Date: 01.18.01 Margare Monro , City Planner 111111111111111llll ��®01 64�$ RESOLUTION APPROVING CATEGORICAL EXEMPTION, CONDOMINIUM PERMIT AND PARKING VARIANCE RESOLUTION-07-2001 RESOLVED, by the Planning Commission of the City of Burlingame that: WHEREAS, a categorical exemption has been proposed and application has been made for a condominium permit, and parking variance for a three-story, four(4)unit residential condominium at 1405 El Camino Real, zoned R-3, APN: 026-013-160: Roman and Galina Knop 12roperty owners; WHEREAS, said matters were heard by the Planning Commission of the City of Burlingame on January 8,2001,at which time it reviewed and considered the staff report and all other written materials and testimony presented at said hearing; NOW, THEREFORE, it is RESOLVED and DETERMINED by this Planning Commission that: 1. On the basis of the Initial Study and the documents submitted and reviewed, and comments received and addressed by this commission, it is hereby found that there is no substantial evidence that the project set forth above will have a significant effect on the environment, and Categorical Exemption per Section 15303 -New Construction or Conversion of Small Structures Class 3 (b),Apartments,duplexes,and similar structures,with no more than four dwelling units if not in conjunction with the building or conversion of two or more such structures. In urbanized areas,this exemption applies to single apartments,duplexes,and similar structures designed for not more than six dwelling units if not constructed in conjunction with the building or conversion of two or more such structures is hereby approved. 2. Said condominium permit and parking variance is approved,subject to the conditions set forth in Exhibit"A" attached hereto. I GENERAL: 1 . There are no Civil plan attached to the Architectural plans. A Civil plan is required to show all underground utilities on site and to the street . 2 . Show proposed drainage system and indicate that all roof and site drainage shall go to street by gravity. Show direction of drainage on adjacent property to confirm that no drainage enters this site or else that drainage needs to be included in the on-site system. 2 . State Department of Transportation (Caltrans) does not always approve pumping storm drainage back up into El Camino Real unless it already drains there. Confirm prior to issuance of any Building Permit that the proposed drainage system meets with their approval . 3 . Are there any existing trees to be removed? Park Department ' s approval is required for any tree removal . 4 . Is there any tree fronting the site on El Camino Real? Show it on the site plan. Show distance between the driveway and the tree next to the driveway including any tree on the adjacent lot . 5 . All utilities to this site must be installed underground. Any transformers needed for this site must be installed underground or behind the front setback on this site . 6 . Indicate that new curb, gutter, driveway and sidewalk fronting this site shall be installed. Start this process early with them. They have had major ques- tions in the past for double driveways as well as spacing between a new driveway and an adjacent property's driveway. 2. Are there any transformer on site? All transformers needed for this project will be conditioned to be installed underground on this site or behind the front setback. 3. All irrigation systems and planting shall follow City's water conservation guidelines. 4. Rear landscape area shall drain to street or to a storm drainage system without pumping. 5. Show the location for the fire sprinkler connection that is proposed. All fire system work shall conform to the City's current procedures for underground water systems. G. All on site catch basins and drainage inlets shall be stencilled. All catch basins shall be protected during construction so no debris will be dumped into them. The City will provide a stencil. III PARKING: 1. Show parking slab elevations. Maximum slope in any parking space is 5°s. Show drainage pattern. 2. Dimension the structural columns and dimensions with respect to parking stalls. Columns that are on the side of parking spaces are to be clear of vehicle's side door access and should be at least two feet (2') clear of the rear of the stalls to facilitate maneuvering. 3. Back-up aisle for space is not dimensioned and must be 24 feet minimum clearance. 4. Provide a sequential dimensional layout of all parking spaces and show remaining structure dimensions (widths and lengths) to confirm structure's dimensions. 5. Why are there discrepancies? 2 . Since the site is below street, approval will be conditioned upon an emergency generator to power the sump pump system; and the sump pump system shall be redundant in all mechanical and electrical aspects (i . e. , dual pumps, controls, level sensors, etc . ) . Emergency generator shall be so housed that they meet the City' s noise requirement . Show locations of proposed dual pumps and generators. 3 .
