ROLL CALL Present: Commissioner Kirchner, Hunt, McQuaide and Dittman Absent: Commissioner Hinckle Staff: P & R Director Glomstad, City Arborist Disco and Recording Secretary Borba MINUTES Minutes of the November 5, 2015 meeting were amended and approved. CORRESPONDENCE Commissioner Contact list Commissioner Rotation list Picture of Mary Ellen being sworn in by Meaghan Hassel -Shearer, City Clerk PUBLIC COMMENT None OLD BUSINESS 1. 2016 Business Landscape Award Commission chairs will prepare a timeline. 2. Residential Landscape Award for Drought Tolerant Landscapes Commissioner Kirchner provided a draft with the criteria and will need feedback at the next meeting. NEW BUSINESS 1. Status of January 2016 Meeting Commissioners decided not to cancel the January 2016 meeting. 2. Commissioner Rotation Commission Chair Kirchner passed the gavel to Commissioner McQuaide. Director Glomstad thanked Commissioner Dittman for her years of service to the Beautification Commission and the Parks and Recreation Commission during some difficult times. Commissioner Kirchner presented Commissioner Dittman with a tree to thank her. Director Glomstad also welcomed new Commissioner Kearney. REPORTS 1. Parks Supervisor/City Arborist and Parks & Recreation Director 1. Arborist Disco thanked Commissioner Dittman and said he appreciated all she did for the Beautification Commission. He also welcomed Commissioner Kearney. 2. Thirteen Elm trees were delivered from Caltrans to be planted on El Camino Real to replace vacant planting sites. Five more will be coming soon. 3. Appeal to City Council for approved removal of a Redwood tree at 2325 Poppy Drive to be heard at the January 4, 2016 Council Meeting. 4. October/November planting of 104 trees has been completed. 5. New program to plant street trees in vacant planting sites will start next year. During each year's grid pruning section vacant planting sites will be identified and trees will be planted. 6. Staff is working on a welcome letter for new residents to inform them of tree policies and procedures that would include `Trees' trifold. Director Glomstad and Arborist Disco will be attending a SAMCAR meeting to inform agents of tree policy and procedure and the City Attorney is looking into disclosures regarding trees. 7. `Trees' trifold is available in Spanish and staff is working on a Mandarin version. 8. New Tree Ordinance will be reviewed by the City Attorney in January and will potentially go to Council in February. 2. Commissioner Kirchner Commissioner Kirchner stated that Mayor Nagel asked him to make a list of things the Commission should be concerned with during the year. Commissioner Kirchner reviewed the list of the following: 1. Review policy and procedures to new comers. 2. Continue review of the proposed revision of the tree ordinance. 3. Monitor Floribunda left turn proposal by Caltrans. 4. Arbor Day tree planting location for 2016. 5. Continue review of the permit process for street trees and private tree removal. 6. Maintenance of the revision to the City's Themed Street Policy. 7. Continue street tree review for new projects. 8. Art in public places. 9. Recognition of Dale Perkins at Arbor Day. 3. Commissioner Hinckle None 4. Commissioner McQuaide Commissioner McQuaide thanked Commissioner Dittman. 5. Commissioner Hunt Commissioner Hunt wants Caltrans to look at the San Mateo Drive and 2' Avenue intersection in San Mateo, she feels it works so well. 6. Commissioner Dittman Commissioner Dittman thanked everyone very much and stated she will miss being on the Beautification Commission. She really learned a lot about trees and it has been interesting to be able to answer questions when asked. 7. Commissioner Kearney None The next Beautification Commission meeting is January 7, 2016.
