MAKING ENVIRONMENTAL IMPACT REPORT
SIX -STORY CONDOMINIUM BUILDING
(PARK PLAZA TOWERS)

WHEREAS, the California Environmental Quality Act of
1970, as amended (Public Resources Code §§2100 to 21174, inclu-
sive), expressly provides that it shall not prohibit or prevent
a public agency from considering environmental factors in con-
nection with the approval or disapproval of a project pending
the preparation and development of proposed guidelines by the
California Office of Planning and Research and the certification
and adoption of such guidelines by the Secretary of the Resources
Agency of the State of California; and
WHEREAS, the California Environmental Quality Act of
1970 has been construed by the California Supreme Court to re-
quire local governmental agencies, including cities, to make an
environmental impact report upon all private applications for
lease, permit, license, certificate, or other entitlement of use;
and
WHEREAS, members of the public and other concerned par -I
ties must be given an opportunity to provide input both in the
making of the report and the ultimate decision upon the private
application based in part upon that report; and
WHEREAS, an Environmental Impact Report entitled and
numbered as set forth above has been prepared and filed in the
Office of the City Clerk of this City, and set for hearing

before this Council; and
WHEREAS, a copy of said Environmental Impact Report
was posted at the place, and a.notice of hearing was published
in the form and manner, and at the times heretofor provided by
this Council; and
WHEREAS, on the 5th day of February ,,
197 3 , at the hour of 8:00 o'clock P.M., in the Council Chambers
in the City Hall of the City of Burlingame, County of San Mateo,
State of California, said time and place being the day, hour and
place fixed by the City Clerk for hearing upon said Environmental
Impact Report, the City Council did hear and pass upon said
Environmental Impact Report, at which hearing all persons desir-
ing to be heard were heard and evidence, both oral and documen-
tary, was received from all persons desiring to introduce evi-
dence;
NOW, THEREFORE, it is hereby ordered that:
1. The Environmental Impact Report designated above,
as the same was prepared and filed with the City Clerk, be, and
the same is hereby declared to be the Environmental Impact Report
required by law to be made by the local agency, and is hereby
made by this Council for and on behalf of the City of Burlingame,
subject only to the following modifications:

Lots 18-22 Block 7 Polo Field
2. DESCRIPTION OF PROJECT: (If the project is part of a larger,
ongoing project, be sure to discuss all aspects of the
complete project.) a 50-unit six story condominium apartment
building.
3, PRESENT CHARACTERISTICS OF THE IMMEDIATE AND SURROUNDING AREA:
C-1 commercial R-3 residential and a school
4. IMPACT OF THE PROJECT ON PEOPLE AND THE ENVIRONMENT:
(a)' Does the project involve remo of structures? Yes
If yes, explain. Removal of six 50-year old single family
dwellings from a No. 1 fire zone.
(b) Does the project involve the removal of landscaping?
(trees, shrubs, etc,) Yes If yes, explain.
The six single family homes have about 60% landscaped land ar-ea,
although not all of it is in the begL of_;-pd�t on Two 36"
redwood trees and a 40" palm will remain_ ,d a 48" and a 36"

heating system exhaust.
5. ARE THERE ANY ADVERSE ENVIRONMENTAL EFFECTS THAT CANNOT BE
AVOIDED IF THE PROJECT IS IMPLEMENTED?Yes If yes, explain.
Residents of 6 houses will be displaced; existing water mains
too small to provide adequate fire flow protection.
6. ARE THERE ANY POSITIVE ENVIRONMENTAL EFFECTS OF THE PROJECT?
Yes If yes, explain.
The elimination of 6 fifty year old single family residences
in a No. 1 fire zone.
7. PROPOSED MEASURES TO MINIMIZE ADVERSE EFFECTS:
There seems to be sufficient available rental units in the
Burlingame Avenue business district area to accommodate the dis-
placed residents: to provide fire protection construct 650+' of
8" water main with hydrant

continued but the .verse effects would be partially eliminated;
by reducing the L.,e of the project, most of the adverse effects
would be reduced proportionally along with the economic feasi-
bility of the project.
