Date: 0 .22.00 ^ R Marg et Monro , City P1 nn RESOLUTION APPROVING CATEGORICAL EXEMPTION, DESIGN REVIEW, AND SPECIAL PERMITS RESOLUTION-162-2000 RESOLVED, by the Planning Commission of the City of Burlingame that: WHEREAS, a categorical exemption has been proposed and application has been made for design review and special permit for declining height envelope for construction of a new two-story single family dwelling, and special permit for the length of a new detached garage at 1531 Vancouver Avenue. zoned R-1, APN: 027-141-070• Sean J and Ann Marie Keighran, property owners, 1531 Vancouver Avenue, Burlingame, CA 94010)- WHEREAS, 4010;WHEREAS, said matters were heard by the Planning Commission of the City of Burlingame on August 14, 2000, at which time it reviewed and considered the staff report and all other written materials and testimony presented at said hearing; NOW, THEREFORE, it is RESOLVED and DETERMINED by this Planning Commission that: 1. On the basis of the Initial Study and the documents submitted and reviewed, and comments received and addressed by this commission, it is hereby found that there is no substantial evidence that the project set forth above will have a significant effect on the environment, and Categorical Exemption, per Article 19. 15303 - Class 3 - construction and location of limited numbers of new, small facilities or structures including (a) single-family residences not in conjunction with the building of two or more such units. In urbanized areas, up to three single-family residences may be constructed or converted under this exemption, is hereby approved. 2. Said design review and special permits are approved, subject to the conditions set forth in Exhibit "A" attached hereto. Findings for such design review and special permits are as set forth in the minutes and recording of said meeting. 3. It is further directed that a certified copy of this resolution be recorde the official records of the County of San Mateo. II I,JJJJJ IJJ'1J 1!E!JJJ1 ACTING SECRET EXHIBIT "A" Conditions of approval for categorical exemption, design review and special permits. 1531 vANCOUVER AVENUE effective August 21, 2000 1. that the project shall be built as shown on the plans submitted to the Planning Department date stamped July 14, 2000, sheets Al.0, A2.2, A3.3, and Architectural Site Survey, date stamped July 20, 2000, sheet L1.1, and date stamped July 26, 2000, sheets A2.1, A3.1, A3.2 and A3.3, and that any changes to the footprint or floor area of the building or to the bathroom in the basement area shall require and amendment to this permit; 2. that any changes to the size or envelope of the basement, first or second floors, which would include adding or enlarging a dormer(s), moving or changing windows and architectural features or changing the roof height or pitch, shall be subject to design review; 3. that the bathroom in the basement level shall only contain a toilet and sink and shall not be enlarged in the future to accommodate a tub or shower; and that the basement level shall not be used for sleeping purposes and shall not be remodeled or expanded to add a room which would be considered a potential bedroom for sleeping purposes; 4. that the detached garage shall not exceed a maximum plate height of 8'-1" as measured from existing adjacent grade and a maximum overall building height of 11'-7", as measured from existing adjacent grade; 5. that the City Engineer's, Chief Building Official's, and Fire Marshal's May 8, 2000, memos shall be met; 6. that prior to scheduling a foundation inspection the applicant shall provide a survey by a licensed civil engineer which will establish, to the satisfaction of the City Engineer, that the ceiling height in the basement area shall not exceed 10'-6" with the top of basement floor at elevation 238'-0", and the finished first floor shall not exceed elevation 249'-101/2"; that the grading for the basement finished floor and the framing for the elevation of the first floor above the basement shall be determined and approved by a licensed surveyor and accepted by the City Engineer prior to scheduling a framing inspection by the Building Department; 7. that a grading permit shall not be issued by the Building Department until the following requirements have been met: that all grading shall be done during the dry season unless the City Engineer approves the proposed program, all city requirements for grading including silt and dust control shall be met, and that all NPDES requirements shall be met; and 8. that the project shall meet all the requirements of the California Building Code and California Fire Code, 1998 edition, as amended by the City of Burlingame. „., R, Page: ,> of b ROUTING FORM DATE: May 5, 2000 TO: Y CHIEF BUILDING OFFICIAL FIRE MARSHAL _SR.
