RESOLUTION REQUESTING ALLOCATION OF FUNDS FROM THE
CALIFORNIA STATE HIGHWAY COMMISSION FOR IMPROVEMENT
OF A PORTION OF HOWARD AVENUE, CALIFORNIA DRIVE AND
BAYSHORE HIGHWAY AS A "TOPICS" PROJECT.
WHEREAS, there is in the City of Burlingame (hereinafter
called "City"), a large volume of vehicular traffic between E1
Camino Real and California Drive on Howard Avenue, between
Burlingame Avenue and Peninsula Avenue on California Drive and
along the entire length of Bayshore Highway, which is steadily
increasing at a rapid rate; and
WHEREAS, in the interest of public health, safety and welfare,
it is essential that signalizing of Howard Avenue at Park Road and
California Drive at Bayswater and providing a double left turn lane
along Bayshore Highway together with 500 feet of widening of
Bayshore Highway near Burlway Road be accomplished as soon as
possible; and
WHEREAS, said Howard Avenue, California Drive and Bayshore
Highway are wholly within the incorporated area of City and said
Avenues and Highway qualify as Type II Federal -aid Primary roads
as defined in Bureau of Public Roads' Policy and Procedures Memo-
randum #21-18, and in the opinion of City, the construction,
widening, signalization, etc. of said roads so as to increase
traffic capacity, reduce traffic delays and improve safety would
qualify as a "TOPICS" Project; and
WHEREAS, City desires to file with the Highway Commission of
the State of California, pursuant to Chapter 1141 of the Statutes.
of 1969 (relating to advancement of Federal Funds for "TOPICS"
Projects), a request for an allocation of funds to construct said

signalizing of Howard Avenue at Park Road and California Drive at
Bayswater and providing a double left turn lane along Bayshore
Highway together with 500 feet of widening of Bayshore Highway
near Burlway Road.
NOW, THEREFORE, BE IT RESOLVED by City as follows:
1. That City does hereby request the California Highway
Commission to allocate sufficient funds pursuant to Chapter 1141
of the Statutes of 1969 for the signalizing of Howard Avenue at
Park Road and California Drive at Bayswater and providing a double
left turn lane along Bayshore Highway together with 500 feet of
widening of Bayshore Highway near Burlway Road as a "TOPICS"
Project. That City does further request the commission to allo-
cate for the fiscal year 1969-1970 and 1970-1971, the sum of
$81,252.00 for the City of Burlingame;
2. That City agrees that its respective appropriate budget
accounts shall reflect the following contributions:
Fiscal Year 1971-1972 - City of Burlingame $32,750.00
(State Gas Tax Funds);
3. No additional rights of way are needed for the projects
noted herein;
4. That City shall be the legal administrative agent for the
extension project and all funds for the construction of said
project shall be accumulated and released through City.

Burlingame, California, on May 17, 1971 by the following
vote:
AYES: Councilmen: Amstrup, Crosby, Johnson, Mangini,Martin
NOES: Councilmen: None
