall join a unified civil defense organization; and WHEREAS, the attached agreement provides for the establishment of such an organization to be known as the SAN MATEO OPERATIONAL AREA CIVIL DEFENSE AND DISASTER ORGANIZATION; NOW, THEREFORE, IT IS HEREBY RESOLVED that The City of Burlingame join with the County of San Mateo and with the other cities of the San Mateo County in the creation of the SAN MATEO OPERATIONAL AREA CIVIL DEFENSE AND DISASTER COUNCIL upon all of the terms, conditions and covenants set forth in the attached CIVIL DEFENSE AND DISASTER AGREEMENT. RESOLVED, FURTHER, that the Mayor be, and she is hereby, authorized and directed to execute said Agreement for and on behalf of The City of Burlingame and that the City Clerk be, and he is hereby, authorized and directed to attest the same. Revised 9/05/63 CIVIL DEFENSE AND DISASTER AGREEMENT SAN MATEO OPERATIONAL AREA CIVIL DEFENSE AND DISASTER ORGANIZATION WHEREAS, the County of San Mateo, hereinafter referred to as the County, and the incorporated cities within the County signatory hereto, hereinafter referred to as the City or Cities as required by the context, are desirous of establishing a unified civil defense organization, hereby designated as the SAN MATEO OPERATIONAL AREA CIVIL DEFENSE AND DISASTER ORGANIZATION and here- inafter referred to as the Area Disaster Organization, for the purpose of preparing and carrying out, pursuant to the California Disaster and Civil Defense Master Mutual Aid Agreement heretofore adopted by said County and said Cities, coordinated plans for the civil defense of persons and property in the event of a disaster, they, in consideration of the mutual covenants herein contained, do hereby mutually agree as follows: A. DEFINITIONS 1. "Civil Lefense" shall mean the preparation for and the carrying out of all emergency functions, other than functions for which military forces are primarily responsible, to prevent, minimize, and repair injury and damage resulting from disasters, 2. "Disaster" shall mean actual or threatened enemy attack, sabotage, extraordinary fire, flood, storm, epidemic, riot, earthquake, or other similar public calamity, with the exception of any condition resulting from a labor controversy. 3. "State of extreme emergency" means the duly proclaimed existence of conditions of extreme peril to the safety of persons and property within the State caused by an enemy attack or threatened attack by land, sea, or air, or when upon the advice of the commanding general of this area, such an attack is imminent, an air raid alarm, sabotage, or other cause such as air pollution, fire, flood, storm, epidemic, 40 50 lft,. �„ riot, or earthquake, which conditions by reason of their magnitude are or are likely to be beyond the control of the services, person nel, equipment and facilities of any single county, city and county, or city and require the combined forces of a "mutual aid region or regions" to combat. "State of extreme emergency" does not include nor apply to any condition resulting from a labor controversy, A "state of extreme emergency'° exists immediately and without a proclamation thereof by the Governor whenever this State is attacked by an enemy of the United States or upon receipt by the California Disaster Office of a warning from the Air Force or other authorized federal agency indicating that such an enemy attack is probable or imminent. "State of disaster" means the duly proclaimed existence of conditions of extreme peril to the safety of persons and property within the state caused by such conditions as air pollution, fire, flood, storm, epidemic, riot or earthquake, or other conditions except as a result of war -caused disaster, which conditions, by reason of their magni- tude, are or are likely to be beyond the control of the services, personnel, equipment and facilities of any single county, city and county or city and require the combined forces of a mutual aid region or regions to combat. "State of disaster" does not include nor apply to any condition resulting from a labor controversy© "State of local disaster" shall mean the existence of conditions, within the jurisdiction of the County or a City signatory hereto in the absence of a duly proclaimed "state of extreme emergency" or "state of disaster", which conditions are a result of an emergency created by great public calamity such as extraordinary fire, flood, storm, epidemic, earthquake or other disaster which is, or is likely to be, beyond the control of the services, personnel, equipment and facilities of that jurisdiction, including services, personnel, 2 %".- \. equipment and facilities available to said jurisdiction by virtue of mutual aid agreements executed between said jurisdiction and any other local agency and/or district, and require the combined force"s of the Area Disaster Organization to combat. 6. "Mutual aid region" means a division of the State, designated by the Governor upon the recommendation of the California State Disaster Council, for more efficient coordination and/or control of civil defense operations. 7. "Operational area" means a unit established by agreement of the political subdivisions within designated boundaries (usually a county and all cities within the county) for more efficient coordin- ation and/or control of civil defense operations. B. SAN MATEO OPERATIONAL AREA CIVIL DEFENSE AND DISASTER COUNCIL. 