RESOLUTION APPROVING CATEGORICAL EXEMPTION AND
CONDOMINIUM PERMIT
RESOLVED,by the Planning Commission of the City of Burlingame that:
WHEREAS, a categorical exemption has been proposed and application has been made for a
condominium pfrmit for a three story,three(3-)unit residential condominium at 508 Peninsula Avenue zoned
R-3 APN:029-294-170 Shih Jang Sung proper owner;
WHEREAS, said matters were heard by the Planning Commission of the City of Burlingame on
November 8, 1999,at which time it reviewed and considered the staff report and all other written materials
and testimony presented at said hearing;
NOW,THEREFORE,it is RESOLVED and DETERMINED by this Planning Commission that:
1. On the basis of the Initial Study and the documents submitted and reviewed,and comments
received and addressed by this commission,it is hereby found that there is no substantial evidence that the
project set forth above will have a significant effect on the environment, and Categorical Exemption per
Section 15303-New Construction or Conversion of Small Structures Class 3(b),Apartments,duplexes,and
similar structures,with no more than four dwelling units if not in conjunction with the building or conversion
of two or more such structures. In urbanized areas,this exemption applies to single apartments,duplexes,and
similar structures designed for not more than six dwelling units if not constructed in conjunction with the
building or conversion of two or more such structures is hereby approved.
2. Said condominium permit is approved, subject to the conditions set forth in Exhibit "A"
attached hereto. Findings for such condominium permit are as set forth in the minutes and recording of said
meeting.
3. It is further directed that a certified copy of this resolution be recorded in the official records
of the County of San Mateo.

1. that the project shall be built as shown on the plans submitted to the Planning Department
date stamped October 13, sheets T-1, C-1, L-1, A-1 through A-10 and Tentative
Condominium Map sheet 1 of 1 (date stamped October 27, 1999);
2. that lot coverage shall not exceed 50% of the lot area and any increase in the lot area
and/or floor area shall require an amendment to the Condominium Permit and Tentative
Map and a variance from the Planning Commission;
3. that the maximum elevation at the top of the roof ridge shall not exceed elevation 56.94'
(33'-10" maximum building height) as measured from the average elevation at the top of the
curb along Peninsula Avenue (23. 11'), and that the top of each floor and final roof ridge shall
be surveyed and approved by the City Engineer as the framing proceeds and prior to final
framing and roofing inspections. Should any framing exceed the stated elevation at any point
it shall be removed or adjusted so that the final height of the structure to the highest point on
the roof shall not exceed the maximum height shown on the approved plans;
4. that the conditions of the City Engineer's October 29, September 30, and September 20 1999
memos, the Fire Marshal's August 16, 1999 memo and the Parks Director's August 18, 1999
memo shall be met;
5. that one (1) guest parking stall (9'x20') shall be designated at the rear of the site and marked
on the final map and plans, shall not be assigned to any unit, used for any kind of on site
storage including vehicles, or enclosed in any way, but shall be owned, posted, maintained,
and kept available for guest parking by the condominium association and signs directing
visitors and delivery trucks to the guest parking shall be posted by the driveway and marked
on the pavement as approved by the City Engineer;
6. that the final inspection shall be completed and a certificate of occupancy issued before the
close of escrow on the sale of each unit;
7. that the developer shall provide the initial purchaser of each unit and to the board of directors
of the condominium association, an owner purchaser manual which shall contain the name and
address of all contractors who performed work on the project, copies of all warranties or
guarantees of appliances and fixtures and the estimated life expectancy of all depreciable
component parts of the property, including but not limited to the roof, painting, common area
carpets, drapes and furniture;

8. that the on grade parking garage and stalls shall be designed to city standards and shall be
managed and maintained by the condominium association to provide parking to residents of
each unit at no additional fee, solely for the condominium owners, and no portion of any
parking area and the egress aisles shall be converted to any other use or any support activity
such as storage or utilities;
9. that the trash receptacles, furnaces, and water heaters shall be shown in a legal compartment
outside the required parking and landscaping and in conformance with zoning and California
Building and Fire Code requirements before a building permit is issued;
10. that if a gate system is installed across the driveway, there shall be an intercom system
connected to each dwelling which allows residents to pr;;viue guest access to their site by
pushing a button inside their units;
11. that the project shall meet the requirements of the Municipal Code Chapter 15.14 Storm
Water Management and Discharge Control including the Storm Water Pollution Prevention
guidelines; and
12. that this project shall meet all the requirements of the California Building and Fire Codes,
1998 edition, as amended by the City of Burlingame.

BURLINGAME - 508 PENINSULA AVENUE, PM 99-03
I have reviewed the Tentative Map together with the Condominium
Permit Plan. This design shows two structural walls within the 24-
foot vehicle bac):u— space in the garage plan. The City has rarely
accepted restrictions for at grade parking. These walls however are
placed on the side of the backup area similar to underground
parking garages. The guest parking space at the rear is the most
impacted. However, staff has checked the vehicle maneuverability
and found vehicles can get in and out of the adjacent parking
stalls within 3 maneuvers . This meets City' s requirement .
Should the Commission decide to forward this map to Council for
action, the following conditions need to be attached:
1. Prior to issuance ,pf a Building Permit, a property survey
shall be conducted to set all property corners in the field
and re-establish them prior to building final . The survey
shall show how corners are determined.
2 . Show water service and fire line service.

1, BLOCK 31, MAP OF TOWN OF BURLINGAME - 508 PENINSULA
AVENUE, PM 99-03
I have the following comments which need to be addressed prior to
any Building Permit issuance.
I GENERAL:
1. Show detailed design of the storm drain manhole in the street
and how the pipes are connected.
2. A large tree is to be removed and approval from the Park
Department is required.
3._ Show required seven foot (71) minimum clearances at parking
garage floor areas not just floor to floor. Provide room for
all pipings, ducts and fire sprinklers. Disabled parking shall
have access and parMng area at eight feet two inches (81211)
clear.
4. All utilities to this site must be installed underground. Any
transformers needed for this site must be installed
underground or behind the front setback on this site.
5. Indicate that new curb, gutter and sidewalk fronting this site
shall be designed by a civil engineer, approved by the City
Engineer, and installed by this development.
II SITE AND LANDSCAPE PLANS:
1. The catch basin shown on the tentative map is not shown on the
architectural site plan.
2. All irrigation systems and planting shall follow City's water
conservation guidelines.
III PARKING:
1. Sheet A-1 shows driveway entrance slope is different from the
Tentative Map.

2 . Provide all on site drainage inlets or the sump pump basin for
the underground garage with a petroleum absorbent system for
treating all drainage flows from the automobile parking areas .
IV ARCHITECTURAL PLANS:
1 . Indicate size of receptacles, including receptacles for
recycling . Confirm sizes needed with BFI . The plan shows
garbage area is behind the gate and approximately 30 ' away
from the street. How can trash cans be collected efficiently
by BFI?
2 . Are there to be any private storage spaces other than in the
units?
3 . Individual unit climate controls as well as separate shutoffs
for gas , electric and water are required .

3 . Dimension the structural columns and dimensions with respect
to parking stalls . Columns that are on the side of parking
spaces are to be clear of vehicle' s side door access and
should be at least two feet (2 ' ) clear of the rear of the
stalls to facilitate maneuvering. Show the distance of the
columns from the rear of the stalls .
4 . Show cal lbox/intercom system to all units from driveway in
front of security gate and at the top of the driveway so ,
guests may have access to guest parking spaces. If no gate is
planned, install conduit to all units so that if gate is
installed in the future, the system may be easily installed.
5 . Provide driveway profile with 2°s from top of curb (6" high
minimum) to back of sidewalk and transition to a high point,
on site or at property line, at 12" above flow line of street .
Transitions at top of driveway and at bottom required to the
approval of the City Engineer.
6 . Access to the garage exits, storage areas, trash areas and
laundry area shall have a clear exitway. Place bollards as
necessary to keep vehicles from blocking access path.
IV ARCHITECTURAL PLANS:
1 . Indicate size of receptacles, including receptacles for

1. on driveway profile, the maximum slope of the driveway portion
in the sidewalk area is 2%, not 31 . Show ramp slope and
indicate that vehicles can drive in and out without scraping
the pavement.
2 . Show exact building setbacks both below and above grade.
3 . Show water service and fire line connections.
