CIVIL DEFEi.'?SE AND DISASTER RESOLUTION
Tv=MMS, Ordinance No. 792 of the City of Burlingame relating
to civil defense and disaster provides that the civil defense and disaster
organization, the distribution of civil defense powers and duties, the
assignment of functions and services and the recruitment, direction and
training of personnel shall be prescribed by resolution adopted concurr—
ently -writ)i the adoption of said ordinance; now, therefore, be it
RESOLVED, by the City Council of the City Of Burlingame as
follows r
SECTION 1. The Civil Defense and Disaster organization of this
city shall be as hereinafter more particularly described.
SEC. Z. Division of Operating Services.
There is hereby created a division of operating services. For the purposes
of civil defense and disaster planning and organization, the chief of each
operating servicevrith.in this division shall be responsible to the director
through the assistant director.
7ithin this division there shall be the following civil defense
and disaster services~
(1) Emergency irelfare service, which shall include mass feeding,
clothin,c,, and lodging;
(2) Engineer service;
(3) Fire service;
(ts) law enforcement service, which shall include facility

and mortuary services;
(6) Radiological safety service;
(7) Rescue service; and
(8) Utilities service.
The director shall appoint a chief of each such service, except
as hereinafter provided. The chief of the fire department of the City of
Purlingame shall be chief of the fire service. The chief of police of the
City of Burlingame shall be chief of the lain enforcement service. The city
engineer of the City of Burlingame shall be chief of the engineer service.
SEC. 3. Division of Special Services.
There is hereby created a division of special civil defense and disaster
services. This division shall be under the direction and control of a deputy
director of civil defense and disaster, who shall be appointed by the director.
For the purpose of civil defense and disaster planning and organization, the
deputy director is responsible to the director through the assistant
director of civil defense and disaster.
Within this division there shall be the following services:
(1) Emergency planning;
(Z) Intelligence (Operational Information) service;
(3) Communications service, which shall include attack warning;
(S) Personnel and manpowor service, which s1.all include the
recruitment of civilian auxiliaries to military activities;
(5) Emergency information service;
(6) Supply service;
(7) Training service;
(8) Transportation service;
(9) Shelter management service; and
(10) General administrative service.

The director shall appoint a chief of each such service, who
shall be responsible to the deputy director of the division of special
services. The director may appoint the same person as chief of two or
pore services.
SEC. A. Legal. The city attorney shall serve as the legal
advisor to the director of civil defense and disaster and to the civil
defense and disaster organizatinn.
SEC. 5. American Red Cross. The American Red Cross in the
City of Burlingame will, in natural disaster, furnish food, clothing,
shelter,registration and information service, supplementary medical service
when requested., and rehabilitation to individuals and families affected by
the disaster.
In war -caused disasters, the American National Red Cross will
provide assistance in meeting three requirements for pass care operations;
(1) food, (2) clothing, and (3) lodging. Government is responsible,
administratively and financially, for the conduct of mass care operations.
The American Red Cross will provide funds with which to finance
all its relief operations during natural disaster. Civil defense financing
will be provided by public or private agencies other than the Red Cross for
Red Cross functions in war -caused disasters.
The director shall be responsible for arranging, through the
chairman of the local Red Cross chapter, for participation of the Red Cross
in civil defense as a part of the mass care service in case of war -caused
disaster, and for the relationship between the Red Cross and the civil
defense and disaster organisation in case of natural disaster.
SEC. 6. Duties. The director shall prescribe the civil
defense and disast-r duties of the deputy director and the chiefs of
operating and special services, in conformity with the civil defense and
disaster plan of the city, as approved by the city council, and with the

1 State of California Civil Defense and Disaster Plan. Such duties may be
2 changed from time to time by the director by written administrative orders,
3 particularly for the purpose of conforming to recommendations of the Director
4 of the California Disaster Office or modifications recommended by the Federal
5 civil defense agency. Upon recor,Lnendation of the civil defense and disaster
6 council of the City of Burlingame, such duties shall be changed in accordance
7 with such recommendatio-s.
