RESOLUTION NO. 29-70
AUTHORIZING EXECUTION OF AGREEMENT BETWEEN
THE CITY OF BURLINGAME AND THE COUNTY OF
SAN MATEO FOR THE PREPARATION OF AN AREA -
WIDE "TOPICS" PLAN.
RESOLVED, by the City Council of the City of Burlingame, and
this Council does hereby FIND, ORDER AND DETERMINE as follows:
1. The public interest and convenience require
execution of the Agreement cited in the title
above.
2. The City Manager be, and he is hereby, author-
ized to sign said Agreement for and on behalf
of the City of Burlingame.
3. The City Clerk is hereby ordered and instructed
to attest said signature.

resolution was introduced at a regular meeting of the City Council
held on the 20th day of April, 1970, and adopted thereafter by

RESOLUTION AUTHORIZING E-CUTION OF AGREEMENTS BETWEEN
THE COUNTY OF SAN MATEO AND CERTAIN CITIES WITHIN SAN
MATEO COUNTT IN CONNECTION WITH THE AREAWIDE "TOPICS"
PLAN
RESOLVED, by the Board, of Supervisors of the County of San Mateo, State
of California, that
WHEREAS, the Congress of the United States has in the Federal -Aid
Act of 1968 declared it to be in the national interest for Federal Funds to be
expended for a "TOPICS" program which consists of making traffic operations
improvements on a systematic basis in accordance with an area -wide plan over a
network of arterial and other major streets within urban areas; and
WHEREAS, the Legislature of the State of California has enacted Chapter
1141 of the Statutes of 1969, by which the federal funds authorized may be
made available for use on county highways, City streets, and state highways
to reduce traffic congestion and to facilitate the flow of traffic in urban
areas in accordance with the intent of the federal act; and
WHEREAS, there exists a compelling need for traffic operation improve-
ments on existing streets within the boundaries of San Mateo County; and
WHEREAS, certain cities within the County and the County therefore desire
to make use of such "TOPICS" funds as may be made available within the juris-
dictional boundaries of said cities and County; and
WHEREAS, before Federal -Aid will be made available for a "TOPICS"
an area -wide "TOPICS" plan is required; and
WHEREAS, cooperative agreements for the preparation of an area -wide
plan have been executed by eleven cities within San Mateo County; and
[EP,EAS, said agreements have been presented to this Board of Supervisors

NOW, THEREFORE, IT IS HEREBY ORDERED AND DETERIJNED, the the Chairman
of this Board of Supervisors be, and he is hereby, authorized and directed
to execute said Agreements with the cities of-
1. Belmont 7. Pacifica
2. Brisbane 8. Redwood City
3. Burlingame 9. San Bruno
4. Colma 10. San Carlos
5. Daly City 11. San Mateo
6. Menlo Park 12. South San Francisco
for and on behalf of the County of San Mateo, and the Clerk of this Board
shall attest his signature thereto.
