RESOLVED, by the City Council of the City of Burlingame that the General Municipal Election will be held on April 11, 1972 i and the voting places shall be as set forth in the attached list, made a part hereof; BE IT FURTHER RESOLVED, that the persons designated as Election Officers at the aforesaid Election shall be those designated in the list hereto attached and made a part hereof; BE IT FURTHER RESOLVED, that the time for conducting said election, the polls shall be open between the hours of 7:00 a.m., and 7:00 p.m., on the day thereof. mayor Pro Tempore 112V%'N-- -.-"MTRtJP",-1KAi'O12 I, Herbert K. WHITE, CITY CLERK GENERAL MUNICIPAL ELECTIONS SCHEDULE C TUESDAY, APRIL 11, 1972 Pursuant to the provisions cf Section 22003 et seq. of the Elections Code, the Governing Body of any City ❑.ay be resolution request the Board of Supervisors of San Mateo County to permit the County Clerk to render specified services to the City relating to the conduct of an election. Subject to approval of the Board of Supervisors, such services shall be performed by the County Clerk. Hereinafter set forth are the services that may be rendered by the County Clerk incident to preparation and conduct of city elections: q. 1. SERVICES FURNISHED BY COUNTY CLERK (1) Precinct Indexes - Furnish precinct indexes, by consolidated precinct, to the Affidavits of Registration of eligible voters (3 copies for precinct supplies, 1 copy for City and 1 copy for our office election files.) (2) Polling Place Notices - Prepare and address polling place notices for mailing to eligible voters. Includes paper stock. (3) Ballot Preparation and Printing: (a) Prepare ballot copy for official absentee punchcard ballots from certified data supplied by city. Submit to printer, designated by City (printer to be qualified), check proof, obtain certification from City as to correctness and resubmit to printer for actual printing. (b) Prepare copy for Official Voting Machine Ballot Labels from certified data supplied by City. Submit to printer designated by the City (printer to be qualified), check proof, obtain certification from City as to correctness and resubmit to printer for actual printing. (c) Prepare ballot copy for Voting Machine Sample Ballots from certified data supplied by City. Submit to printer designed by City (printer to be qualified), check proof, obtain certification from City as to correctness and resubmit to printer for actual printing. (d) City to submit copy of Candidates' Statement of Oualifications for submission to printer, designated by City (printer to be qualified), we to check proof, obtain certification from City as to correctness and resubmit to printer for actual printing. (Sec. 10012.5 Elections Code) (e) Prepare argument copy for printer, if required, from certified data supplied by City. Submit to printer designated by City, check proof, obtain certification from City as to correctness and resubmit to printer for actual printing. ALL PRINTING COSTS OF ABOVE ITEMS (a) (b) (c) (d) and (e) to be paid directly by City upon receipt of proper invoice from printers. (4) Sample Ballot Envelopes - To order from supplier designated by City, sample ballot envelopes for use in mailing election matter, to eligible registered voters. Envelopes must be satisfactory for use in connection with our inserting machine. Cost of Envelopes to be paid directly by the Cif upon receipt of proper invoice. 11 (5) Inserting of election matter to be mailed to eligible registered voters. (6) Postage for mailing of election matter to be paid directly by City upon notification by us as to number of pieces to be mailed and postage amount All inserted election matter to be picked up and delivered to Post Office by City Clerk. C: General Municipal Elections -2- SCHEDULE C April 11, 1972 (7) County will furnish official punchcards to printer for Absentee Ballots and bill City for same. (8) Services required to ready voting machines for use at said election, including voting machine technician services on election day. Also Voting Machine Key Envelopes completed in prescribed manner. (9) To prepare schedules and arrange for delivery of voting machines and other election equipment as may be reasonably necessary for or incidental to the holding and conduct of such election and to arrange for the return to storage of such equipment; bids to be obtained from carriers and selection of carrier to be made by City Governing Board. Drayage costs to be paid directly by City upon presentation of proper invoice. Insurance coverage requirements may be obtained from this office. (10) Equipment repair will be made, if found to be necessary, after inspection at the time equipment is returned to storage. City to be advised of any damage prior to repair. (11) Services required to unseal the Voting Machines and to take off and record record of votes cast and reseal voting machines prior to the official canvass by the City. City Clerk will be furnished a Certificate by County Clerk for use in official canvass procedure. ,(12) Services required to band precinct Affidavit binders, assemble various Voting Machine instruction manuals and pamphlets, flag, vote here signs, and voting machine key envelopes with supply receipt for pickup by city for inclusion in precinct supplies to be delivered to precinct inspectors by City Clerk. Return of any of the aforementioned nonexpendable supplies to be made by City. (13) Indexes of Registration for candidates if so requested by City Clerk. Responsibility for recovering cost is that of the City Clerk. THE RESPONSIBILITY FOR AND PERFORMANCE BY CITY 1. NOMINATION PAPERS Issuance of Nomination Papers, candidate filing of same, checking signatures, occupation, Oath of Office, and Statement of Oualifications is the responsi- bility of the City Clerk. 