Date: 04.06.99 �' mw'(2k f L,n� MargarA Monroe, City Planner RESOLUTION APPROVING CATEGORICAL EXEMPTION, LOT COVERAGE VARIANCE and DESIGN REVIEW RESO-34-99 RESOLVED, by the Planning Commission of the City of Burlingame that: WHEREAS, a categorical exemption has been proposed and application has been made for design review and lot coverage variance a for a second-story addition and 154 SF deck at 1420 Castillo Avenue, zoned R-1, APN:027-173-170; Karen and Dan McGee , property owners and Scott Wynn, applicant: WHEREAS, said matters were heard by the Planning Commission of the City of Burlingame on March 22, 1999, at which time it reviewed and considered the staff report and all other written materials and testimony presented at said hearing; NOW, THEREFORE, it is RESOLVED and DETERMINED by this Planning Commission that: 1. On the basis of the documents submitted and reviewed, and comments received and addressed by this commission, it is hereby found that there is no substantial evidence that the project set forth above will have a significant effect on the environment, and Categorical Exemption, Article 19, Section 15303 - New Construction or Conversion of Small Structures Class 3 (a+e), Single- family residences not in conjunction with the building of two or more such units; in urbanized areas, up to three single-family residences may be constructed or converted under this exemption is hereby approved. 2. Said design review and variance is approved, subject to the conditions set forth in Exhibit "A" attached hereto. Findings for such design review are as set forth in the minutes and recording of said meeting. 3. It is further directed that a certified copy of this resolution be recorded in the official records of the County of San Mateo. /1 JERRY DEAL, CHAIRMAN I, Dave Luzuriaga, Secretary of the Planning Commission of the City of Burlingame, do hereby certify that the foregoing resolution was introduced and adopted at a regular meeting of the Planning Commission held on the 22nd day of March, 1999 , by the following vote: AYES: COMMISSIONERS: BOJUES, COFFEY, KEIGHRAN, KEY, LUZURIAGA, VISTICA AND DEAL NOES: COMMISSIONERS: NONE ABSENT: COMMISSIONERS: NONE AVF: L RIAGA, SECRETARY EXHIBIT "A" Conditions of approval categorical exemption, design review and variance. 1420 Castillo Avenue effective April 5, 1999 1. that the project shall be built as shown on the plans submitted to the Planning Department date stamped January 25, 1999, sheets 1 through 11, and that the skylights shall be fitted with tinted glass or plastic which will reduce the night light glare, it will be the responsibility of the property owner to maintain this tinted covering permanently; 2. that any changes to the size or envelope of the first or second floors, which would include expanding the footprint or floor area of the structure, replacing or relocating a window(s), or changing the roof height or pitch, shall be subject to design review; 3. that the applicant shall comply with the City Engineer's February 1, 1999 memo requiring drainage to be brought to the frontage at Castillo Avenue; and, 4. that the project shall meet all the requirements of the California Building and Fire Codes, 1995, as amended by the City of Burlingame ROUTING FORM DATE: January 26, 1999 TO: X CITY ENGINEER _CHIEF BUILDING OFFICIAL _FIRE MARSHAL SR.
