RESOLUTION OF THE COUNCIL OF THE CITY OF BURLINGAME OB-
JECTING TO THE PROPOSED DELETION OF ROUTE 82 (EL
CAMINO REAL) FROM THE STATE HIGHWAY SYSTEM.
WHEREAS, The City Council of the City of Burlingame has been
advised by the Division of Highways that the Department of Public
Works has undertaken studies, and has held and is holding hearing
which may result in a recommendation that Route 82, E1 Camino
Real, should be deleted from the State Highway System based upon
the 1990 functional classification criteria; and
WHEREAS;, this council has considered the proposal and desire
to present its objection thereto;
NOW, THEREFORE, the Council of the City of Burlingame does
RESOLVE as follows:
SECTION 1. Route 82, El Camino Real, has historically
and continues to serve as an alternate inter -city connecting link
for its entire length through the San Francisco Peninsula area,
including all of San Mateo County and northern Santa Clara County
This function will not be altered under any criteria for the
classification of streets and highways.
SECTION 2. Uniformity of maintenance and of regulation can
be insured only by a single regulatory body. To delete Route 82,
E1 Camino Real, from the State Highway System will be td.gubJect
it to the diverse regulations of multitudinous local jurisdiction
affecting not only uniformity of signalling, maintenance, land-
scaping, beautification and related incidents of appearance, but
also numbers of traffic lanes, signalling, permissive speeds, and
other aspects of traffic control. Uniform traffic regulations
are as imperative to a heavily -travelled highway which serves
motorist -residents and non-residents alike as a convenient and
quick inter -city artery. The alternative of seeking freeway en-
trances and exits on the outskirts of town is both less quick and
less convenient.
SECTION 3. The proposed functional classification should
be revised to retain highways of the character of Route 82,
E1 Camino Real, along the San Francisco Peninsula, within the
State Highway System.
SECTION 4. The future administration of Route 82, were it
not within the State Highway System, would be an inequitable bur-
den upon the financial resources of the different agencies limi
by this principal artery.
SECTION 5. The present procedure whereby local agencies are
each required to maintain that portion of Route 82 which is with-
in its jurisdiction to the level of excellence required by the
Division of Highways and to be reimbursed therefor by the State i
economical, efficient and to the best interests of the taxpayers
and the traveling public.
SECTION 6. The Council of the City of Burlingame strongly
objects to the proposed deletion of Route 82, E1 Camino Real,
from the State Highway System for the reasons herein expressed
urges the Department of Public Works to retain Route 82 (E1
Camino Real) within the State Highway System.
