URGING AND ENCOURAGING LEGISLATORS OF THE
UNITED STATES AND THE STATE OF CALIFORNIA
AND APPROPRIATE GOVERNMENTAL OFFICIALS TO
CONSIDER SERIOUSLY CLOSING THE UNITED
STATES-?_ XICAN BORDER TO AMERICAN MINORS,
SEEKII`:G ENTRY TO MEXICO, UNLESS SAID MINORS
ARE ACCOMPANIED BY A PARENT OR OTHER
RESPONSIBLE ADULT AND RELATING TO THE CUR-
TAILMENT OF THE NARCOTICS, MARIJUANA AND
DANGEROUS DRUG PROBLEM IN CALIFORNIA AND
THE CITY OF BURLINGAME.
WHEREAS, the distribution and use of dangerous drugs,
marijuana and narcotics by American minors has become an extremely
serious problem in the State of California, and particularly in
the County of San Mateo, State of California, and the cities of
said County, of which the City of Burlingame is one; and
WHEREAS, this Council is informed that considerable
quantities of saiddangerous drugs, marijuana and narcotics are
brought into the State of California by American minors who enter
Mexico by crossing the California -Mexican border, obtain such pro-
ducts in Mexico, and return with them to the State of California,
whence they are distributed within the various counties and cities
of said State, including the County of San Mateo and its cities,
where they appear to be readily available to minors residing with-
in the City of Burlingame; and
WHEREAS, the General Assembly of the League of
Cities, assembled at its 70th Annual Conference in Los Angeles on
October 16, 1968, passed a resolution urging the United States
Congress to conduct hearings in Southern California to consider t
closing of the California -Mexican border to minors, unless said
minors were accompanied by a parent or other responsible adult;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Burlingame that it hereby resolves, in conjunction
with the League of California Cities and other California cities,

to urge and encourage members of the United States Congress, State
of California Lesiglators and all Federal and State governmental
officials to seriously consider closing the United States -Mexican
border to American minors seeking entry to Mexico unless said
minors are accompanied by a parent or other responsible adult;
BE IT FURTHER RESOLVED that the City Clerk is hereby
directed to send copies of this resolution to Senator George
Murphy, Senator Thomas H. Kuchel, Senator -Elect Alan Cranston,
Assemblymen Leo J. Ryan and Carl A. Britschgi, Senator Richard J.
Dolwig, Representative Paul N. McCloskey, Thomas C. Lynch, Attorney
General of the State of California, Ramsey Clark, Attorney General
of the United States, Commissioner Raymond F. Farrell, United
States Department of Justice, Immigration and Naturalization Ser-
vice and the City Council of the City of Corona.

Burlingame, do hereby certify that the foregoing resolution was
introduced at a regular meeting of the City Council held on the
2nd day of December , 1968 , and adopted there-
after by the following vote:
AYES: Councilmen: Crosby-Diederichsen-George-Johnson.
NOES: Councilmen: None.
Absent Councilmen: Martin.
