APPROVING SENATE BILL NO. 231 INTRODUCED DURING
THE 1968 LEGISLATURE PROVIDING FOR EXTENSION OF
THE POWERS OF THE SAN FRANCISCO BAY CONSERVATION
AND DEVELOPMENT COMMISSION TO ISSUE OR DENY FILL
PERMITS TO THE TERMINATION OF THE EXISTENCE OF
SAID COMMISSION
WHEREAS, by Act of the California Legislature enacted in
1965, the San Francisco Bay Conservation and Development Commis-
sion was created to make a study and report of the future uses to
be made of San Francisco Bay in the public interest;
WHEREAS, said Commission is required to file a final report
with the Governor and the Legislature not later than the fifth
legislative day of the 1969 Regular Session of the Legislature;
WHEREAS, said Commission is empowered to issue or deny
permits, after public hearings, for any proposed project that
involves placing fill in the bay or extracting submerged materials
from it;
WHEREAS, its powers to issue or deny such permits are
presently restricted to the period necessary to formulate its
comprehensive conservation and development plan and tothe period
necessary to complete its study;
WHEREAS, a period of time must necessarily elapse under
the present legislation between the formulation of the plans and
the completion of its study and report to the Governor and the
Legislature;
WHEREAS, it is necessary that indiscriminate and uncontrol

filling of San Francisco Bay be further prohibited until the
1969 Legislature has had an opportunity to consider the required
plans, report and study to be submitted to it by said Commission,
and thereafter to act upon them by the usual and orderly legis-
lative process;
WHEREAS, the City of Burlingame is the owner in fee of
certain lands bordering upon San Francisco Bay, or its tidelands,
and the boundaries of the City of Burlingame extend into San
Francisco Bay itself, and the City of Burlingame, its citizens,
residents and property owners therefore have a direct interest in
the future development of San Francisco Bay and the lands borderir
it, both within and beyond the boundaries of the City of Burlingan
NOW, THEREFORE IT IS HEREBY RESOLVED by the City Council
of the City of Burlingame as follows:
1. The provisions of Senate Bill No. 231 introduced in
the 1968 Regular Session of the Legislature amending §§66604 and
66632 of the Government Code extending the powers of the San
Francisco Bay Conservation and Development Commission to hold
public hearings and to issue or deny permits for any proposed
project that involves placing fill in the Bay or extracting
submerged materials from it to and including the 90th day after
the first adjournment of the 1969 Regular Session of the Legisla-
ture be approved and endorsed and the enactment of said Bill is
urged.
2. The members of the Legislature representing San Mateo
County and the City of Burlingame be advised of the approval and

endorsement of this Council by the delivery to them of certified
copies of this resolution.
3. That in addition, certified copies of this resolution
be forwarded to the following:
a. Senator Richard J. Dolwig, Chairman of the
Senate Committee on Governmental efficiency;
b. Senator George Miller, Jr, and Assemblyman John
T. Knox, co-authors of Senate Bill No. 231;
c. The San Francisco Bay Conservation and Development
Commission; and
d. The League of California Cities at its Sacramento
office.

the foregoing resolution was introduced at a regular meeting of
the City Council, held on the 18th day of March, 1968, and
adopted by the following vote:
