FROM THE FLOOR Speakers may address the Commission concerning any matter over which the Commission has jurisdiction or of which it may take cognizance that is not on the agenda. Additional public comments on agenda action items will be heard when the Commission takes up those items. The Ralph M. Brown Act (the State local agency open meeting law) prohibits the Commission from acting on any matter that is not on the agenda. Speakers are asked to fill out a "request to speak" card located on the table by the door and hand it to staff, although provision of name, address or other identifying information is optional. Speakers are limited to three minutes each, although the Commission may adjust the time limit in light of the number of anticipated speakers. V. BURLINGAME BEAUTIFICATION COMMISSION September 4, 2014 The regularly scheduled meeting of the Beautification Commission was called to order at 6:30 pm by Chairperson Hinckle. ROLL CALL Present: Chairperson Hinckle, Commissioners Hunt, Dittman, McQuaide and Kirchner. Staff: Parks & Recreation Director Glomstad, Parks Supervisor/Arborist Disco and Parks Adm. Secretary Borba. MINUTES Minutes of the June 5, 2014 meeting were approved. CORRESPONDENCE None PUBLIC COMMENT Burlingame resident William Sexton spoke about his concerns regarding the tree trimming on City property behind 3 Toledo Court. Burlingame Resident Robert Shaw read an email from Juan Gala regarding the tree trimming on City property behind 3 Toledo Court. Diedre Shaw spoke about her concerns regarding the tree trimming on City property behind 3 Toledo Court. OLD BUSINESS 1. 2014 Business Landscape Award Commissioner McQuaide reported the watercolor of Crosby-N.Gary is ready for the council presentation on September 15". All commissioners will be present at the Council meeting on September 15' NEW BUSINESS 1. Commissioners Issued City Email Addresses Director Glomstad presented a power point presentation on accessing the new City emails and answered questions from the commissioners. REPORTS 1. Parks Supervisor/City Arborist a. Summary on 3 Toledo Court — On July 22' the homeowner applied for a "Tree Work Plan" to trim trees and shrubs and remove undergrowth on City property behind her house. The contractor hired over thinned, topped and severely pruned the trees. The City is currently obtaining two independent arborist reports that will reveal the health and vigor of each tree and any remedial work that will be needed to help them survive. Once the reports are submitted, the City will review the options with the City Attorney on how to proceed. A review of our current ordinances and policies is in progress in order to prevent this from happening again. b. Gingko's — Lately Gingko trees throughout Burlingame have been developing fruit. These trees are mostly mature Gingko's that have not shown any sign of fruit in the past. Past practice has been to remove the Gingko's and replace them with the male variety, but the decision was made to wait until next year before removal with the thought that the lack of water may be causing the trees to produce the fruit. c. Tree Contract - The Tree Pruning and Stump Removal contract will be postponed for one month because all bids were rejected and the contract will be going out to bid again with a new bid opening date of September 25, 2014. 2. Parks & Recreation Director Water Conservation — The Department continues to irrigate landscape turf but through conservation has saved over 1 million gallons of water in June, July and August. The total reduction of 20% saved on field watering. P&R Foundation Bocce Ball and Horseshoe Tournament — On October 18' the P&R Foundation will be holding the first annual Bocce Ball and Horseshoe Tournament in Washington Park. Burlingame Mothers Club — The Burlingame Mothers Club donated $14,000.00 to the Parks & Recreation Department to purchase a blow up movie screen. 3. Commissioner Hinckle None 4.
