HomeMy WebLinkAboutReso - CC - 001-1966RESOLUTION NO. 1 -66 REQUESTING URBAN PLANNING ASSISTANCE 'UHEREAS, the City of Burlingame desires to provide for a planning study contributing to an over-all program for future community development, the preservation of community values, the prevention of conditions tending to cause urban blight, and the promotion of the general health, safety and welfare of its citizens; and, WHEREAS, the State Department of Finance, under authority of Chapter 1641, Statutes of 1959, may provide planning assis- tance for such a program and receive financial assistance from the Urban Renewal Administration, as authorized by Section 701 o the Housing Act of 1964, as amended (Public Laws, 83rd Congress) now therefore, be it, RESOLVED, that the City Council of the City of Burlingame hereby requests the State Department of Finance to provide plan- ning assistance under authcity of Chapter 1641, Statutes of 1959 with such financial assistance as may be provided by the Urban Revewal Administration, under authority of Section 701 of the Housing Act of 1954, as amended (Public Laws 860, 83rd Cong-ess) That such planning assistance as more particularly described in a project description that is attached hereto and made a part of this resolution as is fully set forth herein. THAT, the City Uouncil of the City of Burlingame, subject to approval of such planning assistance by the State and Federal authorities, hereby authorizes: (a) payment to the State Department of Finance of a sum not to exceed $12,698 and, (b) use of personnel of the City of Burlingame for technica assistance in this project, which assistance has an estimated value of $.0- TI&T, the tm l estimated cost of the City of Bu-rlingan_e°s project as planned is $12,698. Scope of Program 1. Surveys, Analyses and Projections a. Reconnaissance - A quick survey will be made to identify major issues, problems and opportunities. It will include compilation and evaluation of citywide information on population trends and characteristics, citywide data on retail sales and any other readily available economic data; con- sultation with city officials and field work to identify major physical conditions and characteristics. This survey will result in a short report including a summary of conditions and discussion and graphic presentations of alternative development policies. The reconnaissance will provide a starting point for discussion of community goals and a point.of departure for more specific surveys and analyses listed under subsequent items. b. Population Analysis and Projections 1) Estimate number by meaningful sub -areas (census tracts or a combination of enumeration districts if necessary). 2) Analyze characteristics - age, education, income, and employment. 3) Project total, school age, and aged populations. c. Economy 1) Analyze retail sales and services and evaluate future growth potential. 2) Analyze and project employment -potential. 3) Evaluate future roles of present shopping areas. 3 --- - - AdOJt� iAa�. Land Use Maps and Analysis 1) Prepare a map of existing land use at 1" = 1000'. 2) Analyze trends and recent changes in land use and assessed values. 3) Prepare an inventory of public facilities including schools, parks, libraries, city offices and other public buildings. 4) Study condition of structures in selected areas - inventory, classification and analysis to determine areas of deteriorating and deteriorated buildings. 5) Study trends in construction - analysis of building authorized by permits in terms of uses, building types and costs. e. Land Characteristics - Waterfront 1) Gather existing information on physical conditions and other factors related to waterfront development and conservation. 2) Prepare a map showing all reasonably available and pertinent physical data. 3) Consult with soils engineer and other specialists regarding problems of developing waterfront. f. Public Utilities - From information on existing public utilities (water and sewer) provided by city engineer, evaluate implications for future development including limitations on development imposed by existing facilities and needed improvements in such facilities (this will be done in collaboration with the city engineer). n AdOOi �Ao� Ado. Circulation J, 1) Gather and analyze existing traffic information and plans. 2) Test general plan proposals (confer with representatives of West Bay Rapid Transit District, Bay Area Traffic Study Commission, State Division of Highways, Association of Bay Area Governments, and Son Mateo County). h. Annexations - Based upon above studies, evaluate costs and benefits in general terms of annexing Burlingame Hills and waterfront area. Suggest policy alternatives for the city. 2. General Plan Preparation a. Community Goals - Formulation of statements of community goals will start with the reconnaissance listed under item 1. above. Consultant will present information regarding trends, problems, and likely prospects. The goals statements will be developed through dialogue with city administrative officials, planning commission, council and such other citizen representatives as may be designated by the city. Where feasible and advantageous, alternative goals will be tested through sketch plans to provide a basis for comparing ramifications of alternatives. b. General Plan - The general plan will consist of a statement of development policies designed to guide growth and change in the city over,a period of twenty-five years. It will include a diagram or diagrams and text setting forth objectives, principles, standards and plan proposals. It will include a land use element, a circulation element and such other elements as may be necessary to set forth city policy. The plan in content and format will be designed to facilitate translation of plan proposals into one- and five-year