RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF BURLINGAME APPROVING CHANGES TO THE MEMORANDUM OF
UNDERSTANDING BETWEEN THE CITY OF BURLINGAME
AND THE BURLINGAME POLICE OFFICERS' ASSOCIATION AND AUTHROIZING
THE CITY MANAGER TO EXECUTE THE
MEMORNADUM ON BEHALF OF THE CITY
RESOLVED, by the City Council of the City of Burlingame:
WHEREAS, the City of Burlingame and the Burlingame Police Officers'
Association have met and conferred in good faith on the terms and conditions of
employment as provided by State law; and
WHEREAS, the City and the Association have reached agreement on certain
changes to be made to the existing terms and conditions of employment and
memorandum of understanding between the City and the Association; and
WHEREAS, the proposed changes are fair and in the best interests of the public
and the employees represented by the Association;
NOW, THEREFORE, IT IS RESOLVED AND ORDERED:
1. The changes in existing salary of the employees represented by the Burlingame
Police Officers' Association as contained in Exhibit A hereto are approved.
2. The City Manager is authorized and directed to execute the terms contained in
Exhibit A into the Memorandum of Understanding between the Burlingame Police
Officers' Association and the City of Burlingame.

TENTATIVE AGREEMENT BETWEEN
CITY OF BURLINGAME AND
BURLINGAME POLICE OFFICERS' ASSOCIATION
FOUR-YEAR AGREEMENT
1. Term - 01/01/02 —12/31/05 (4 years)
2. Salary - Effective 01/01/02 — 6.50% increase
Effective 01/01/03 — 5.00% increase
Effective 01/01/04 — Market Median plus 1% with a 4% floor
Effective 01/01/05 — Market Median plus 1% with a 4% floor
3. Differentials
a) Shift Differentials: The City will provide 6% for B and E watch and
4% for D watch. When department moves to all 12 hours shifts, will
provide 6% for shifts that work from 18:00 — 06:00 hours.
b) Computer Specialist Pay: The City will maintain a 15% premium pay
to the Unit member assigned as the Police Department's Computer
Specialist.
4. Uniform Allowance — Year 1 - $850, and increase $35 per year each subsequent year
of contract. (Tentative Agreement signed January 4, 2002)

7. Tuition Reimbursement — $2000 a year plus $500 for books/computer equipment
(Tentative Agreement signed January 4, 2002)
8. PERS Retirement — Effective ASAP after ratification of contract City will implement
the 3% @ 55 retirement benefit enhancement for members of the
POA.
Effective 07/01/04 — City will implement 3% @ 50 retirement
benefit enhancement for members of the POA.
9. FTO — the City will convert the 5.0 hours of comp time to an 18.75% differential when
employees are assigned to perform FTO duties.
10. Direct Deposit of Paychecks — The Finance Department will implement the direct
deposit of paychecks ASAP.
11. Inspector Pay — the City will pay 7% inspector pay, which is higher than the market
average for inspector duty.
12. Service Recognition — The City has convened a task force to address a new service
recognition program. The City will meet and confer with the Union on the committee's
recommendations. The Association can determine at that time if they would like to
participate in the program. It is the City's intent to institute a program that will provide a
means of recognizing service with an award or cash equivalent.
13. Personal Time Off— Effective 01/01/02 the City will grant 24 hours of PTO
14. Bi -Lingual Pay — 5% of pay upon designation as a bi-lingual service provider
(Tenative Agreement signed 01/04/02)
15. Life Insurance — Effective ASAP $75,000 term life insurance provided by the City
(Tentative Agreement signed 01/04/02)
16. Vacation — Year 1- 4 = 4 hours of vacation accrual per pay period
Year 5- 9 = 4.93 hours of vacation accrual per pay period
Year 10-14 = 6.46 hours of vacation accrual per pay period
Year 15-19 = 7.45 hours of vacation accrual per pay period
Year 20 = 7.45 hours of vacation accrual per pay period-

On an employee's 206' anniversary date with the City, the employee will
receive a one-time allotment of 16 hours of vacation in his/her vacation
accrual bank. This will be provided to current active police employees
that have 20 or more years of continuous service effective 01/01/02.
17. Long Term Disability — In lieu of providing LTD plan coverage to the Unit, the City
will make a contribution to each member's 457 deferred compensation plan.
18. COLA (PERS Retirement) = 2%
19. Effective ASAP after ratification of the contract, the City will provide GC Section
21024 — Military Service Credit as Public Service.
20. Sick Leave Incentive —Effective 01/01/02, the City agrees to provide Unit members
4 days off of vacation or straight time pay for the use of one day or less of sick leave in a
calendar year. The City also agrees to provide Unit members 2 days off of vacation or
straight time pay for the use of three days or less of sick leave in a calendar year.
21. Deferred Compensation (457 plan) — The City will contribute $30.00 per pay period
to an employee's deferred compensation plan.
22. The City will offer IRS Section 125 Health Care and Dependent Care
Reimbursement plans to the Association.
