Date: 08.17.99 N-w-j- Nutt, Marga•et Monroe, City Planner RESOLUTION APPROVING CATEGORICAL EXEMPTION, PARKING VARIANCE AND DESIGN REVIEW RESOLUTION-97-99 RESOLVED, by the Planning Commission of the City of Burlingame that: WHEREAS, a categorical exemption has been proposed and application has been made for parking variance for substandard covered parking space dimensions for a first and second story addition subject to design review at 1515 Chapin Avenue; zoned R-1. APN: 028-283-150; Joyce Davis,_property owner; WHEREAS, said matters were heard by the Planning Commission of the City of Burlingame on August 9 1999, at which time it reviewed and considered the staff report and all other written materials and testimony presented at said hearing; NOW, THEREFORE, it is RESOLVED and DETERMINED by this Planning Commission that: 1. On the basis of the Initial Study and the documents submitted and reviewed, and comments received and addressed by this commission, it is hereby found that there is no substantial evidence that the project set forth above will have a significant effect on the environment, and Categorical Exemption, per Article 19. Section: 15303 - New Construction or Conversion of Small Structures Class 3 (a+e), Single- family residences not in conjunction with the building of two or more such units. In urbanized areas, up to three single-family residences may be constructed or converted under this exemption is hereby approved. 2. Said parking variance and design review is approved, subject to the conditions set forth in Exhibit "A" attached hereto. Findings for such parking variance and design review are as set forth in the minutes and recording of said meeting. 3. It is further directed that a certified copy of this resolution be recorded in the official records of the County of San Mateo. CHAI AN I, Stanley Vistica; Secretary of the Planning Commission of the City of Burlingame, do hereby certify that the foregoing resolution was introduced and adopted at a regular meeting of the Planning Commission held on the 9th day of August, 1999 , by the following vote: AYES: COMMISSIONERS: DEAL, DREILING, KEIGHRAN, LUXURIAGA AND VISTICA NOES: COMMISSIONERS: NONE ABSENT: COMMISSIONERS: BOJUES AND COFFEY SECRETARY EXHIBIT"A" Conditions of approval for categorical exemption,parking variance and design review. 1515 CHAPIN AVENUE effective August 16,1999 1. that the project shall be built as shown on the plans submitted to the Planning Department date stamped July 30,1999,sheets Al-A7,that the new window finish shall include stucco mold to match the existing windows, and that any changes to the footprint or floor area of the building shall require an amendment to this permit; 2. that any changes to the size or envelope of the first or second floors,which would include adding or enlarging a dormer(s),moving or changing windows,and architectural features or changing the roof height or pitch,shall be subject to design review;and 3. that the project shall meet all the requirements of the California Building and Fire Codes, 1998 edition,as amended by the City of Burlingame.