development C5 f o6ax ioaaz eeoo .doo �. programs for the city. 3. Effectuation Proposals Based upon the general plan, the existing ordinances and programs will be reviewed and general recommendations made for an effectuation program which will help guarantee that the general plan will be carried out. General recommendations for specific effectuation devices will also be made. a. Review existing ordinances and suggest general revisions to help carry out the general plan. b. Other ordinances - suggest general provisions for other needed ordinances. c. Review capital improvements programming and recommended procedures for integrating the present capital improvement program with a one- and five-year development program. d. Future planning program - outline future program for effectuation of general plan and a continuing program for review and updating of general plan and for any more specific planning studies found to be needed. G. Maps and Reports to be Prepared - See Tabular Summary H. Responsibility for Approving Publication of Work - George Mann, City Planner, Burlingame will be responsible for approving material for publication. 1. Relation of Work to Comprehensive Planning Program 1. The preparation and adoption of the long-range general plan as proposed in this project will be the first step in formalizing the city's planning program. The preparation and adoption of a general plan will provide a more adequate basis for capital improvement programming which the city has been doing for several years. 3. The work proposed in this project does not duplicate any work previously completed 0 or now in process by city departments. Coordination with city departments will be achieved through the city manager and city planner. 4. Intergovernmental coordination will be secured by maintaining working relationships with staff of the major planning agencies operating in the area. The work program for this project is intended to supplement work now in process by county and regional agencies and to provide additional detail needed for local policy. 5. Although specific regulatory and administrative measures will not be prepared as a part of the present program, the preparation and adoption of the initial general plan will provide a basis for revising, updating and expanding regulatory and administrative measures now in effect. J. Prior Planning Work Completed. The city has not previously prepared and adopted a general plan. Most of the planning work previously completed has been in relation to specific cases or for sub -areas of the city. The city has adopted a zoning ordinance, a subdivision control ordinance, and has prepared a plan for major drainage works. As mentioned previously the city does prepare and update a capital improvement program. K. Future Planning Work Contemplated. The general plan proposed to be prepared under this project will provide the basis for the future planning prograr4 It is anticipated that this will include annual review and updating of the general plan, review of zoning and 7 A83 OtlX Ae_ . l Ob3%� I AdO:. i 083x Obi% subdivision ordinances and revision where necessary to conform with general plan policy. Future work would also include review of present capital improvement programming procedures to integrate capital improvements programming more closely with the general plan program. Land acquisition programs for park and open space and other required facilities should also grow out of the general plan. L. Planning Assistance to Cities and Other Areas of less than 50,000 Population 1. The entire planning area is either urban or urbanizing and the only major undeveloped portion now in the city consists of tide and submerged lands. The planning area includes the City of Burlingame; Burlingame Hills, an unincorporated area; and portions of the Cities of Hillsborough, San Mateo and Millbrae. Population and land area information is given under items A. 4 to 8, above. 2. The City of Burlingame is located in the County of San Mateo and this county has a continuing planning program and an adopted general plan for the county as a whole. This plan includes the entire urbanizing area in the county. In addition, the Cities of Millbrae and San Mateo have active planning programs and there will be co- ordination with the planners in these cities during the preparation of the plan. 3. Burlingame lies within the area served by the Association of Bay Area Governments which is in the process of developing a regional plan for the San Francisco Bay Area. There will be coordination with the work of this organization throughout the program, The Burlingame program will supplement and precise work being done through the Association of Bay Area Governments. 4. As indicated above the planning area does include portions of three cities and some of the unincorporated area of San Mateo County. Areas in the other cities have been included mainly for context and to assure proper identification of relationships between the development of City of Burlingame and adjacent incorporated areas. In the main, the plan developed in this program will recognize existing development and adopted plans for development in these other cities. The feasibility and desirability of annexing unincorporated areas included within the planning area will be studied as a part of the program. M. Local Government and Planning Program . The government of the City of Burlingame is a council-manager form and the city has had an active planning commission for many years. N. It is our understanding that any assistance for metropolitan or regional planning in the San Francisco Bay Area will be channelled through the Association of Bay Area Govern- ments. The City of Burlingame is a member of ABAG and is participating along with other cities and counties in the work of this organization. O. Accompanying Documents 1.
