RESOLUTION NO. 85 -68
RECOMMENDING THE ESTABLISHMENT OF A MODERN
LEVEL OF SERVICE AS THE OPERATIONAL STANDARD
FOR THE CALIFORNIA FREEWAY AND EXPRESSWAY
SYSTEM
WHEREAS, the California Freeway and Expressway System is
intended to provide convenient, economical and safe highway faci-
lities to all motorists using it; and
WHEREAS, each year an increasing number of Cali£ ornia
motorists are receiving the above benefits as a greater amount of
the System becomes operational; and
WHEREAS, through the diligence and imagination cif the
Department of Public Works, the Division of Highways and other re-
lated agencies and organizations it has been shown that the ser-
vice rendered by the California Freeway and Expressway System can
be increased, not only through the construction of new freeways,
but also through up -grading existing portions of the System and
through the application of technological innovations to System
operation; and
WHEREAS, the motorists of California now indicate that
they wish to add an operational standard to the goals of the
California Freeway and Expressway System;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Burlingame that an additional goal be established for
the California Freeway and Expressway System which establishes a
"modern level of service" as the operational standard for the
system; that this "modern level of service' provide:
(1) That each residence or business within an urban
area of the State of California be provided with convenient access
to the System and be within approximately 3 miles of an on -ramp to!
the planned system.

(2) In urban areas of the State of California that free -
flow traffic conditions shall be maintained on the entire System
during off-peak hours, and during peak traffic periods a minimum
average speed of 35 miles per hour -- normally free of stop and
go -- shall be maintained even in the most congested parts of the
System;
(3) In rural areas of the State of California convenient
access to the California Freeway and Expressway System shall be
provided to all communities having a population in excess of 5,000
people and to all county seats;
(4) In rural areas of the State of California, the Sys-
tem shall operate on a free -flow basis at all times; and
BE IT FURTIER RESOLVED, that the members of this Council
shall, in their discussions with members of the State Legislature,
actively pursue the establishment of the "modern level of service"
criteria as a goal for the California Freeway and Highway System,
I, HERBERT R. WHITE, City Clerk of the City of
Burlingame, do hereby certify that the foregoing resolution was
introduced at a regular meeting of the City Councilheld on the
2nd day of December , 1968 and adgted thereafter
by the following vote:
AYES: Councilmen: Crosby-Diederichsen-George-Johnson.
NOES: Councilmen: None.
Absent Councilmen: Martin.
