FROM THE FLOOR Speakers may address the Commission concerning any matter over which the Commission has jurisdiction or of which it may take cognizance that is not on the agenda. Additional public comments on agenda action items will be heard when the Commission takes up those items. The Ralph M. Brown Act (the State local agency open meeting law) prohibits the Commission from acting on any matter that is not on the agenda. Speakers are asked to fill out a "request to speak" card located on the table by the door and hand it to staff, although provision of name, address or other identifying information is optional. Speakers are limited to three minutes each, although the Commission may adjust the time limit in light of the number of anticipated speakers. V. BURLINGAME BEAUTIFICATION COMMISSION October 2, 2014 The regularly scheduled meeting of the Beautification Commission was called to order at 6:30 pm by Chairperson Hinckle. ROLL CALL Present: Chairperson Hinckle, Commissioners Hunt, Dittman, McQuaide and Kirchner. Staff: Parks & Recreation Director Glomstad, Parks Supervisor/Arborist Disco and Parks Adm. Secretary Borba. MINUTES Minutes of the September 4, 2014 meeting were approved. CORRESPONDENCE None PUBLIC COMMENT None OLD BUSINESS 1. Recap of 2014 Business Landscape Award Chairperson Hinkle stated that it was a great job done by all! It was so nice to have John Crosby and his family there to accept the 2014 Business Landscape Award. The watercolor that was presented to Crosby- N. Gray by Dale Perkins was beautiful and so much appreciated. The hope is that he will be able to provide this wonderful memento for years to come. NEW BUSINESS 1. Committee to Review Purposed Changes to the Urban Reforestation and Tree Protection Ordinance Director Glomstad explained to the Commissioners that our current Urban Reforestation and Tree Protection Ordinance along with the Street Tree Ordinance needs to be updated. Staff has been researching other jurisdictions ordinances. Of the many statewide ordinances reviewed, five have been picked for the Commissioners to review. The cities are Palo Alto, Dublin, Menlo Park, San Mateo and Atherton. Director Glomstad stated we need the Commissions input. She presented the choice to the Commissioners to establish an Ad Hoc committee or for each commissioner to take a City on the Peninsula and compare and contrast their assigned City's tree ordinance to ours. It was moved by Commissioner Dittman that each Commissioner takes a City and compares it to our City's Ordinances. Commissioner McQuaide seconded the motion and the motion passed unanimously. Each Commissioner will have a presentation ready for next month's meeting. 2. Location of 2015 Arbor Day Celebration Park Supervisor Disco asked the Commissioners if they had any suggestions on a location for 2015 Arbor Day Celebration. He mentioned that we can go back to a location that we have already been. Commissioner McQuaide suggested the North or South entrance to the City. Commissioner Dittman suggested Burlingame Plaza needs help. Director Glomstad mentioned the Bird Sanctuary across the street from the Hyatt Regency Hotel and near Benihana restaurant as another location. It is City property and would make the waterfront look nicer. Director Glomstad stated the Parks Crew suggested Bayside Park along the grass near the community garden. The Dog Park was suggested by Commissioner Dittman but trees cannot be planted in there because of the clay cap. Director Glomstad and Park Supervisor Disco will review the sites discussed. 3. Business Landscape Award for 2015 Secretary Borba will confirm that Commissioner Hunt is the Chair and Commissioner Dittman is the Co - Chair for the Landscape Award for 2015. Secretary Borba will also prepare the timeline and have it ready for the next meeting. The commissioners discussed moving the cutoff date for submitting applications from May lst to June Pt because of the draught conditions this year. It was moved by Commissioner Dittman to change the cutoff date for submitting applications for the 2015 Business Landscape Award to June 1st. Commissioner Kirchner seconds the motion and the motion passed unanimously. REPORTS 1. Parks Supervisor/City Arborist a. Update on 3 Toledo Court — Staff received 2 independent arborist reports on the health and condition of the trees that were cut in the canyon and at this point, we are reviewing and evaluating the information to determine the next course of action. Staff has been working on revising The Protected Tree Removal Permit and the Tree work Plan to include a schematic drawing of the property and indicate which tree the work will be performed on. Staff is also in the process of reviewing tree ordinances for 11 different Cities throughout the state to see if certain wording or phrases may be pertinent and useful include in our ordinance. Staff is also looking at adding additional sections regarding building projects and clarifying wording and definitions within the current ordinances. b. Elms on ECR — Caltrans will be removing 8 dead elms along ECR between Sanchez Ave and Ray Drive. c. Public Works Pump Station — Public Works will be building a new pump station at Victoria Park this next year. The pump station will be situated close to the current playground. The playground will be removed and replaced at the end of the project. A new pipe line will be installed from the playground to Victoria Drive across the grass. Staff will be monitoring any root disturbance during the installation process. d. October Tree Planting — The October tree planting has been delayed until November/December in the hope that winter rains will occur and eliminate staff and homeowners from watering the trees. e. Dog Park — The Dog Park shade structure has been completed in-house by the Parks staff. 2. Parks & Recreation Director None 3.