2. LEGAL PUBLICATIONS Legal publications are the responsibility of the City Clerk. Payment to be made directly by the City. 3. As part of this schedule the City will furnish a copy of their Notice of Election which includes the date of election, official name of election, offices to be filled, and the hours the polls will open and close. Also, after the list filing date for Nomination Papers, the City to supply a certified list of Candidates by office; after Notice of Last Day for Filing Arguments, the City to supply certified copies -of arguments for and against measure. 4. Precincts - Set consolidated precincts and supply list. City to designate county precincts to be consolidated for operating precincts effective for election and number of voting machines to be used per precinct. General Municipal Elections -3- SCHEDULE'C. April 11, 1972 5. Polling Places - Selection of Polling Places, including the performance of whatever field work may be necessary to complete such selection, prepare forms, process and mail polling place agreements. Official designation of polling places to be made by City Governing Board not less than 30 days prior to the election. Refer to Item 16 regarding advice to County Clerk. 6. Election Officers - Selection of election officers and substitute election officers. Prepare forms, mail applications, process applications upon return, prepare election officer appointment list, prepare and mail appointments to election officers. City Governing Board to officially appoint Election Officers not less than 30 days prior to.election. Refer to Item 16 regarding advise to County Clerk. 7. Precinct Supplies,- City to obtain all basic supplies. County to furnish only items specified in Item 12 of Services by County Clerk. City to furnish one (1) copy of Result of Votes Cast sheets for use of county in performing services as out- lined in Item 11 of Services By County Clerk. Delivery of precinct supplies and voting machine keys to precinct inspectors prior to election. 8. All Election Officer Fees and Polling Place Fees to be paid by City. 9. Requests for Indexes of Registration by candidates to be part of the duties of the City Clerk. County will furnish additional copies of Index upon request of the City Clerk. Refer to Item 13 of Services by County Clerk. 10. Absentee Voting.- The processing of absent voter applications, mailing of absent voter ballots and voting in the office will be handled by the.City Clerk. 11. Semi-official Canvass is the responsibility of and will be made by the City Clerk on election night. 12. Absentee canvass is the responsibility of and will be made by the City Clerk after 8:00 P.M. on election night. 13. Official canvass to be made by the City Governing Board on April 18, 1972, and the City Clerk to enter results on the records of the City Council. Refer to Item 11 of Services by County Clerk. 14. If a write-in candidate officially files County Clerk to be advised officially immediately after the 8th day prior to the election. 15. Also, as a part of this schedule, the City will be responsible for compliance with the following statutory requirements: (a) Campaign Statements of receipts and expenses, or written Declaration if expenses and receipts are less than $200.00, are to be filed with the City Clerk within 35 days after the election, or not later than the day preceding the day upon which the candidate takes office, whichever first occurs. (Secs. 11561 and 11564, Elections Code.) (b) Statement of Contributions in Excess of $500.00 to be filed with the County Clerk, with copy to City Clerk, first statement filing dates between 20 and 25 days prior to the election, and final statement between 30 and 35 days after the election (this final statement may be combined with the Campaign Statement of Receipts and Expenses. (Govt. Code Secs. 3750-3754.) (c) If a measure is on the ballot three (3) Statements of Expenses, if over $1,000. are required to be filed with the City Clerk at the times shown: 1) 43-46 days prior to election 2) 12-7 days prior to election (cumulative) 3) 30 days after the election (cumulative) 4 General Municipal Election -4- SCHEDULE C April 11, 1972 16. Copies of legal publications or other lists to be furnished to the County Clerk, Registration -Election Division, on the dates shown to effect proper procedures in the conduct of your election: a) Notice of Election - February 1, 1972 b) List of Nominees in Ballot Order and Ballot Synopsis of Measure, if applicable - February 7, 1972 c) List of Consolidated Precincts - February 11, 1972 d) List of Polling Places - February 11, 1972 e) List of Election Officers - March 1, 1972 TERMS & CONSIDERATION TERM. This schedule shall be in effect for the performance of specified services incident to the preparation and holding of the City Election to be held on April 11, 1972. CONSIDERATION: The City, in consideration of the performance of the afore- mentioned services by the County Clerk, shall pay to the County Clerk a sum equal to the actual cost of such services, or for items to be paid directly by City upon submission of.proper detail from vendor or County. 12/71 Registration -Election Division County of San Mateo
