RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME
ACCEPTING THE COOPERATION POLICY/PHILOSOPHY BETWEEN THE CITY OF
BURLINGAME AND THE BURLINGAME ELEMENTARY SCHOOL DISTRICT
RESOLVED, by the City Council of the City of Burlingame:
WHEREAS, the cooperation and partnerships established between the City of Burlingame
and its various school districts and education providers have been a hallmark of the vitality of the
community; and
WHEREAS, the Burlingame Elementary School District is seeking to ensure that its
facilities and services meet the needs of the community;
WHEREAS, the Elementary School/City Liaison Committee has crafted a Cooperation
Policy/Philosophy to ensure that neither the District nor the City are bearing a disproportionate share
of providing services to the community in their partnerships and service sharing; and
WHEREAS, this Cooperation Policy/Philosophy will be used during the coming years to
evaluate and measure those partnerships and service sharing and will be reviewed annually for
possible revision or amendment,
NOW, THEREFORE, IT IS ORDERED:
1. The Cooperation Policy/Philosophy between the City of Burlingame and the Burlingame
Elementary School District attached hereto as Exhibit A is accepted.

foregoing resolution was introduced at a regular meeting of the City Council held on thelath day of
March , 2002, and was adopted thereafter by the following vote:

Cooperation Policy/Philosophy
Between the City of Burlingame and the Burlingame Elementary School District
The Burlingame Elementary School District (the 'District") and the City of Burlingame
(the "City") place a very high value on their close, friendly and mutually beneficial
relationship. At the same time, the parties wish to move toward tighter accounting
practices and tighter controls in all of their business relationships.
While both parties have been comfortable with a tradition of providing services to each
other without charge, to ensure that neither party is inadvertently assuming the costs of
supporting the other's activities, the parties agree to the following financial relationship:
• At its discretion, either the City or District may bill the other for its services.
Any such bill will be only for direct costs. The intent is to neither suffer
financially nor profit from providing services to the other party.
The expectation is to bill each other based on a best estimate of direct costs.
Those estimates are subject to discussion between the City and District. Wherever
possible, consideration of ways to reduce costs will be explored.
Any change in our billing practices will not be retroactive.
To simplify the administration, each party agrees to maintain records of its direct
cost for the services it provides to the other. The annual net cost will be reviewed
at a School/City Liaison meeting. As determined at that meeting, any amount due
to either party may be processed for payment by the other.
• The City will continue to receive a second priority status for use of District
facilities.
The parties agree to work together to find opportunities to raise revenue through
rental of the District's facilities for private use.
