FROM THE FLOOR Speakers may address the Commission concerning any matter over which the Commission has jurisdiction or of which it may take cognizance that is not on the agenda. Additional public comments on agenda action items will be heard when the Commission takes up those items. The Ralph M. Brown Act (the State local agency open meeting law) prohibits the Commission from acting on any matter that is not on the agenda. Speakers are asked to fill out a "request to speak" card located on the table by the door and hand it to staff, although provision of name, address or other identifying information is optional. Speakers are limited to three minutes each, although the Commission may adjust the time limit in light of the number of anticipated speakers. V. Any writings or documents provided to a majority of the Burlingame Beautification Commission regarding any items on this agenda will be made available for public inspection at 850 Burlingame Avenue during normal business hours. BURLINGAME BEAUTIFICATION COMMISSION June 5, 2014 The regularly scheduled meeting of the Beautification Commission was called to order at 6:30 pm by Chairperson Hinckle. ROLL CALL Present: Chairperson Hinckle, Commissioners Hunt, Dittman, McQuaide and Kirchner. Staff: Parks Supervisor/Arborist Disco and Parks Secretary Borba. MINUTES Minutes of the March 6, 2014 meeting were approved. CORRESPONDENCE None PUBLIC COMMENT None OLD BUSINESS 1. 2014 Business Landscape Award There were four 2014 Business Landscape Award nominees: Crosby-N Gray Funeral Home, Leland Tea Company, Il Piccolo Caffe, and Mondi Hair Salon. The Commissioners visited these four nominated sites prior to the meeting. At the meeting the Commissioners discussed and vote on these four nominees. Crosby-N Gray was the winner of the 2014 Business Landscape Award. NEW BUSINESS 1. City Manger's Presentation on Unfunded Capital Improvements Lisa Goldman, Burlingame City Manager gave a presentation on the "Unfunded Infrastructure Needs" to the BBC commissioners. She outlined 11 unfunded capital improvement projects that will have to be prioritized by City Council, Staff and Public Outreach. There is an email assessment survey on the City website. 2. Discussion on Alternatives Regarding El Camino Real/Floribunda Intersections Flow and SAeed Jennifer Pfaff, President of the Burlingame Historical Society spoke to the BBC Commissioners regarding the corner of El Camino Real and Floribunda. She said Caltrans is working their way through suggestions such as changing the timing on the traffic lights, no removal of trees, slowing traffic flow down on El Camino Real. Commissioner Hunt stated that the trees were planted on El Camino Real as a wind break and there is no reason why these trees should be removed. Commissioner Dittman suggested a project evaluation to see if it is viable. 3. Potential Cancellation of July 3ra Meeting Commissioner McQuaide moved we cancel the July 3' meeting. It was seconded by Commissioner Hunt and all were in favor, 5-0. REPORTS 1. Parks Supervisor/City Arborist a. Tree removal at 1321 Paloma tree #7 was brought to the commission twice and removal was denied. The property owner submitted a Structural Engineers report and trenched around the foundation which showed that a large root was cracking the foundation. With this newly submitted information Arborist Disco approved removal. b. Fifty-five trees were planted during the April Planting. c. Council approved the update Urban Forest Management Plan which includes new policies and equipment. d. Parks Division will be adding additional watering to their summer schedule. 2. Commissioner Dittman Commissioner Dittman inquired about PG&E trimming trees under wires. Do they have to post signs or give property owners notification prior to trimming? What are there tree trimming standards? She also requested the "Tree City USA" flag be flown at City Hall. The next Beautification Commission meeting is August 7, 2014.
