HomeMy WebLinkAboutReso - CC - 029-2019RESOLUTION NO. 29-2019 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME APPROVING THE FY 2019-20 STREET RESURFACING PROJECT TO COMPLY WITH SENATE BILL 1 WHEREAS, in April 2017, the Legislature passed and the Governor signed into law Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017), to address the significant multi -modal transportation funding shortfalls statewide; and WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of Burlingame are aware of the projects proposed for funding in the community and which projects have been completed each fiscal year; and WHEREAS, the City must adopt by resolution a list of projects proposed to receive fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which must include a description and the location of each proposed project, a proposed schedule for the project's completion, and the estimated useful life of the improvement; and WHEREAS, the City will receive an estimated $535,578 in RMRA funding in Fiscal Year 2019-20 from SB 1; and WHEREAS, this is the third year in which the City has received SB 1 funding, which enables the City to continue essential road maintenance and rehabilitation projects, create safety improvements, repair and replace aging bridges, and increase access and mobility options for the traveling public that would not have otherwise been possible without SB 1; and WHEREAS, the City used a Pavement Management System to develop the SB 1 resurfacing projects list to ensure revenues are being used on the most high -priority and cost- effective projects that also meet the community's priorities for transportation investments; and WHEREAS, the City included public input and publically reviewed the project list with the City Council to ensure public input into the project list; and WHEREAS, the funding from SB 1 will help the City maintain and rehabilitate 14 streets throughout Burlingame this year; and WHEREAS, the 2018 California Statewide Local Streets and Roads Needs Assessment found that the City's streets and roads are in good condition, and this revenue will help us increase the overall quality of our road system and over the next decade will keep our streets and roads in "good" condition; and WHEREAS, the SB 1 project list and overall investment in our local streets and roads infrastructure with a focus on basic maintenance and safety, will have significant positive benefits to the residents of Burlingame. NOW, THEREFORE IT IS RESOLVED, ORDERED AND FOUND by the City Council of the City of Burlingame, State of California, as follows: 1. The 2020 Street Resurfacing Project is adopted into the City's FY2019-2020 Capital Improvement program. 2. The particulars of the project are as follows: a. Anticipated funding sources: 2019-2020 RMRA funds ($501,415), Loan Repayment Funds ($34,163), additional funding sources include Gas Tax, Measure A, Measure M and Measure I funds, b. Project description: The work consists of street base failure repair and resurfacing on various streets within the City limits. Construction activities will include asphalt concrete "dig -out" repairs, surface milling, asphalt concrete overlay, traffic markings, traffic striping, concrete improvements and other related work. c. Project location: The project streets include Atwater Drive, Albemarle Way, Arguello Drive, Benito Avenue, Castenada Drive, Coronado Way, Dolores Way, Drake Avenue, Lassen Way, Los Montes Drive, Marco Polo Way, Margarita Avenue, Mills Canyon Court and Quesada Way. d. Anticipated Project Schedule: Release notice inviting bids to contractors in spring of 2020 and construction completion by winter of 2020. e. Estimated Useful Life: The City's Pavement Management System calculates a new useful life of 24 years for these repaired roadways.
