I956 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BURLINGAME, A]$ENDING TITLE 25 - CHAPTER 25.70.034 OF THE BURL]NGAME MUNICIPAL CODE TO AMEND HOTEL AND i'OTEL PARKING REGULATIONS. The City Council of the City of Burlingame ordains as follows: WHEREAS, on July 3, 2017 , the City Council of the City of Burlingame directed staff to proceed with amendments for hotel and motel parking regulations; and WHEREAS, at its meeting of August 27, 2018, the Planning Commission recommended to the City Council to adopt amendments to Title 25 - (Zoning Code) of the Burlingame Municipal Code, Ghapter 25.70.034, to amend the hotel and motel parking regulations to allow parking reductions through approval of a Conditional Use Permit; and WHEREAS, at its regular meeting of September 4,2018 the Burlingame City Council introduced an ordinance amending Title 25 - (Zoning Code) of the Budingame Municipal Code, Chapter 25.70.034, to amend the hotel and motel parking regulations to allow parking reductions through approval of a Conditional Use Permit. Chapter 25.70.034 Requirements for rooming houses, motels, hotels, group residential facilities for the elderly is replaced in total with the following text: Chapter 25.70 OFF STREET PARKING 25.7O.O34 Requirements for rooming houses, motels, hotels, group residential facilities for the elderly. The following are parking requirements for rooming houses, motels, hotels, and group residential facilities for the elderly: (a) Lodging Houses, Rooming Houses. There shall be provided one parking space for each two (2) lodging rooms plus one parking space for each two (2) persons employed on the premises, including the owner or manager. (b) Motels, Hotels. There shall be provided one parking space for each dwelling unit or lodging room, except as provided in subsection 25.70.034 (d). Division 1 . NOW, THEREFORE, THE CIry COUNCIL OF THE CITY OF BURLINGAME DOES ORDAIN AS FOLLOWS: Division 2. Burlingame Municipal Code Title 25 - Zoning is hereby amended as follows: (c) Group Residential Facilities for Elderly People. There shall be provided one parking space for each three (3) residential units where such facilities are designed as separate units; if designed as lodging rooms, one space for each four (4) lodgers, plus one space for each two (2) people employed on the premises. (d) Parking Reductions. Required parking for motels or hotels may be reduced through approval of a Conditional Use Permit. (a) Special conditions-including but not limited to proximity to frequent transit service; transportation characteristics of persons residing, working, or visiting the site; or because the applicant has undertaken a transportation demand management program-exist that will reduce parking demand at the site; (b) The use will adequately be served by the proposed on-site parking; and (c) Parking demand generated by the project will not exceed the capacity of or have a detrimental impact on the supply of on-street parking in the surrounding area. (2) Parking Demand Study. ln order to evaluate a proposed projecl's compliance with the above criteria, the Community Development Director may require submittal of a parking demand study that substantiates the basis for granting a reduced number of spaces. Division 3 This ordinance, or a summary as applicable, shall be published as required by law and shall become effeclive 3Gdays thereafter.