1, A San Mateo Operational Area Civil Defense and Disaster Council, hereinafter referred to as the Area Disaster Council, is hereby created and designated as the governing body of the Area Disaster Organization. 2. The members of the Area Disaster Council shall be as follows: a. A member of the Board of Supervisors, designated annually as of July 1 by that Board, with the concurrence of the Area Disaster Council, who shall be chairman. b. A Vice -Chairman and four (4) alternates therefor, who shall be designated as First, Second, Third and Fourth Alternate Vice - Chairman, selected by the Area Disaster Council from its member- ship. C. The Mayor of each City or, in case of his inability to attend, an alternate for said Mayor from the City Council. (In some exceptional cases it may, due to local considera- tions, be more expedient for a City Council to designate some 3 - 3. 4. member of the City Council other than the Mayor to be its regular member. Only the Mayor or other regular City Council member or, in case of their inability to attend, an alternate as provided for above, shall enjoy full membership and the right to vote in the proceedings of the Area Disaster Council.) d. The members of the Area Advisory Committee, as hereinafter created, who shall be Associate or non -voting members. e. In addition, the following may be Associate or non -voting members: (1) A representative of the American Red Cross to be appointed by the Chairman with the approval of the Area Disaster Council. (2) Such representatives of the local clergy, industry or other private organizations as may be appointed by the Chairman with the approval of the Area Disaster Council in each instance. It shall be the duty of the Area Disaster Council and it is hereby empowered to review and recommend for adoption by the Board of Supervisors and the City Council of each of the Cities, signatory hereto, such civil defense plans, programs and agreements, in addition to the basic agreements hereinafter contained, as are necessary to carry out the purposes of the Area Disaster Organiza- tion. It shall be further the duty of the Area Disaster Council to prepare and adopt not later than March 1 of each year a budget for the immediately ensuing fiscal year in an amount necessary to carry out the purposes of the Area Disaster Organization and the terms and conditions hereof. Immediately upon adoption of said budget, the Area Disaster Council shall cause said budget to be presented to - 4 - Co *... "Se the governing body of each of the parties signatory hereto for the purpose of securing from said parties appropriations in accord with their obligations as set forth in Section J and hereinafter provided. S. The Area Disaster Council shall meet upon the call of the Chairman or in his absence from the Area, or inability to call such a meet- ing, upon the call of the Vice -Chairman or alternates in numerical succession. It shall meet at least quarterly. ADVISORY COMMITTEE OF THE AREA DISASTER COUNCIL. 1. There is hereby created an Advisory Committee of the Area Disaster Council, hereinafter referred to as the Advisory Committee. 2. The Advisory Committee shall consist of: a. The County Manager and four (4) individuals selected by the Area Disaster Council from among the City Managers and City Administrators of the Cities. b. The Area Administrator, as hereinafter established, who shall act as Secretary, ex officio. 3. It shall be the duty of the Advisory Committee and it is hereby empowered, within such guidelines as may be established by the Area Disaster Council, to study, resolve and recommend on such matters as may be assigned by the Chairman or the Area Disaster Council, 4. The members of the Advisory Committee, with the exception of the Area Administrator as hereinafter provided, shall serve without compensation. D. AREA COORDINATOR OF CIVIL DEFENSE AND DISASTER, 1. There is hereby created the position of Area Coordinator of Civil Defense and Disaster, hereinafter referred to as Area Coordinator, who shall serve without compensation. 2. The Chairman of the Area Disaster Council shall be the Area Coordin- ator, The Vice -Chairman of the Area Disaster Council shall perform - 5 - the functions of the Area Coordinator in his absence or inability to serve, In like manner, in the event the Vice -Chairman is absent or unable to perform as aforesaid the alternates to the Vice -Chairman shall perform the functions of said office in numerical succession, 3o It shall be the duty of the Area Coordinator and he is hereby empowered: a. To request the County or a City, to proclaim the existence of a "state of local disaster", within said County or City, and the termination thereof, or to issue such proclamation if the established governmental processes are impossible or impracti- cable, subject to confirmation by the Area Disaster Council at the earliest practicable time, b, To request the Governor, through the established governmental bodies of the County or a City to proclaim the existence of a "state of disaster" or "state of extreme emergency" when, in the opinion of the Coordinator, the resources of the Area Disaster Organization are inadequate to cope with the disaster, c, To control and direct the efforts of the Area Disaster Organiza- tion for the accomplishment of the purposes of this agreement, d, To direct coordination and cooperation between County, Cities, Area Service Chiefs and the Area Administrator and staff of the Area Disaster Organization, and to resolve questions of authority and responsibility that may arise