IV. FROM THE FLOOR Speakers may address the Commission concerning any matter over which the
Commission has jurisdiction or ofwhich it may take cognizance that is not on the agenda. Additionat public comments
on agenda action items will be heard when the Commission takes up those items. The Ralph M. Brawn Act (the State
local agency open meeting law) prohibits the Commission from acting on any matter that is not on the agenda.
Speakers are asked to fill out a "request to speak" card located on the table by the door and hand it to staff, although
provision of name, address or other identifying information is optional. Speakers are limited to three minutes each,
although the Commission may adjust the time limit in light of the number ofantictpated speakers.

BURLINGAME BEAUTIFICATION COMMISSION
February 4, 2016
The regularly scheduled meeting of the Beautification Commission was called to order at 6:30 pm by
Commissioner McQuaide.

PUBLIC COMMENT
Jennifer Pfaff — reported on an article that was in the Advance Star in 1967. The article stated "that
every tree is worth saving."
Brian Benn — stated that he thought that Burlingame is special because of the great schools, charming
shopping areas, nice housing stock, and the urban forest. He was interested in knowing how the
Commission is involved regarding protecting trees or removing them during the design review process.
John Kevranian — spoke about refurbishing and preserving the Broadway Arch.
OLD BUSINESS
1. 2016 Business Landscape Award - Timeline
Commissioners approved the timeline for the 2016 Business Landscape Award.

1. Arbor Day — Monday, March 7, 2016
Commissioner Hunt and Jennifer Pfaff will prepare the presentation to honor Dale Perkins at Arbor
Day. Commissioners Kearney, Hinkle and Hunt will be attending. The Parks Division will be
planting 3 trees in Washington Park.
2. Plan for Replacement of Diseased and Damaged Trees on Broadway
Director Glomstad stated that the City has been working with the Broadway BID regarding the
challenges that are going on with the trees on Broadway. The Aristocrat Pear trees have fire blight
and the Carrotwood trees in the bulb outs have been hit by trucks and extra trimming is required for
pedestrian clearance. The plan is to replace the Aristocrat Pears with Red Spire's (a disease resistant
species). As the trees decline they will be replaced. The Carrotwoods trees will be replaced with
Crepe Myrtles all at once because the trees look significantly different and this will allow for a
smooth transition. The Broadway BID will be suppling two up lights to focus on each tree. As
sample of the Red Spire tree with lights can be seen by Behans. The City noticed residents 300 feet
around the
Broadway business area to inform them that the tree replacement plan would be heard by the
Commission at the February meeting. It was also posted in the enews and an article about the plan
was in the Daily Journal. Commissioner Hinckle stated that she appreciated the plan. Commissioner
Kearney asked how many trees will be planted. Arborist Disco stated that approximately 60 trees
eventually will be replaced. Commissioner McQuaide asked what size trees will be planted. Arborist
Disco said that 15 gallon size trees will be planted and crushed granite will be at the base of the trees.
Commissioner Hinckle moved to approve the plan for the replacement of diseased and damage trees
on Broadway and Commissioner Kearney seconded the motion. Motion passed 4-0.
3. Francard Grove — National Register Eligibility
Jennifer Pfaff informed the commissioners that High Speed Rail has been going on for years and one
good thing that came out of it was an environmental report that revealed that the Eucalyptus trees
along the line are eligible for the National Register, like the tress on El Camino Real. The Francard
Grove is parcel 1 between North Lane and Oak Grove and was named Francard Grove in 1980 after
Jewels "Boots" Francard. He worked in the Parks Department from 1930-1973, retired, and in 1974
became a planning commissioner until 1979. Jennifer also wanted to bring to the commissioner's
attention that both the Francard Grove and the El Camino Real Trees were nominated heritage groves
by Dale Perkins in 1975 and 1976 along with a very active Beautification Commission working
towards preserving the heritage groves in the City. Jennifer is very thankful for all who came before
her and all who volunteered to save and preserve the trees.
REPORTS
1. Parks Supervisor/City Arborist and Parks & Recreation Director
a) Tree contractor is in the process of trimming the Red Gum Eucalyptus trees on Easton.
b) Parks Division will start planting 84 trees next week.
c) Four of the Caltrans El Camino Real replacement trees has been planted by the Parks Division
and the rest will be planted by a contractor.
d) Jennifer Pfaff, Cathy Baylock, Director Glomstad and Arborist Disco have been working together
to plan for the renovation of S.P. Circle at Burlingame Avenue and California. A landscape
Architect has drawn up preliminary plans.
e) Public Works will start the 50150 Sidewalk Replacement in June and 23 trees will be removed.

meeting adjourned at 7:45pm.
