Regular Meeting on Thursday, November 15, 2018
1. CALL TO ORDER
The duly noticed regular meeting of the Burlingame Parks & Recreation Commission was called to
order by Chair Lewis at 7:04 pm at the Burlingame Recreation Center, 850 Burlingame Ave,
Burlingame. Lewis extended a welcome to new Commissioners Holzman and Lee.

Commissioner Milne made a motion to approve the October 15, 2018 minutes. The motion was

a. Family Campout Recap — Coordinator Sanchez
Coordinator Sanchez reported on the 61h Annual Family Campout event. The event has grown from
originally 200 participants in 2013 to 750 in 2018. The goal of the event is to create an atmosphere for
the community to enjoy the experience of camping while staying close to home and allows the
participants the opportunity to connect with friends in the community. In 2016, the event was
recognized by the California Parks & Recreation Society, receiving the prestigious Award of Excellence
for Building Communities.

After reviewing event timeline, activities provided and post survey responses, Sanchez elicited input
from Commission on possible locations for the 2020 & 2021 Campout; suggestions for possible
sponsorships and any feedback the Commission felt would be helpful for staff going forward.
Commission suggested alternate park locations of Ray and Bayside Park for 2020 & 2021. Also
suggested was to increase the amount of food in lieu of a t-shirt each year. The gift could still display
the department and a sponsor logo. Sponsor suggestions were REI, Costco and to look at local
establishments for opportunities and to present levels of sponsorship.
Commission expressed appreciation for an event well planned and executed by staff.
b. Community Center Schematic Plan Update
Director Glomstad reported since the update to the Commission on September 20, 2018, additional
refinements have been made to the schematic plan and project costs and a phasing plan has been
developed.
At the November 5, 2018 City Council meeting, the Council approved the schematic plan, project costs,
and phasing plan. Work on the design development documents will begin immediately.
c. Chair Rotation & Welcome to New Commissioner
Lewis welcomed the new Commissioners. She passed the gavel to Commissioner Milne and
acknowledged Commissioner Palacio as the Vice -Chair.
d. Status of December Meeting
Commission moved to cancel the December 20, 2018 meeting and to reconvene on January 17, 2019.
8. STAFF AND COMMISSIONER REPORTS
a. Parks & Recreation Department Reports
Glomstad reported on the following: Annual Tree Lighting is on December 7th at 5pm, winter
programming registration begins on Dec 5th and the Parks Master Plan phone survey will start after
Thanksgiving. Due to the poor air quality, the Recreation Division will be cancelling outdoor activities
until it improves.
b. Commissioners Reports
Commissioner Milne reported on the Washington Park committee meeting and reported the committee
chose Landscape Structures as the equipment vendor for the project.
9. FUTURE AGENDA ITEMS
Commissioner Lewis requested that "Role of Commissioners" be on the January agenda for discussion.
10. ADJOURNMENT
There being no further business, the meeting was adjourned at 8:08 pm.

interaction and engage the community.
BACKGROUND
The Commission is charged with providing general oversight and input for the City's recreation
programs and park facilities and is a conduit between the community and the City.
The topic of Commissioner involvement was raised at the last Commission meeting and the
Commissioners agreed to discuss this matter at a future meeting.
DISCUSSION
To help begin the discussion, the below ideas can be used as a starting point:
1. Commissioner interactions/support of youth sports leagues
2. Attendance at P&R Department events
3. Meeting with neighborhood groups
4. Meeting with school PTA groups

process. The Committee is comprised of two Council Members, two Parks and Recreation
Commissioners, and City staff. The committee will be meeting at least one more time in 2019 to

review the Draft Parks Master Plan before it goes to the Parks and Recreation Commission and
City Council for approval.
Washington Playground Committee provides guidance to City staff in the design development of
the new Washington Park Playground project. The Committee is comprised of two Parks and
Recreation Commissioners, community members and City staff. Due to the near completion of
the planning for the playground, it is anticipated that this committee will be disbanded after the
January meeting.

Subject: Design Approval for the Washington Park Playground Renovation as part
of the Early Site Package for the Burlingame Community Center Project
RECOMMENDATION
Staff recommends that the Parks & Recreation Commission approve the playground design for
Washington Park Playground as recommended by the Washington Park Playground Design
Committee.
BACKGROUND
At the November 5, 2018 City Council meeting, the City Council approved the early site package
which includes the relocation of Washington Park Playground as phase 1 of the new Burlingame
Community Center project. Landscape Architect, RHAA designed a footprint for the new
Washington Park Playground to allow for the redesigned Community Center (Exhibit A). For more

Washington Park Playground Committee
To commence the playground redesign process, in August, 2018 a letter was sent to the
Washington Park neighbors informing them of the Community Center project and the relocation
and redesign of Washington Park playground. Additionally, the letter invited neighbors to submit
an application to serve on the Washington Park Playground Committee. Staff received six
applications and chose three neighbors for the committee.
The Washington Park Playground Committee included the following members:

Daniel Devoy — Washington Park neighbor with small children
Jodie Keegan — Washington Park neighbor with a small child and current Board Member
of the Burlingame Parks & Recreation Foundation
Richard Holtz — Parks Supervisor, Certified Playground Safety Inspector
Kevin Sanchez — Recreation Coordinator
James Ingels — RHAA, Landscape Architect

