HomeMy WebLinkAboutReso - CC - 053-1972RESOLUTION NO. 53-72 ESTABLISHING UNDERGROUND UTILITIES COORDINATING COMMITTEE WHEREAS, Chapter 12.16 of the Burlingame Municipal Code provides regulations and procedures for the removal of overhead utility facilities and the installation of underground facilities in underground utility districts; and WHEREAS, the City Council of the City of Burlingame has determined that undergrounding of utility facilities is desirable in many locations of the City; and WHEREAS, the long range -planning of the City's under - grounding program requires a coordination of work and plans between the City and the affected utility companies; and WHEREAS, the City Council has determined that it is advisable to establish a committee to act in an advisory capac- ity to it on matters concerning undergrounding of utilities; NOW, THEREFORE, BE IT RESOLVED: 1. An Underground Utilities Coordinating Committee is hereby established which shall be composed of the following personnel appointed by the Mayor with the approval of the City Council: (a) One member of the City Council. (b) One member of the Planning Commission. (c) One member of the Burlingame Chamber of Commerce. (d) Two householders and residents. and the following ex-officio members who shall serve the Com- mittee in an advisory capacity without vote: - 1 - (a) City Manager (b) City Engineer. (c) City Planner. (d) One representative of the Pacific Gas & Electric Company. (e) One representative of the Pacific Telephone Company. 2. The City Manager shall act as Chairman of the Committee, which committee shall meet at his call. 3. The powers and duties of the Underground Utilitie Coordinating Committee shall be as follows: (a) To develop a long-range plan for establishing underground utilities districts. (b) To determine the location and priority of con- version work within the City. (c) To recommend specific projects and methods of financing. (d) To recommend exceptions. (e) To recommend time limits for completion of pro- jects, and extensions of time. (f) To recommend utility locations in public streets. (g) To make recommendations for re-routing of trans- mission lines. (h) To advise the City Council on all underground utilities matters which would affect the City of Burlingame and to make recommendations to the City Council when Council action on such matters is determined to be necessary or desirable. (i) To perform such other duties as may be assigned to it by the City Council. - 2 - 4. The committee shall also give consideration to the effect on undergrounding of public utilities on any of the following: (a) Street widening, grade separation or freeway construction and street lighting projects. (b) Formation of assessment districts. (c) Beautification and improvement programs. 6. The committee may also meet with persons owning property in any area being considered for conversion to under- ground utilities in order to explain the proposed conversion. 7. The committee shall have no power or authority to expend City funds or incur any obligation for which the City may be liable. i 1 ayor I, HERBERT K.
