FROM THE FLOOR Speakers may address the Commission concerning any matter over which the Commission has jurisdiction or of which it may take cognizance that is not on the agenda. Additional public comments on agenda action items will be heard when the Commission takes up those items. The Ralph M. Brown Act (the State local agency open meeting law) prohibits the Commission from acting on any matter that is not on the agenda. Speakers are asked to fill out a "request to speak" card located on the table by the door and hand it to staff, although provision of name, address or other identifying information is optional. Speakers are limited to three minutes each, although the Commission may adjust the time limit in light of the number of anticipated speakers. V. BURLINGAME BEAUTIFICATION COMMISSION December 5, 2013 The regularly scheduled meeting of the Beautification Commission was called to order at 6:30 pm by Chairperson Dittman. ROLL CALL Present: Chairperson Dittman, Commissioners Hunt, Hinckle and Kirchner. Absent: Commissioner McQuaid. Staff: Park & Rec Director Glomstad, Parks Supervisor/Arborist Disco and Parks Secretary Borba. MINUTES - Minutes of the October 3, 2013 meeting were approved. CORRESPONDENCE Holiday Tree Lighting December 6t1i at 5:00pm PUBLIC COMMENT None OLD BUSINESS 1. 2014 Business Landscape Award Timeline Commissioner Kirchner will update the timeline. 2. Commission Procedures A draft of the Commission Procedures was given to the Commissioners to review. NEW BUSINESS 1. Discussion of Commission's Emphasis Carry to next meeting. 2. Criteria of How Protected Size Trees are Removed Arborist Disco handed out a packet with the Protected Tree Removal Permit, the Urban Reforestation and Tree Protection Ordinance and Criteria for City Tree Removal to the Commissioners. He explained the process and criteria for approving or denying Protected Tree Removal Permits. 3. Floribunda/El Camino Real Potential Eucalyptus Removal Arborist Disco explained the potential for 26 Eucalyptus trees to be removed on El Camino Real and Floribunda for a Caltrans project. Commissioner Dittman attended the meeting and reported to the Commission. She suggested that they form a subcommittee and the Beautification Commission write a letter to Caltrans. Commissioner Kirchner moves to draft a letter to Caltrans and Commissioner Hinckle seconded the motion. All were in favor. 4. Adopt -A -Tree Program Director Glomstad presented the Adopt -A -Tree program to the Commission. The City along with the CEC (Citizens Environmental Council) is planning on rolling out the Adopt -A -Tree program at Arbor Day on March 7". Volunteers can adopt a newly planted tree and water it with 5 gallons of water once a week for 2 years. 5. Cancellation of January 2, 2014 Meeting Commissioner Hinckle moves that the January 2, 2014 meeting be cancelled. Commissioner Hunt seconded the motion. All were in favor. 6. Installation — Anne Hinckle, Chair Director Glomstad thanked Commissioner Dittman for all her hard work as chair of the Commission. The gavel was passed to Commissioner Hinckle. REPORTS 1. Parks Supervisor/City Arborist Disco Tree Crew completed the planting of 94 new street trees during the months of Oct/Dec. The next scheduled street tree planting will be in Jan/Feb. Grid pruning has started in the section south of Burlingame Ave to Occidental. City contractor will begin pruning Eucalyptus on Burlingame Ave the week of Dec. 9. Scheduled trees will also include Eucalyptus on Skyline and trimming of Sycamores in this year's grid section. Arbor Day will be held near the Community Garden at Bayside Park on March 7t''. Trees will be added to the new landscaping exceeding the number of trees removed for the Garden. Except for Murray Field, all athletic fields are closed for renovation. Each field has been aerated, seeded, and top dressed in preparation for spring. 2. Commissioner Dittman Commissioner Dittman would still like Public Art to be a part of the Beautification Commission in the future. Director Glomstad stated that it needs to be on City Councils goals for work to be done. 3. Commissioner Hinckle None 4. Commissioner Kirchner Commissioner Kirchner spoke of a legacy tree program in Seattle. Staff informed him that we have a Memorial Tree and Bench Program. 5. Commissioner McQuaide None 6. Commissioner Hunt None The next Beautification Commission meeting is February 6, 2014. There being no further business, the meeting adjourned at 7:35pm.