between them, e, To represent either personally or by designated alternate the Area Disaster Council in all dealings with public or private agencies working in the field of civil defense and disaster, E, EMERGENCY POWERS OF THE AREA COORDINATOR In the event of a proclamation of a "state of local disaster" as herein provided, or the proclamation of a "state of disaster" or a "state of extreme emergency" by the Governor or the Director of. the State Disaster - 6 - Office, the Area Coori6inator is hereby empoweredduringthe existence F. of such disaster conditions or state of extreme emergency or until control is re-established by a higher governmental authority; 1. To effectuate and coordinate the provisions of any emergency plan developed and promulgated by the Area Disaster Organization, and to carry out any orders or regulations adopted by the Area Disaster Council. Orders or regulations not in the plan or previously approved by the Council, may be issued by the Area Coordinator when essential to the immediate protection of life or property; provided such emergency rules or regulations shall be confirmed at the earliest practicable time by the Area Disaster Council, 2. To require emergency services of any officer of the County or Cities signatory hereto and, in the event of the proclamation of a "state of extreme emergency" by theCovernor in the region in which this Area Disaster Organization is located, to command the aid of as many citizens in the Area as he thinks necessary in the execution of his duties; such persons will be entitled to all privileges, benefits and immunities at are provided by State law for Registered civil defense and disaster volunteers. 3. To request necessary personnel or material of any County or City department or agency through their established Civil Defense Organizations. 4. To execute all powers conferred upon him by statute, agreement approved by the Area Disaster Council, or by any other lawful author- ity, and to be responsible for and exercise unified emergency control over the county and cities through their established Civil Defense Organizations. AREA ADMINISTRATOR 1. There is hereby created the position of Area Administrator for Civil Defense and Disaster, hereinafter referred to as the Area Administrator W., 1.. who will be responsible under the direction of the Area Coordinator for- a. Plans and Operations -- Preparation, development, coordination and integration of unified area -wide civil defense and disaster plans. b. Communications -- Development and maintenance of an area -wide civil defense and disaster communications service, including public warning. C. Radiological Defense -- Development and maintenance of an area - wide radiological safety and defense program. d. Public Education and Information -- Direction of an area -wide public education and information program. e. Recruitment and Training ®- Coordination and assistance in the recruitment and training of civil defense and disaster personnel. f. General Administration -- Coordination and assistance in the procurement and inventory of civil defense and disaster equip- ment and obtaining Federal matching funds and surplus property. Includes a constant program for maintenance and distribution of area -wide inventories of vital supplies and equipment. 2. The Area Administrator shall be furnished with such staff as is necessary, and authorized by the Area Disaster Council, to carry out the above duties. 3. The Area Administrator and staff shall be full time civil service employees of the County of San Mateo. Necessary personnel, adminm istrative,fiscal and logistic support shall be furnished by the County subject to reimbursement by the Area Disaster Organization as hereinafter provided. AREA SERVICE CHIEFSO 1. Area -wide operating and special service organizations are hereby created. Each service shall be under the direction of a chief of 2,, M. such service, hereinafter referred to as Area Service Chiefs, appointed by the Area Coordinator, with the concurrence of the Area Disaster Council, from the Area Administrator's staff, the County or City Service Chiefs, or private individuals,, Said Area Service Chiefs shall serve in such capacity without compensation,, The Area Service Chiefs will be responsible under the direction of the Area Coordinator for: a. Preparation, development and integration of unified area -civil defense and disaster plans for their Service,, b,, Recruitment and training of civil defense and disaster personnel for their Service,, C. Acting as an advisory staff to the Area Coordinator during a duly proclaimed "state of local disaster"g "state of disaster" or "state of extreme emergency" and keeping the Area Coordinator continuously advised of the situation and needs of their Service and recommending the best courses of action from their Service viewpoints, The Area service organizations shall include the following services and any others as may be directed by the Area Disaster Council: a,, Communications and Public Warning Service, The Communications and Public Warning Service shall receive and disseminate warnings of attack or disaster; and activate, operate and maintain all publicly owned and Radio Amateur Civil Emergency Service (RACES) communications facilities essential for conducting operations and arrange for necessary augmentation from commercial sources, b,, Emergency Welfare Services,, The Emergency Welfare Services shall arrange for mass care and billeting operations, register people, assist in the reuniting of families, provide individuals and families with emergency Mt A..• N%.� aid and services and assist other services as required, co Engineer Services The engineer service shall perform all emergency engineering functions; facilitate traffic movement during dispersal; provide necessary engineering support for the activation and maintenance of welfare centers; collect and evaluate all technical intelligence data relating to weather and road conditions; survey, assess and report damage; perform radio- logical monitoring and reporting in cooperation with the Radiological Safety Service; and provide engineering assistance to the other servicesa da Fire Service® The Fire Service shall conduct operations to control and suppress fires, assist in rescue operations, deploy fire fighting and pumping units not required for primary functions to perform decontamination duties as required, perform radiological monitoring and reporting in cooperation with the Radiological Safety Service and assist other services as required, em Food Supply Service® The Food Supply Service shall control and allocate food in accordance with the requirements of civil defense operations fo Information and Education Service The Information and Education Service shall process and disseminate public information and official instructions, prepare material for the Emergency Broadcast System and _provide advice and assistance to other agencies and services, ge Law Enforcement Service, The Law Enforcement Service shall protect lives and property, enforce laws, rules and regulations, maintain order, detect - 10 - and prevent sabotage and other subversive activities, regulate and control traffic in incorporated areas in cooperation with the Traffic Control Service; and shall conduct explosive ordnance reconnaissance, locate and take custory of downed aircraft and enemy crews, perform radiological monitoring and reporting in cooperation with the Radiological Safety Service and assist other services as required, h, Manpower Service, The Manpower Service shall recruit, register, classify and place personnel to augment emergency services and to meet other essential manpower requirements; administer such emergency income maintenance programs as are continued or established, and shall arrange for maximum utilization and deployment of all employees of state, county and city agencies not otherwise assigned specific emergency duties under state, county or city civil defense programs, i. Medical and Health Service, The Medical and Health Service shall provide emergency medical care and treatment, decontamination of the sick and injured,and safeguards for the health of survivors; assist in the defense against the effects of biological and chemical attack in cooperation with other services; provide the registration of the dead in accordance with law; and coordinate mortuary operations of local jurisdictions, j, Petroleum Supply Service, The Petroleum Supply Service, operating through normal channels of the petroleum industry and in coordination with the Supply Service, shall allocate petroleum products to support operations, k, Radiological Defense Service, The Radiological Defense Service shall provide pre -attack predictions of the general direction and probable extent of fallout patterns; ® 11 1, m, n, M p0 determine the extent and intensity of fa lout; recommend actions to minimize exposure; advise as to the conditions under which post -attack operations may be conducted in affected areas and give advice and assistance to the other services on methods of decontamination,, Rescue Service, The Rescue Service shall conduct operations to rescue people trapped in damaged or destroyed structures and coordinate operations with and assist other services as required® Supply Service,, The Supply Service shall procure, store, maintain and distri- bute supplies and equipment, except whole blood which is a Medical and Health Service responsibility, and arrange for essential services, Traffic Control Service,, The Traffic Control Service shall expedite and control the vehicular and pedestrian movement related to civil defense operations; and perform radiological monitoring and reporting in cooperation with the Radiological Safety Service,, Transportation Service, The Transportation Service shall provide and coordinate the use and assignment of all transportation other than that which is normally assigned to, or part of, any emergency service,, Utilities Service, The Utilities Service shall coordinate emergency functions of the utilities, The utilities industry will provide water9 gas and electricity as required; and perform radiological monitor- ing and reporting in cooperation with the Radiological Safety Service, - 12 H, I, q* Okerational Information Service, The Operational Information Service shall receive, process and disseminate operational information and reports* r, Central Registry Service* The Central Registry Service shall establish and operate central registries at state and county level, receive and catalogue regis- trations and answer inquiries concerning the location of persons* THE COUNTY AND CITIES SHALL: 1, Be members of the Area Disaster Organization, 2* Each accept primary responsibility for the development within its respective jurisdiction of disaster plans which shall be compatible with and complementary to the Area -wide civil defense and disaster plans and organization, formulated pursuant