REQUESTING MORE EQUITABLE WATER RATE SCHEDULES
WHEREAS, the City and County of San Francisco has announced
that it proposes to increase charges for water being supplied to
agencies and residents of the County of San Mateo, and
WHEREAS, the Public Utilities Commission of the City and
County of San Francisco has previously granted a request for
continuance of the hearing on that subject, and
WHEREAS, this continuance was in keeping with the long histo
of partnership and concern for the interests of all parties in-
volved in the supply and sale of Hetch Hetchy water under the
Raker Act, and
WHEREAS, a preliminary investigation of the proposed rate
increase indicates a deviation from this concept of partnership
which has been prevalent in prior years, in that:
(a) A rate of return similar to a private utility, and
much larger than the rate for San Francisco, is proposed for
San Mateo, and
(b) -The new schedule provides no increase for the mast
majority of single family residents of San Francisco, but will
require an increase for all San Mateo County residents,
NOW, THEREFORE, BE IT RESOLVED:
1, That the Public Utilit}es Commission of the City and
County of San Francisco is hereby requested to explore deeply all
of the concepts and relationships, needs and patterns of supply-
ing water, to the end that fair, reasonable and non-discriminatory
rates, sufficient to assure efficient operations of the water
system, be established,
2. That representatives of the City and County of San Fran-
ciso meet with representatives of those entities purchasing water
from the Hetch Hetchy system to develop a long-range program for
water storage, supply and sale, and to establish a fair procedure
for equitable rate determination.
3. That the rate schedule as proposed not be adopted
until the foregoing is accomplished.

do hereby certify that the foregoing resolution was introduced
at the regular adjourned meeting of the City Council hold on
the 7th of June, 1969, and adopted thereafter by the following
vote:
