FROM THE FLOOR Speakers may address the Commission concerning any matter over which the Commission has jurisdiction or of which it may take cognizance that is not on the agenda. Additional public comments on agenda action items will be heard when the Commission takes up those items. The Ralph M. Brown Act (the State local agency open meeting law) prohibits the Commission from acting on any matter that is not on the agenda. Speakers are asked to fill out a "request to speak" card located on the table by the door and hand it to staff, although provision of name, address or other identifying information is optional. Speakers are limited to three minutes each, although the Commission may adjust the time limit in light of the number of anticipated speakers. V. BURLINGAME BEAUTIFICATION COMMISSION March 3, 2016 The regularly scheduled meeting of the Beautification Commission was called to order at 6:30 pm by Commissioner McQuaide. ROLL CALL Present: Commissioner McQuaide, Hunt, Hinckle, Kirchner and Kearney Absent: None Staff: P & R Director Glomstad and City Arborist Disco MINUTES Minutes of the February 4, 2016 meeting were approved. CORRESPONDENCE None PUBLIC COMMENT None OLD BUSINESS 1. 2016 Business Landscape Award - Timeline Commissioner Hinckle reported no updates. 2. Residential Landscape Award for Drought Tolerant Landscapes Commissioner Kirchner requested feedback on the outline he proposed to the Commissioners. Commissioner McQuaide asked if the drought tolerant landscape award will happen next year. Commissioner Kirchner said it is up to the Commissioner to decide when the award process would start. Commissioner McQuaide felt it would be better to wait until next year so there would be time to advertise and promote it. Commissioner Kearney stated that Sigalle Michaels, the Sustainability Coordinator with the City, was happy to hear about the award and would be a great resource. Director Glomstad mentioned that the definition of a sustainable landscape is needed as part of the criteria. The Commissioners discussed that the winner could possible receive a certificate, a blown up photograph and publication acknowledgement. 3. Arbor Day —Monday, March 7, 2016 Director Glomstad asked which commissioners would be attending the Arbor Day Ceremony. Commissioners Hunt, Hinckle and Kearney will be attending. The City will be planting 3 trees in Washington Park, a Stone Pine, Scarlet Oak and a Cedar. Three schools will be participating in the ceremony, McKinley School, Village Park Pre School and St. Catherine's. NEW BUSINESS None REPORTS 1. Parks and Recreation Director Glomstad a. There will be a study session with Council and staff regarding the Tree Ordinance the first meeting in April. Kathleen Kane will attend the BBC meeting on April 7th to give the Commissioners an overview of the study session. It is anticipated the proposed changes will go before the council the second Council meeting in May. b. The Recreation Department won a state award for the "2015 Award of Excellence for Building Community" at the CPRS Conference for the Burlingame Family Campout. c. The Commissioner Dinner is Friday, March 11 at Rocca. 2. Parks Supervisor/City Arborist a. Thirteen Elm trees have been planted on El Camino Real by the City and purchased by Caltrans. The City is waiting for the delivery of 5 more. b. The City is in the process of renovating the exterior of the Police Station with sustainable landscaping. c. The Parks Division has completed the January/February tree planting. d. The Parks Department has hired a new tree worker. e. The tree at 1715 Easton has been approved for removal. The tree is growing in the driveway. The City drill tested since there were mushrooms and fungus at the base and the results showed that the tree has a significant amount of rot. The City will also be removing a Cedar tree at 1709 Easton. f. Caltrans will be trimming all the trees on El Camino Real and removing one in front of the Buddhist Temple. 3. Commissioner Hinckle Commissioner Hinckle spoke to Will McGowan and he was pleased to hear the lights girdling the trees on Broadway are going to be removed, he feels the lights should be removed on Burlingame Avenue as well. He said the lights are not good for the trees. He also feels that fire blight is not a good reason to remove trees. 5. Commissioner McQuaide Commissioner McQuaide would like to see more plans in the works to add parks to the City. Arborist Disco stated that the City is working on a possible site at the State Lands parcel on the Bayfront. 6. Commissioner Hunt None 7. Commissioner Kearney None The next Beautification Commission meeting is April 7, 2016. There being no further business, the meeting adjourned at 7:1Opm.