to this agreement and pursuant to the California Disaster and Civil Defense Master Mutual Aid Agreement, 3, Delegate to the Area Disaster Council established herein whatever authority it is lawful for the County and Cities to delegate when such delegation shall be deemed necessary by said Area Disaster Council, This delegation of authority, except during a "state of extreme emergency", shall be restricted to whatever expenditure of County and City funds and use of County and City personnel, equip- ment and supplies as are made available by the County and Cities for civil defense purposes, THE COUNTY'SHALL: 1, Provide an area -wide civil defense program in each of the following areas: a. Medical and Health Service b* Emergency Welfare Services c, Traffic Control Service - 13 - lft.. 4f d. Utilities Service e. Manpower Service f. Supply Service g. Food Supply Service h. Petroleum Supply Service 2. Provide personnel, administrative, fiscal and logistic support for the Area Disaster Organization. J. In consideration of the mutual promises herein contained it is hereby mutually agreed that commencing with the fiscal year 1964-1965, the cost of establishing and maintaining the Area Disaster Organization pursuant to the annual budget adopted as provided in Section B. 4 above shall be borne by the signatories hereto as follows: 1. The County shall pay the first $50,000.00 of the annual budget. 2. The balance of the annual budget remaining after payment of $50,000.00 as above provided, shall be paid as follows: a. The County shall pay 50% of said remaining balance. b. The Cities signatory hereto shall pay the remaining 50% of said remaining balance, said 50% to be apportioned among said Cities in accord with the following formulae: (1) One-half of said 50% to be apportioned by people units or population: (a) Total population of all contracting Cities divided into one-half of the total of the Cities' share of the budget equals a factor in cents. (b) Population of each contracting city times the factor in cents equals the share for each city. - 14 - (2) The remaining one-half of said 50o to be apportioned on the basis of assessed valuation as follows: (a) Total assessed value of real and personal property in all contracting cities divided into one-half of the total of the Cities' share of the budget equals a factor in mills. (b) Assessed value of real and personal property of each contracting city times the factor in mills equals the share for each city. 3. a. For the purposes of this agreement the total assessed valua- tion of real and personal property in all contracting cities shall be the most recent such total maintained by the office of the Tax Assessor of the County and Cities. b. The figures used for population in each city shall be determined by a method which is mutually acceptable to all signatories hereto. 4. It is understood and agreed that the financial obligations incurred by the County and the Cities signatory hereto under the above provisions (Section J. 1. through J.3.) shall be incurred annually and shall be subject to the limitation that the annual anticipated revenue of said County and Cities shall permit the incurring of said financial obligations. S. It is further understood and agreed that whatever federal and/or state funds may be acquired by the Area Disaster Organization during a given fiscal year shall be distributed to the County and to each City in proportion to the actual contribution of said County and said Cities to the total budget as aforesaid. - 15 - �. K. La Ma RM This agreement shall become effective upon the execution thereof, pursuant to appropriate enabling resolutions, by the County and the Cities. This agreement may be terminated as to any of the parties by written notice given by such party to all other parties which notice shall be given at least 120 days prior to the commencement of the fiscal year in which it is to take effect. For the purpose of such notice a fiscal year is defined as July 1 of a calendar year through June 30 of the succeeding calendar year,, It is mutually understood and agreed by the parties hereto that upon execution of this agreement by the County and those Cities which are signatories of that certain agreement entitled "Joint Powers Agreement Establishing City -County Civil Defense and Disaster Organization", all obligations of said County and Cities arising by virtue of the afore- mentioned joint powers agreement shall cease, and said agreement shall be terminated, ORGANIZATION The civil defense and disaster organization of the Area Disaster Organization is shown by Enclosures 1 and 2. Emerg Y Coordinator 1. Source of Authority The authority of the Area Coordinator is derived from: (a) The California Disaster Act. (b) The California Disaster and Civil Defense Master Mutual Aid Agreement. (c) The Civil Defense and Disaster Agreement of the San Mateo Operational Area Civil Defense and Disaster Organization, 2, Scope of Authority During a local disaster or a state of disaster the Area Coordinator shall act as the coordinator of all area disaster activities in connection with such emergency, and the directors of civil defense and disaster of the member jurisdictions shall cooperate with the Area Coordinator in rendering all possible assistance in connection with such emergency, Under a state of extreme emergency the line of command and over-all control extends from the Governor, through the Director of the Disaster Office, the Administrator