FROM THE FLOOR Speakers may address the Commission concerning any matter over which the Commission has jurisdiction or of which it may take cognizance that is not on the agenda. Additional public comments on agenda action items will be heard when the Commission takes up those items. The Ralph M. Brown Act (the State local agency open meeting law) prohibits the Commission from acting on any matter that is not on the agenda. Speakers are asked to fill out a "request to speak" card located on the table by the door and hand it to staff, although provision of name, address or other identifying information is optional. Speakers are limited to three minutes each, although the Commission may adjust the time limit in light of the number of anticipated speakers. V. OLD BUSINESS 1) 2016 Business Landscape Award VI. BURLINGAME BEAUTIFICATION COMMISSION May 5, 2016 The regularly scheduled meeting of the Beautification Commission was called to order at 6:30 pm by Commissioner McQuaide. ROLL CALL Present: Commissioner McQuaide, Hunt, Hinckle, Kirchner and Kearney Absent: None Staff: City Arborist Disco and Recording Secretary Margaret Martin MINUTES Commissioner Kearney requested minutes to reflect Commissioners votes on Appeal of 1480 Highway Road. Motion to approve the April 7th minutes made by Hunt, motion was seconded by Hinckle and unanimously approved. CORRESPONDENCE None PUBLIC COMMENT None OLD BUSINESS 1. 2016 Business Landscape Award - Timeline Commissioner Hinckle requested that all nominations be received by June meeting. Please send electronic copy of Landscape Award applications to all Commissioners. 2. Tree Ordinance Revisions Bob Disco discussed and clarified with Commissioners the questions submitted by City Attorney Kane. Items of concern: process of streamlining between Planning and Beautification Commissions, penalties and value of trees, updated list of trees approved by the City of Burlingame, notice of removal to neighboring addresses, and the appeal process. NEW BUSINESS None REPORTS 1. City Arborist Grid pruning on Hillside was noticed in the enews to make the public aware. Trimming of three additional Eucalyptus trees on Easton and Red Gum trees has been completed, next year the Blue Gum trees will be done. The 50150 sidewalk replacement program will start on the 1100 block of Laguna with removal of the Camphor trees. Burlingame High School will be working on the trees in front of the school, including trimming and irrigation. They are considered private trees owned by the SMUHS District. The property owners at 1480 Highway Road notified the City that they will begin the process of trimming the tree. 2. Commissioner Kirchner Landscape Award informational posters are available at the Recreation Center, City Hall, and the Library. 3. Commissioner Hinckle Property owner on Carlos between Easton and Poppy was very concerned about over pruning of trees and how it will affect the bird habitat. She said that she appreciated how Bob Disco handled her concerns. Hinckle inquired about the La Mesa construction site for an update. Bob explained there was a work stoppage until the owner clears debris against trees. 4. Commissioner McQuaide None 5. Commissioner Hunt None 6. Commissioner Kearney None The next Beautification Commission meeting is June 2, 2016. There being no further business, the meeting adjourned at 7:28 pm.
