IV. FROM THE FLOOR Speakers may address the Commission concerning any matter over which the
Commission has jurisdiction or of which it may take cognizance that is not on the agenda. Additional public comments
on agenda action items will be heard when the Commission takes up those items. The Ralph M. Brown Act (the State
local agency open meeting law) prohibits the Commission from acting on any matter that is not on the agenda.
Speakers are asked to fill out a "request to speak" card located on the table by the door and hand it to staff, although
provision of name, address or other identifying information is optional. Speakers are limited to three minutes each,
although the Commission may adjust the time limit in light of the number of anticipated speakers.

BURLINGAME BEAUTIFICATION COMMISSION

The regularly scheduled meeting of the Beautification Commission was called to order at 6:30 pm by Chairperson
Dittman.
ROLL CALL
Present: Chairperson Dittman, Commissioners Hunt, Hinckle, McQuaide and Kirchner
Staff: Parks & Recreation Director Glomstad, City Attorney Kane and Parks Secretary Borba.
MINUTES - Minutes of the August 1, 2013 meeting were amended and approved.
CORRESPONDENCE
The Community Garden grand opening is Friday, September 13, 2013 from 1 lam to 1pm.
PUBLIC COMMENT
None
OLD BUSINESS
1. 2013 Business Landscape Award Presentation
The 2013 Business Landscape Award Presentation was moved to the October 7th Council meeting.
2. 2014 Business Landscape Award Timeline
Commissioner Kirchner presented a 2014 timeline for the Business Landscape Award. Secretary Borba
will prepare the 2014 Nomination form and will submitted it to be printed in the Winter Recreation
Brochure. The Commissioners discussed making changes to the timeline to give landscapes time to bloom
out.
3. Discussion of Commissions Involvement in Public Art
Director Glomstad reported to the Commissioners that an ordinance change is a complex process which
will take the involvement of more than just the Parks and Recreation Department staff. Staff in the Parks
and Recreation Department is surveying other jurisdictions to see how they review public art. Director
Glomstad suggested the Commission attend the City Council goal setting retreat on January 25, 2014 to add
the process of expanding the Beautification Commission powers to the goals list.
NEW BUSINESS
1. Commissioners Terms
Commissioner Hinckle's term expires 12/6/13 and she has already turned in her application to reapply.
2. Presentation by City Attorney Kathleen Kane rej!ardinj! Commission Procedures
City Attorney Kane congratulated the Commission on the way they handled the Hoover School appeals.
Her goal for the presentation is to provide information to the Commission in order to help them with their
deliberations, meeting procedures and motion making. Items discussed included the jurisdiction and
authority of the Commission, making enforceable motions with findings, meeting and procedural
management. The information concluded with a review of previous motions.

Commissioner Dittman asked if Arborist Disco can report on the Floribunda/El Camino Real
Eucalyptus removal.

5. Commissioner McQuaide
Commissioner McQuaide wanted to thank all who helped get the Community Garden open. The Grand
Opening will take place on September 13' from 1 lam to 1pm.
6. Commissioner Hunt
None
The next Beautification Commission meeting is October 3, 2013. There being no further business, the meeting
adjourned at 8:39 pm.
