HomeMy WebLinkAboutReso - CC - 073-1968RESOLUTION NO. 73 -68 OPPOSING PROPOSITION 9, AN INITIATIVE CON- STITUTIONAL AMENDMENT RESOLVED, by the City Council of the City of Burlingame, California, and this Council does hereby, FIND, ORDER AND DETER- MINE AS FOLLOWS: WHEREAS, Proposition 9, an iniative Constitutional amendment, will be on the statewide general election ballot in November, and WHEREAS, Proposition 9 is alleged to provide property tax relief, and WHEREAS, Proposition 9 will not provide tax relief of any kind, but will result in a massive tax shift harming aged per- sons, renters and single-family homeowners, and WHEREAS, Proposition 9 would seriously weaken local self- government by removing the ability of cities, counties, schools and special districts to adequately finance needed services and facilities, and WHEREAS, Proposition 9 would also remove the ability of the State Legislature to deal effectively with revenue and taxa- tion matters by freezing critically deficient requirements into the Constitution, and WHEREAS, Proposition 9 will require substantial in- creases in State taxes amounting to $4.5 billion by 1973-74, and WHEREAS, Proposition 9 would produce a chaotic si threatening on -going city, county and school operations as well as preventing orderly long-term development, and WHEREAS, Proposition 9 is opposed by a responsible cross-section of individuals and organizations including Governor Ronald Reagan, the League of California Cities, the California Teachers Association, the California School Boards Association, -1- the California Congress of Parents and Teachers, the California County Supervisors Association, the California Taxpayers Associa- tion, the California State Chamber of Commerce and organized labor. NOW, THEREFORE, BE IT RESOLVED that: The City of Burlingame officially goes on record as opposing Proposition 9 and urging its defeat in November. BE IT FURTHER RESOLVED that: This opposiLLon be communicated to all groups and indi- viduals within the community who are interested in effective government. BE IT FURTHER RESOLVED that: The City encourage groups and individuals within the community to actively campaign against Proposition 9 and that the City cooperate by providing information and whatever additional assistance it can in this regard.
