FROM THE FLOOR Speakers may address the Commission concerning any matter over which the Commission has jurisdiction or of which it may take cognizance that is not on the agenda. Additional public comments on agenda action items will be heard when the Commission takes up those items. The Ralph M. Brown Act (the State local agency open meeting law) prohibits the Commission from acting on any matter that is not on the agenda. Speakers are asked to fill out a "request to speak" card located on the table by the door and hand it to staff, although provision of name, address or other identifying information is optional. Speakers are limited to three minutes each, although the Commission may adjust the time limit in light of the number of anticipated speakers. V. BURLINGAME BEAUTIFICATION COMMISSION March 6, 2014 The regularly scheduled meeting of the Beautification Commission was called to order at 6:30 pm by Chairperson Hinckle. ROLL CALL Present: Chairperson Hinckle, Commissioners Hunt, Dittman, McQuaide and Kirchner. Staff: Park & Rec Director Glomstad, Parks Supervisor/Arborist Disco and Parks Secretary Borba. MINUTES Minutes of the February 6, 2014 meeting were approved with the following change made to Reports/Commissioner Dittman — "Commissioner Dittman comment on an interesting article stating the Eucalyptus trees started as an invasive species and are now indigenous and that we should appreciate the Eucalyptus trees belonging here as part of our landscape." CORRESPONDENCE Commissioner Dinner — Friday, March 21, 2014 at 6:00pm PUBLIC COMMENT None OLD BUSINESS 1. Re -Assessment at 1321 Paloma Avenue, Removal of Redwood #7 Denied Arborist Disco read the staff report. The Commissioners reviewed the new information submitted by the resident at 1317 Paloma Ave., and the structural report submitted by the Property Owner, Patrick Gilson. Commissioner McQuaide confirmed that the house was purchased 6 month ago and there was not a structural report submitted to the Commission from the purchase of the house. Arborist Disco stated that the property owner Patrick Gilson has submitted two Protected Tree Removal Permits, one in August of 2013 for removal of one Redwood tree that was approved and one in December of 2013 for the removal of nine Redwood trees, four of the nine trees were approved for removal. She also asked if the garden wall at the neighbor's property was damaged when he bought the house because to her it looks like it has been damaged awhile. Arborist Disco stated that there is no proof that the roots of the Redwood tree #7 have caused the damage to the neighbor's porch or foundation. Commissioner Kirchner asked if building plans have been submitted yet. Arborist Disco stated per a phone conversation with the property owner that he was not sure if Patrick Gilson was going to submit plans. Commissioner Dittman stated that Redwood tree #7 remains healthy, no status change. Commissioner McQuaide moved to deny the re -assessment appeal of Redwood tree #7 since the new information provided, which included the structural report and a letter from the resident at 1317 Paloma Ave., does not present adequate evidence that the roots from this particular tree are causing significant damage to the neighbors structure. Therefore, it does not meet the requirements in the Urban Reforestation and Tree Protection Ordinance. Commissioner Dittman seconded the motion and all were in favor; none opposed, motion passed (5-0). 2. Arbor Day Five Redwood trees will be planted at Arbor Day at Bayside Fields Community Garden on Friday, March 7" at 10:30am. 3. 2014 Business Landscape Award Secretary Borba reported that one application had come in. Commissioners confirmed that May 1, 2014 is the cut off for all applications for the 2014 award. NEW BUSINESS None REPORTS 1. Parks & Recreation Director Glomstad Director Glomstad reported that the new brochure has arrived for Spring/Summer and that registration opens up on March 191h. She also reported that for a one year trial period during the School year off leash hours will increase in Washington Park ball field and Cuernavaca Park ball field. Director Glomstad also reported that the mid -year budget review was completed. The Parks and Recreation Department will be requesting almost one million dollars in CIP projects for the 2014-2015 fiscal year. Director Glomstad is not able to attend the April Beautification Commission Meeting. 2. Commissioner Hinckle Commissioner Hinckle reported that she could not attend the April Beautification Commission Meeting. She asked Arborist Disco how the newly planted trees on Burlingame Avenue Streetscape are doing. Arborist Disco said they have not leafed out yet but he is optimistic. Commissioner Hinckle also stated that Burlingame residents have commented that there are fewer Eucalyptus trees on El Camino Real and they are concerned about the potential of an additional 26 Eucalyptus trees being removed at Floribunda. 3. Commissioner Kirchner Commissioner Kirchner asked if Skyline south of Trousdale was Caltrans Property. On maps there is a park called Pine Hollow. Arborist Disco stated that a portion of that is City property and is being considered as the site for the new Fire Station. 4. Commissioner McQuaide Commissioner McQuaide invited everyone to join her at the Community Garden to hear guest speaker Elaine Webber speak on Saturday, March 8' from 10:00am to 12:30pm. 5. Commissioner Hunt None 6. Commissioner Dittman None The next Beautification Commission meeting is April 3, 2014. There being no further business, the meeting adjourned at 7:14pm.
