RESOLVED, by the Governing Body of The City of Burlingame as follows: 1. That the Board of Supervisors of the County of San shall be, and is hereby, requested to permit the County Clerk of said County to render the services hereinafter specified relating to the conduct of the general election to be held within said City on Tuesday, the 14th day of April, 1970, for the purpose of submit- ting the following to the qualified voters of said City: 2. COUNTY CLERK -RECORDER REGISTRATION -ELECTION DIVISION SERVICE SCHEDULE TO: The Governing Body of the City SCHEDULE "D" December 31, 1969 Pursuant to the provisions of Section 22003 of the Elections Code, the governing body of any city may, by resolution, request the Board of Supervisors of San Mateo County to permit the County Clerk to render specified services to the city relating to the conduct of an election. Subject to approval of the Board of Supervisors, such services shall be performed by the County Clerk. Hereinafter set forth are the services that may be rendered by the County Clerk incident to the preparation and conduct of city elections: 1. NORMAL SERVICES (a) Furnishing precinct indexes, by consolidated precinct, to the affidavits of registration of eligible voters. (3 copies for precinct supplies, 1 copy for city and 1 copy for our office election files.) (b) Preparation and addressing of polling place notices for mailing to eligible voters. (c) Furnishing paper stock for polling place notices that are being addressed for mailing to eligible voters. (d) Inserting in envelopes, as supplied by the city, the election matter to be mailed to eligible voters. (e) Services required to ready voting machines for use at said election, excluding voting machine ballot label preparation and printing cost and excluding cost of drayage to and from polling places. (f) Services required to unseal the voting machines and to take off and record votes cast and reseal voting machines prior to the official canvass by the city. City Clerk will be furnished a Certificate by County Clerk for use in the official canvass procedure. (g) Prepare ballot copy for official absentee punchcard ballots from certified data supplied by city. Submit to printer, designated by city (printer to be qualified) check proof, obtain certification from city as to correctness and resubmit to printer for actual printing. (h) Prepare copy for official voting machine labels from certified data supplied by city. Submit to printer, designated by city (printer to be qualified), check proof, obtain certification from city as to correctness and resubmit to printer for actual printing. (i) Prepare ballot copy for voting machine sample ballots from certified data supplied by city. Submit to printer, designated by city.(printer to be qualified) check proof, obtain certification from city as to correctness and resubmit to printer for actual printing. (j) Prepare argument printer copy, if required, from certified data supplied by city. Submit to printer, designated by city, check proof, obtain certification _`rem city as to correctness and resubmit to printer for actual printing. All printing costs of above items (g), (h), (i) and (j) to be paid directly by city upon receipt of proper invoice- h. , (k) County will furnish official punchards to printer for absentee ballots. -2- SCHEDULE "D" (1) To prepare routing schedule for delivery of voting machines by the carrier selected by the city. (m) Equipment repair will be made, if found to be necessary, after inspection at the time equipment is returned to storage. City will be advised of any damage prior to repair. (n) Prepare printer copy for Candidate Statement of Oualifications from certified copy supplied by city. Submit to printer, designated by city, check proof, obtain certification from city as to correctness and resubmit to printer for actual printing. Candidate Statement of Oualifications to be printed and mailed with sample ballot at the Candidate's expense. (o) Semi-official canvass is the responsibility of and to be made by the City Clerk on election night. (p) Absentee Canvass is the responsibility of and to be made by the City Clerk after 8:00 P.M. on election night. (q) Official Canvass to be made by the City Governing Board on April 21, 1970, and the City Clerk to enter results on the records of the City Council. 2. NOMINATION PAPERS Issuance of Nomination Papers, candidate filing of same and Statement of Oualifications is the responsibility of the City Clerk. 3. LEGAL PUBLICATIONS Legal publications are the responsibility of the City. 4. Processing of Absent Voter Applications, mailing of absent voter ballots and the voting in the office of the City Clerk is the responsibility of the City Clerk. 5. As part of this schedule, the city will furnish a copy of their Notice of Election which includes dates of election, official name of election, offices to be filled, and the hours the polls will open and close. Also, after the last filing date for Nomination Papers, the city to supply a certified list of candidates by office; after Notice of Last Day for Filing Arguments, the city to supply certified copies of arguments for and against measure. The city, not less than 30 days prior to an election, shall issue its order appointing the members of the precinct board and designating the polling places. City to furnish list of polling places and election officers to this office on or before March 9, 1970. Also as part of this schedule, the city will be responsible for compliance with the following statutory requirements: (a) Disclosure of Financial Interests, Candidates and other Public Officers. Each candidate shall file such statement, with the County Clerk, within 10 days after he files his Declaration of Candidacy, and other public officers shall file with the County Clerk on or before April 14th. (Sections 3700-3704 Government Code). (b) Campaign Statements. Candidates shall file their campaign statements with the City Clerk within 35 days after the election, or not later than the day preceding the day upon which the candidate takes office, whichever first occurs. (Section 11563, Elections Code). No officers shall issue any certificate of nomination or election to any person until his campaign statement, or, if the lawful receipts and expenses of his campaign do not exceed $200, the written declaration required in Section 11561, Elections Code, has been filed. The City Clerk shall send to the candidate not more than three days after the election the necessary forms for submitting his campaign statement. (Section 11565, Elections Code). -3- SCHEDULE "D" Preservation. Shall be kept for 4 years after the expiration of the term of office for which they were filed. (Section 11567, Elections Code). (c) Political Contributions. Each candidate, and each political committee supporting such candidate, shall file with the County Clerk two cumulative statements naming each source from whom contributions have been received that total more than $500. The first statement shall be filed tiarch 20th through March 25th; the second and final statement shall be filed May 14th through May 19th. (Sections 3750- 3754, Government Code.) 6. TERM. This schedule shall be in effect for the performance of specified services incident to the preparation and holding of the city election on -April 14, 1970. 7. CONSIDERATION. The City, in consideration of the performance of the aforementioned services by the County Clerk, shall pay to the County Clerk a sum equal to the actual cost of such services, or for items to be paid directly by City upon submission of proper detail from vendor or County. �\ REGISTRATION � .
