Date: 08.03.99 r Margaret Monroe, City Planner RESOLUTION APPROVING CATEGORICAL EXEMPTION AND DESIGN REVIEW RESOLUTION-77-99 RESOLVED, by the Planning Commission of the City of Burlingame that: WHEREAS, a Categorical Exemption has been proposed and application has been made for Design Review for a two-story addition at 1115 Palm Drive, zoned R-1, Steven Larratt, property owner, APN: 029-053-040; WHEREAS, said matters were heard by the Planning Commission of the City of Burlingame on July 12. 1999 , at which time it reviewed and considered the staff report and all other written materials and testimony presented at said hearing; NOW, THEREFORE, it is RESOLVED and DETERMINED by this Planning Commission that: 1. On the basis of the Initial Study and the documents submitted and reviewed, and comments received and addressed by this commission, it is hereby found that there is no substantial evidence that the project set forth above will have a significant effect on the environment, and Categorical Exemption, per CEQA Section 15303 - Class 3, is hereby approved. 2. Said Design Review is approved, subject to the conditions set forth in Exhibit "A" attached hereto. Findings for such Design Review are as set forth in the minutes and recording of said meeting. 3. It is further directed that a certified copy of this resolution be recorded in the official records of the County of San Mateo. MICHAEL COFFE , CH AN I,_ .T_ B,o j ues Secretary of the Planning Commission of the City of Burlingame, do hereby certify that the foregoing resolution was introduced and adopted at a regular meeting of the Planning Commission held on the 12th day of Tull, 1999 , by the following vote: AYES: COMMISSIONERS: BOJUES, DEAL, DREILING, KEIGHRAN, LUZURIAGA AND COFFEY NOES: COMMISSIONERS: NONE ABSENT: COMMISSIONERS: VISTICA ABSTAIN: COMMISSIONERS: NONE S EY VISTICA, RETARY EXHIBIT "A" Conditions of approval Categorical Exemption and Design Review 1115 PALM DRIVE EFFECTIVE August 2, 1999 1. that the project shall be built as shown on the plans submitted to the Planning Department date stamped July 6, 1999, sheets A-1 through A-2; 2. that any changes to the size or envelope of the second floor, which would include adding or enlarging a dormer(s), moving or changing windows and architectural features or changing a roof height or pitch, shall be subject to design review; 3. that the applicant shall select and use traditional window and mullion detailing and that these materials be handled carefully and detailed correctly with shadow lines, sills, and wood trim; 4. the applicant shall include a landscape plan with the submittal for a building permit. The landscape plan shall be designed to soften the large mass of the front and side of the house as seen from the street; 5. that the conditions of the Chief Building Official's May 17, 1999, memo and the City Engineer's May 19, 1999 memo shall be met; and 6. that the project shall meet all the requirements of the California Building and Fire Codes, 1.998 edition, as amended by the city of Burlingame.
