Date: 11.06.01 na aL'8—M 6� ki;_� Margar t Monroe, City Planner RESOLUTION APPROVING CATEGORICAL EXEMPTION AND COMMERCIAL DESIGN REVIEW AMENDMENT RESOLUTION—99-2001 RESOLVED,by the Planning Commission of the City of Burlingame that: WHEREAS, a categorical exemption has been proposed and application has been made for an amendment to an approved commercial design review project to remodel an existing commercial retail building at 1160 Broadway, zoned C-1, Broadway Commercial Area,Bonanza/Lamb Limited Partnership, 1160 Broadway Burlingame, CA 94010,property owner, APN: 026-093-070; WHEREAS, said matters were heard by the Planning Commission of the City of Burlingame on October 22,2001,at which time it reviewed and considered the staff report and all other written materials and testimony presented at said hearing; NOW, THEREFORE, it is RESOLVED and DETERMINED by this Planning Commission that: 1. On the basis of the Initial Study and the documents submitted and reviewed, and comments received and addressed by this commission,it is hereby found that there is no substantial evidence that the project set forth above will have a significant effect on the environment, and categorical exemption, per CEQA Article 19. Categorically Exempt per Section: 15301 - Existing facilities, Class 1(a), interior or exterior alterations involving such things as interior partitions, plumbing, and electrical conveyances, is hereby approved. 2. Said commercial design review amendment is approved, subject to the conditions set forth in Exhibit "A" attached hereto. Findings for such commercial design review amendment are as set forth in the minutes and recording of said meeting. 3. It is further directed that a certified copy of this resolution be recorded in the official records of the County of San Mateo. CHAIRM I, Joseph Boju6s, Secretary of the Planning Commission of the City of Burlingame,do hereby certify that the foregoing resolution was introduced and adopted at a regular meeting of the Planning Commission held on the 22nd day of October, 2001 ,by the following vote: AYES: COMMISSIONERS: Auran,Bojues,Keighran, Key Mink and Osterling NOES: COMMISSIONERS: NONE ABSENT: COMMISSIONERS: Vistica 2002-0919213 IIIIIIIIIIIIIIIIIIIIIII�IIIIIIIIIIIIIIIII IIIIIIIIIIIII RSJPa9e002 02 60P <7 SEC ,,RE!!!/// EXHIBIT "A" Conditions of approval for categorical exemption and commercial design review amendment. 1160 BROADWAY effective NOVEMBER 5, 2001 1. that the project shall be built as shown on the plans submitted to the Planning Department date stamped October 12, 2001, Site Plan, Proposed Floor Plan, Proposed Roof Plan, Proposed Elevation Section with a window sill 18 inches from grade and three display windows inside the store at a maximum height of 2'-6" above the sill so that the over all height of sill and display do not exceed 4'-0" above exterior grade of the sidewalk at the front of the structure, the three windows to have displays shall be those closest to the building entrance, the window glazing shall remain intact from the 18 inch sill and the displays shall be installed so that they can be removed in the future without affecting the integrity of the window; and that any changes to the footprint or floor area of the building shall require and amendment to this permit; 2. that the Walgreens manager shall contact the local schools and Burlingame Historical Society to provide displays in the windows which shall be changed at least four times a year; and Walgreens management shall be responsible for creating and maintaining in one of the windows a community bulletin board for civic and Broadway commercial area events, and shall be responsible for working in cooperation with the Broadway Merchants Association, as represented by the Broadway Improvement District, in providing this community service; 3. that any changes to the size or envelope of building, which would include changing or adding exterior walls or parapet walls, moving or changing windows and architectural features or changing the roof height or pitch, shall be subject to design review; 4. that the conditions of the City Engineer's July 2, 2001 memo, and the Fire Marshal's June 29, 2001, memo shall be met; 5. that an application for a parcel map to merge the three lots shall be processed and granted before the final inspection is scheduled; and 6. that the project shall meet all the requirements of the California Building Code and California Fire Code, 1998 edition, as amended by the City of Burlingame. A property boundary survey shall be performed by a licensed land surveyor. The survey shall show all property lines,property corners, easements, topographical features and utilities. 2. The site and roof drainage shall be shown on plans and should be designed to drain towards the street frontage. 3. A sanitary sewer lateral test is required for the project in accordance with the City's standards. 4. This project involves three (3)parcels. Therefore a parcel map shall be filed with the Engineering Division to combine the three parcels. The parcel map shall show all existing property lines, easements, monuments, and new property and lot lines proposed by the map. 5. A latest preliminary title report of the subject parcel of land shall be submitted to the Engineering Division with the parcel map for reviews. 6. Map closure/lot closure calculations shall be submitted with the parcel map. 7. The project shall at its own costs,design and construct streetscape frontage improvements including colored concrete sidewalk, bulb out paving and seat walls, and the repair and replacement of curb and gutters and parking meter poles,as needed.In addition the project shall repair or replace any of the following that are damaged during construction: trash receptacles, bike racks, landscaping, irrigation, streetlights,driveways,and apron curb returns for driveways.All construction shall be in accordance with the streetscape master plan.The frontage area covers approximately 83 linear feet of frontage from the southeast property line to the edge of the first driveway including bulb out seat walls and paving,and any damaged landscaping and/or irrigation.(The exact area of streetscape construction to be determined before issuing the building permit.) 8. The project shall comply with the City's NPDES permit requirements to prevent storm water pollution. 9.Property owner to purchase and install a streetscape trash receptacle for the public right of way in front of the store. All maintenance of the receptacle and management of all site debris will be the responsibility of the property owner and/or tenant.
