RESOLUTION APPROVING CATEGORICAL EXEMPTION
AND CONDITIONAL USE PERMIT
RESOLUTION-75-99
RESOLVED, by the Planning Commission of the City of Burlingame that:
WHEREAS, a categorical exemption has been proposed and application has been made for a
conditional use permit for recreational use (workshop) of an accessory structure at 1527 Newlands
Avenue, zoned R-1, Cathryn and Joseph Baylock, property owners, APN: 028-294-180;
WHEREAS, said matters were heard by the Planning Commission of the City of Burlingame on
July 12, 1999 , at which time it reviewed and considered the staff report and all other written materials
and testimony presented at said hearing;
NOW, THEREFORE, it is RESOLVED and DETERMINED by this Planning Commission that:
1. On the basis of the Initial Study and the documents submitted and reviewed, and comments
received and addressed by this commission, it is hereby found that there is no substantial evidence that the
project set forth above will have a significant effect on the environment, and categorical exemption, per
CEQA Article 19, Section 15303, new construction or conversion of small structures, Class 3 (e),
accessory (appurtenant) structures including garages, carports, patios, swimming pools and fences is hereby
approved.
2. Said conditional use permit is approved, subject to the conditions set forth in Exhibit "A"
attached hereto. Findings for such conditional use permit are as set forth in the minutes and recording of
said meeting.
3. It is further directed that a certified copy of this resolution be recorded in the official records
of the County of San Mateo.

Conditions of approval categorical exemption and conditional use permit
1527 Newlands Avenue
effective August 2, 1999
1. that the project shall be built as shown on the plans submitted to the Planning Department
and date stamped July 1, 1999, Sheet A-1, Site Plan and date stamped May 25, 1999,
Sheet A-2, Floor Plan and Elevations;
2. that the conditions of the City Engineer's June 1, 1999 memo shall be met;
3. that the accessory structure shall never be used for accessory living or sleeping purposes;
shall never include a kitchen, and except for electrical, shall not include any utility
services and/or plumbing including a toilet without an amendment to this conditional use
permit; and
4. that the project shall meet all the requirements of the California Building and Fire Codes,
1998 Edition, as amended by the City of Burlingame.
