HomeMy WebLinkAboutReso - CC - 076-1968RESOLUTION NO. 76 -68 RECOMMENDING ENLARGEMENT AND EXTENSION OF STUDY OF PAYROLL TAX BY ABAG WHEREAS, this Council is informed that the Association o Bay Area Governments is presently considering a proposal for the levy of a payroll tax within its geographical jurisdiction; WHEREAS, this Council concurs that such a study and pro- jection should be made; WHEREAS, this Council believes that a thorough explora- tion of all requisite factors must necessarily include the amass- ing of a great amount of factual material from a number of sources, both public and private, without which a valid program can neither be evaluated nor justified; WHEREAS, this Council, representing a member city of the Association of Bay Area Government deems it advisable that any suc program, when formulated, be presented to it and to all other mem- bers, for their consideration and study before taking any final position; WHEREAS, proposed legislation must be drafted in imple- mentation of any plan agreed upon; WHEREAS, it is considered possible by this Council that study and reflection may result in a proposal for reapportionment of existing taxes rather than for the imposition of a new tax, and that the present study should be enlarged to that extent and for that purpose; and WHEREAS, this Council believes that the self-imposed 90-day completion date fails to allow adequate time for obtaining necessary information for study, for drafting, for review and for intelligent action by the members of the Association. NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE CITY COUN- CIL OF THE CITY OF BURLINGAME that: -1- 1. It recommends to the Association of Bay Area Govern- ments that its present study of the feasibility of a payroll tax be enlarged in scope to consider, as an alternative, a reapportionment of existing taxes to meet the needs for which the proposed payroll tax is devised. 2. It recommends that the Association of Bay Area Governments give itself all necessary time to complete its study, regardless of its present self-imposed 90-day completion date, 3. It believes that the imposition of a new tax upon a regional basis will meet great resistance, and that all other alternatives should first be thoroughly considered. 4. A certified copy of this resolution be forwarded forthwith to the Association of Bay Area Governments and to the North County (San Mateo) Council of Cities in order that each may be apprised of the views of this Council. / 'Mayor I.