of Region II, and the Area Coordinator, to the directors of civil defense and disaster of the member jurisdictions, 3. Responsibility The Area Coordinator is responsible for providing coordinated, efficient and prompt use of all resources available to the Area Disaster Organization in the event of a disaster from natural causes or enemy action, in order to reduce to the minimum the loss of life or injury, damage to property, and interruption of normal activities and productive effort, I.. 4* Duties 5* The Area Coordinator on learning of a disaster or potential disaster situation will-, (a) Direct the manning of the Area Emergency Operating Center, in accordance with standing operating procedures and proceed thereto* (b) Relay intelligence received from reliable sources to all concerned* This includes dissemination of information and instructions to the public* (c) Request the chairman of the board of supervisors or the Mayor or chief executive of a member city to (1) proclaim the existence of a state of local disaster or (2) request the Governor to pro- claim a state of disaster or state of extreme emergency, as appropriate* (d) Place operational area civil defense and disaster plans in effect, as appropriate* (e) Mobilize resources as the situation requires* (f) Compile and transmit initial and periodic situation and status reports to Region II and member jurisdictions, as appropriate* (g) Coordinate civil defense and disaster activities within the Area Disaster Organization* (h) Request from ,Region II those resources necessary to combat the disaster and which are not available within the Area Disaster Organization* (i) Act on requests from Region II for assistance* This Standard Operating Procedure adopted by the Area Disaster Council on September 5, 1963* /S/ James V. Members should feel free to drop in and visit the Area Disaster Office any time they are in the area, All member jurisdictions are requested to advise the Area Disaster Office of the name, address and telephone number of the member of their city Council who is their representative (member) on the Area Disaster Council. This information is necessary for mailings and other communications. As changes occur the Area Disaster Office should be advised. See Enclosure 1 for current list of members. All members are encouraged to attend the Governor's Conference on Disaster Preparedness, Friday, November 1, 1963, 10:00 a.m. to 4s30 p.m. at the El Dorado Motel, Sacramento. It has been proposed that the Area Organization charter a special bus to take Council members and their City Manager or City Administrator (limit of two persons from each jurisdiction) to the conference. The Area Office will poll the member jurisdictions and if there is sufficient interest shown, such a trip will be arranged. The Medical Self -Help Program"has received a $22,500 donation from the San Mateo K. 0. Polio Committee to publicize and stimulate public participation in this project. All member jurisdictions are urged to issue proclamations supporting this worthwhile project. A separate report, including a sample proclamation, on this activity will be mailed to the Mayor of each city. The next regular meeting of the Area Disaster Council will be at 8s00 p.m., Thursday, November 21, 1963, at the San Mateo County Office Building, 590 Hamilton Street, Redwood City, in the first floor conference room. New Civil Defense and Disaster Agreement The below listed cities have adopted the new agreements Burlingame Daly City Menlo Park Pacifica San Bruno Woodside Chairman James V. Fitzgerald offered the facilities and personnel of the Area Office to those cities who care to have any questions answered about the new agreement. - 2 - 4 ""e By voice vote, the members of the Council unanimously elected the following officers: Area Coordinator James V. Fitzgerald, Chairman of the Board of Supervisors, San Mateo County Vice Chairman John Rosselli, Mayor, Redwood City 1st Alternate Roy Am Archibald, Councilman, San Mateo 2nd Alternate Patrick Ahern, Mayor, South San Francisco 3rd Alternate Ira E. Bonde, Councilman, Menlo Park The position as fourth alternate will be held open until the next meeting, Mayor Gayton De Rosa of San Carlos made the motion that the Advisory Committee (paragraph C2 of the agreement) be revised to consist of five members, four of whom shall be City Managers, and the fifth the County Manager. The Area Administrator to serve as Secretary to the Committee in an ex officio capacity. The motion carried and the Council approved the appointment of the following individuals as members of the Advisory Committee, subject to their acceptance: E. R. Stallings County Manager, San Mateo County John R. Johnson City Manager, Menlo Park Karl A. Baldwin City Manager, Pacifica Edward Frank City Manager, Daly City John L. Watts City Administrator, Belmont Responsibility and duties of the Area Coordinator: The Area Disaster Office presented a draft of a proposed Standard Operating Procedure (S.O.P.) on the subject: Emergency Authority, Responsibilities and Duties of the Area Coordinator. After some discussion, a motion was made and seconded that the S.O.P. be adopted as presented. The motion carried unanimously. (See Enclosure 2) The Area Disaster Office presented a chart showing the Cities' proportionate share of the budget under the new agreement. The chart details the cost for each $2,000.00 of the budget in excess of the initial $50,000,00 which is borne by the County.