The Committee convened on two occasions. The first meeting took place on October 1, 2018 and
included reviewing the survey results (Exhibit B), discussing the timeline of the project, reviewing
the site plan identifying needs to provide direction to the playground vendors to submit proposals.
The subsequent meeting on Tuesday, November 13, 2018 included selecting a playground
vendor and preferred playground design based on the survey.
Final refinements to the playground design were communicated and approved by the committee
via email.
Washington Park Playground Survey
A link to an online Washington Park Playground survey was included in the neighborhood letter to
encourage broad participation. Additionally, the survey was posted on the Parks & Recreation
Department homepage, posted on the Parks & Recreation's Facebook page, displayed on
Nextdoor and included in the City of Burlingame eNews. There were 119 responses to the survey
and the results were used to guide the Committee's decisions (Exhibit B).
Playground Elements Based on Survey Results
The list below includes the playground elements that were considered high priority based on the
community survey as well as feedback from the Washington Park Playground Committee. This
list was provided to the playground vendors in the request for proposals.
• Provide an aesthetically pleasing design.
• Maximize available play experiences and variety of options.
• Provide a variety of slide options. Slide design should be directed away from predominant
sun exposure. No shallow slide or tunnel slides. Side by side slides would be preferred on
at least one structure.
• Include at least two bays of swings (total) with one set of toddler, and one set of strap
swings. An alternate design might include accessible swings and/or tire/multi-person
swing.
• Shade elements should be incorporated into the design.
• Include equipment that encourages imaginary play including, but not limited to, a
freestanding train, ticket counter, etc.
• Include climbers and/or net climbers and/or rock climbers.
• Include a clatter bridge connecting elements on the 5-12 structure.
• Individual spinning options such an attached spinner that fits one or two children or
individual free-standing spinner is preferred.
• Overhead play including horizontal bars and additional upper body elements must be
included.
• Pay attention to safe flow of play and clear sightlines.
• Incorporate a musical elements if appropriate.
• Include talk tubes as part of the design.

Vendor and Playground Design Selection
The final Committee meeting took place on Tuesday, November 13, 2018. Committee members
reviewed design proposals from BCI Burke, represented by SPEC and Landscape Structures,
represented by Ross Recreation. Staff targeted these two vendors due to the quality of the
equipment, the warranty, and the availability of replacement parts. BCI Burke has their equipment
at Village Park, Paloma Park, and Ray Park (spring 2019). Landscape Structures has their
equipment in the existing Washington Park, Pershing Park and Laguna Park. The Committee
approved the design from Landscape Structures (Ross Recreation) as presented tonight (Exhibit
C & D). The colors for the structure and playground elements were selected by the Community
Center Advisory Committee to provide consistency with the overall Community Center project.
Timeline
Assuming that the project's contracting process goes smoothly, the Washington Park Playground
renovation will commence in summer 2018. If no construction delays occur, it is anticipated the
project will be completed before construction begins for the new Community Center, estimated
early 2020. Due to the extreme popularity and use of Washington Pak, the community will be
notified of the project timeline via the eNews, Facebook, Nextdoor and the adjacent neighbors of
Washington Park will be notified of the project timeline via mail when the contract is issued.
DISCUSSION
Attached is the proposed Washington Park playground design as recommended from the
Washington Park Playground Committee.
FISCAL IMPACT
In November 2017, the voters of Burlingame approved Measure I, a 1/4 cent sales tax measure
that will generate an estimated $1.75 million to $2 million annually. At the January 27, 2018 goal -
setting session, the City Council discussed the City Manager's recommended expenditure plan
for the Measure I funds (The City Council approved the recommendation on February 20, 2018.).
A budget for the New Community Center and Washington Park Renovation project is currently
estimated at $50,000,000. Initially funded with an appropriation from the City's Capital Investment
Reserve, the project will ultimately be funded with a combination of lease revenue bond proceeds
and other revenue sources.
The price for the playground structure including installation is $496,962.82 (Exhibit E).

further removal just be some ppl want a new playground, etc.

things we like about Washington Playground is that it offers play equipment for older kids. As a
bigger, central park I think it should continue to offer play equipment for older kids. We frequently
see kids who are 7-10 years old at Washington Playground. They enjoy the play equipment and
also the grass areas surrounding the playground, where they can ride bikes, explore, climb trees,
etc. Village Park usually has little kids; my 5 year old child doesn't want to go there anymore
because it's mostly babies and toddlers. The neighborhood parks are similarly designed for
toddlers. Washington Playground has a wider age range. I hope you will consider older children
when you design the new playground. And please keep the zip line and the monkey bars! The
older kids really enjoy them. One of survey questions asked about a theme for the playground.
Why does there need to be a theme? I think a theme will make the playground seem babyish.
Again, I would prefer that this park be targeted to kids aged 5-10. There are plenty of other parks
in the City that cater to 2-5 year olds. This is a bigger, special park and it would be a shame if it
became another park for babies. We have plenty of those already. Thank you for reading my

Don't put baby swings at bottom of slide off baby play structure. I have seen SO
MANY accidents with babies coming down the sides and running toward the swings. And often the
parent is stuck on the other side of the play structure and can't fin there fast enough. Also, there
are constant complaints that there are not regular belt swings
