RESOLUTION REGARDING LOCAL
GOVERNMENTAL SOLID WASTE MANAGEMENT PLANNING
WHEREAS the annual production of municipal -type solid
wastes within the area of San Mateo County, currently estimated at
approximately 606,000 tons or about 2,000 pounds per person per
year poses a large and growing disposal and environmental problem,
and
WHEREAS current trends indicate that the generation of
(waste products is rapidly rising while facilities for disposal
(within many jurisdictions are either inadequate or non-existant,
and
WHEREAS the ensuing problems cannot be adequately re-
solved by each individual local jurisdiction or private refuse
collection enterprise and will require area -wide cooperation and
coordination to reduce uncertainties, and
WHEREAS it is clearly in the best interests of environ-
mental protection, conservation of land and natural resources and
costs to the public to plan and act regionally in managing the
disposal of solid wastes and in seeking comprehensive solutions,
and
WHEREAS it appears that the subregional area of the
County of San Mateo is of sufficient size to encompass disposal
facilities for most of the solid wastes produced within its
boundaries, and

WHEREAS Chapter 342, Statute of 1972 adopted by the
State of California establishes that the primary responsibility
for adequate solid waste management and planning rests with local
government and requires development of a comprehensive, co-
ordinated plan by each county in cooperation with other affected
local jurisdictions and subject to approval by a majority of
cities containing a majority of the population of the incorporated
area, and
WHEREAS a recent amendment to Section 65302 of the
Government Code, State of California requires that solid waste
facilities be included in the land use element of general plans,
and
WHEREAS the Board of Supervisors, County of San Mateo
has agreed to undertake coordinated, area -wide planning based upon
the following concepts:
1. Each city shall retain jurisdictional authority
and responsibility for collection activities and for
whatever processing or final disposal of the city's own
wastes can be accomplished within its own jurisdictional
area and for the transfer of wastes to other approved
final disposal facilities.
2. The County Board of Supervisors shall retain
jurisdictional authority and responsibility for collec-
tion activities and for processing or final disposal
activities within the unincorporated areas of the
county.
3. The county shall exercise coordination, plan-
ning and leadership roles regarding final disposal
(including processing activities at final disposal fa-
cilities) which involve the unincorporated area or the
refuse of more than one city.
4. To the extent practical, the county intends to
rely on the capability of private industry to finance
or prefinance and to establish and operate regional -type
processing or final disposal facilities under appropriat
governmental regulation whereby user -charges on a
non -preferential basis can be expected to defray costs.
5. The county shall establish an organizational
structure and procedure for developing and coordinating
a county -wide solid waste management plan essentially
as follows:
a. The county staff will provide pro-
fessional support for development of the
plan, including a survey of the disposal
facilities and solid waste management plans
of each city.
b. The Board of Supervisors will estab-
lish a Solid Waste Advisory Committee to
review the plan. The Committee shall include
representatives of each city in the county,
the scavenger industry, and the general
public.
C. All meetings of the Solid Waste
Advisory Committee shall be open to the gen-
eral public.
d. The plan will be reviewed by the
Regional Planning Committee, the Council of
Mayors, and the City Managers Association
before submission to the Board of
Supervisors.
e. The plan shall only be binding upon
the approval of a majority of the cities
within the county which contain a majority
of the population of the incorporated area
of the county.
NOW THEREFORE BE IT RESOLVED, that the City Council of
the City of Burlingame hereby agrees that the County of San Mateo
is the appropriate governmental entity to oversee comprehensive,
coordinated, solid waste management planning for the area in-
cluded within the boundaries of the County of San Mateo in accord-
ance with the provisions of Title 7.3 Government Code, State of
California, and to carry on other short-range solid waste planning
efforts intended to assist local communities in solving their
solid wastes problem in an economical and environmentally

acceptable manner.
RESOLVED, FURTHER, that Resolution No. 28-73 entitled
"Resolution Regarding Local Government Solid Waste Management
Planning" adopted April 2, 1973, be, and the same is hereby,
rescinded.
