WHEREAS Section 2156 as amended by Chapter 1441, Statutes of 1963, requires each City and County to transmit to the Department of Public Works on or before May 1, 1964 and each four thereafter, a report setting forth in such detail as the tat* Department shall require the following• 1. The progress which it has made in the construction or improvement of its road or street system. 2. An estimate of its road or street needs for the next five years. 3. A projected estimato of its road or street needs for the next ten years, and WHEREAS the Division of Highways, Department of Public s, state of California, has been delegated the responsibility collecting the reports from the individual municipalities try 1, 1968, and WHEREAS the Division of Highways requests that the ve branch of each individual agency be aware of the , intent and extent of the report submitted by such agency, and WHEREAS the City Council of the City of Burlingame has presented the City Engineer's City Street Deficiency Report sabject to the provisions of section 2156, NOW# THEREFORE, be it resolved that the City Council of City Of ;Burlingame, having examined, and tieing in general with the contents of the City Street Deficiency Study, submitted by the city Engineer, does endorse said report, and ize its submission to the .Division of Highways, State of , and to the State Legislature. nMTMR BE IT RESOLVED that the Director of Public works hereby is instructed to mail two copies of this resolution to the Division of Highways, Department of Public works, state of California, and to the other public agencies rwpiesting copies thereof. 'KU1TZ* CITY CLERK EXCERPTS FOR GENERAL INSTRUCTION Re: Street Needs Report from Division of Highways, State of California Section 2156, as amended by Chapter 1441, Statues of 1963 (Senate Bill 518) requires each city and county to transmit to the Department of Public Works on or before May 1, 1964, and each four years thereafter a report setting forth, in such detail as the Department shall require, the following: 1. The progress it has made in the construction or im- provement of its road or street system; 2. An estimate of its road or street needs for the next five years; 3. A projected estimate of its road or street nomads for the next ten years. Definition of Deficient Road or Street This study is a deficiency (needs) study and not a "desira- ble improvement" study. A road or street will be considered deficient if, in the best judgement of the responsible local officials, it is now (or will be in the periods set up in the study) inadequate for the traffic needs and would be reconstructed or improved if a reason- able amount of money were available, variation from standards alone is not considered a valid deficiency for the purposes of this study. City and county street needs based on planning for the future beyond 1978 are not a part of this study and should not be included in the estimate of needs. Examples where a substandard road would not be deficient: 1. Widening a street or road from 24' to 28' (when the 24' width is tolerable), simply because traffic volumes and standards call for a 28' width, in general would not be in line with good engineering judgment and therefore this road should not be considered deficient; or, 2. To widen the above street to 40' when this requires removal of a row of ornamental trees or large buildings, or would entail an unreasonable expense, generally would not be in line with good engineering judgment. Therefore, this road should not be considered deficient. In either of the above cases, if traffic conditions become intolerable, a bypass road might be constructed. If this is the case the cost of the bypass should be included in the deficiency estimate as a road need. Standards If a road meets the above deficiency criteria and construction is necessary, the attached geometric and structural standards es- tablished for the select system should be used for the improvement, except that minor deviations will be acceptable where justified by unusual conditions. As noted above, variation from the geometric standards for the various traffic volumes does not in itself make an existing road deficient. Where deviation from the proposed standards are made the reasons are to be shown in the comments column of the form. Examples where deviation from the geometric standards may be acceptable; 1. If traffic volumes on a two-lane road justifv a 64-foot width, but to widen past 56 feet would require abnormal expense (such as removal of a row of large buildings) this road should be constructed as a 56-footfzcility. The standards should be listed on the form based on the 56-foot width and a remark made in the "comments" column such as "economically unfeasible to meet geometric standards as this would require -re-ioval of large buildings." 2. If traffic volumes on the facility being estimated justify only a 40-foot width, but due to heavy cross traffic, signals, or other reasons the local agency feels a 64-foot width should be constructed, the 64- foot width and the estimated cost therefore whould be listed on the report form. A justification must be shown in the "comments" column. The above instructions and examples are to assure that a realistic estimate of deficiencies is obtained. The reasons for deviating from the proposed standards must be furnished by the local agency preparing the report in sufficient detail to justify the change. Scope of Reports The deficiency reports are to cover the estimates of needs on county roads and city streets to June 30, 1978. The estimates of needs are to be phased by three periods; now, five -years, and ten -years. The first period will be the needs estimated as of June 30, 1968. The second phase period is to cover those addition- al deficiencies, that accrue between July 1, 1968, and June 30, 1973, and the final period is to include those roads and streets which would become deficient between July 1, 1973, and June 30, 1978. A column has been provided on the tabulation form for indicating the period during which each project is estimated to become deficient.
