A RESOLUTION OF INTENTION TO ESTABLISH A
PARKING AND BUSINESS IMPROVEMENT AREA
BURLINGAME AVENUE CENTRAL BUSINESS DISTRICT
RESOLVED, by the City Council of the City of Burlingame,
California, as follows:
1. That in its opinion the public interest and conven-
ience require, and that it is the intention of said Council, pur-
suant to Division 18 (commencing with Section 36000) of Part 5 of
the Streets and Highways Code, to order the establishment of a
parking and business improvement area, to establish benefit zones
and to impose a tax which shall be in addition to the general bus '-
ness license tax of said City on all businesses within said pro-
posed area for the purposes hereinafter set forth.
2. That the name of the proposed area is "Burlingame
Avenue Central Business District Parking and Business Improvement
Area of the City of Burlingame."
3. That the boundaries of the proposed area are descr
in Exhibit "A" hereto attached and incorporated herein by refer-
ence, and of the proposed separate benefit zones are described in
Exhibit "B" hereto attached and incorporated herein by reference.
4. That in the event that said area is duly formed, the
Council proposes to advance to said area the amount of $250,000.09,
which amount is to be used to finance the construction of public
improvements within the boundaries of said area generally de-
scribed in Exhibit "C" hereto attached and incorporated herein by
reference.
5. That of said total amount advanced, $200,000.00 is
be considered a loan to the area to be repaid from the proceeds
of said tax, which shall be in addition to the general business
license tax of said City, shall be imposed on all businesses with
in said area, and shall be imposed at rates within each zone pro-
posed to be established based on the degree of benefit derived
from the proposed improvements in each zone.
6. That the total amount of said loan is to be repaid
from the proceeds of said special tax over a period of 10 years,
with interest computed at the rate of 6-1/2% per annum, and with
principal payments amortized in such a fashion that the total an-
nual payments of principal and interest throughout the ten year
period are equalized at $20,000.00 per year.
7. That the proposed uses to which the proposed revenue
shall be put shall be decoration of the public places in the
area as generally described in said Exhibit "C", said uses to be
accomplished through repayment of the City loan as described above
8. That the additional levy against all businesses
dating within the area shall be in proportion to the front footage
of the lands on which the business is being conducted, as deter-
mined by the City Engineer; and the estimated rates per front foot
for each year during the 10 -year period of the special levy for
various businesses conducted on the ground floor and on the second
or higher floors within said area are as follows, to wit:

9. That said special tax shall be levied and collected
from all businesses, including professions, utility companies and
all other businesses who are or may legally be subject to the pay-
ment of business license taxes under existing City ordinances, and
shall be levied, collected and enforced in the same manner, at the
same time and with the same penalties and interest as the general
business license tax of said City, and that the first of said
annual levies shall be made during the fiscal year 1971-72.
10. That all businesses within the area that are
from the City business license tax by virtue of the Constitution
of the State of California be requested to make voluntary contri-
butions to the Area computed on the same formula as said special
tax.
11. That NOTICE IS HEREBY GIVEN that Monday, the 5th
day of April , 1971, at the hour of 8:00 o'clock, P.M.
in the Council Chambers, City Hall, Burlingame, California, are
hereby fixed as the time and place when and where the Council
shall hear all protests and receive evidence for and against the
action herein proposed, and on the degree of benefit derived from
the proposed improvements within each zone, and when and where
said Council shall rule and make final determinations upon all of
such protests, and on said benefits, and when and where said
Council shall consider and finally determine whether said area
shall be established.
12. That the City Clerk of this City shall give notice
of said hearing by publishing a copy of this Resolution once in
the Burlingame Advance -Star, a newspaper of general circulation in
said City, and by mailing copies thereof to each business within
said proposed area, publication and mailing to be completed at
least ten (10) days prior to the date of said hearing.
I hereby certify that the foregoing is a full, true and
correct copy of a resolution duly passed and adopted by the City
Council of the City of Burlingame, at a meeting thereof held on
the 15th day of March , 1971, by the following vote:

All that real property situate in the City of Burlingame
County of San Mateo, State of California, lying within and being
�a portion of "SUPPLEMENTARY MAP to MAP No. 1 of the Town of
Burlingame", said map being filed in Volume B of Maps at page 28,
San Mateo County Records and "MAP No. 2 of the property of THE
iBURLINGAME LAND CO., San Mateo County" said map being filed in
,'Map Book D at page 38 on February 20, 1905, San Mateo County
Records and being described as follows:
All that real property with frontage on the following streets:;
Burlingame Avenue from Main County Road (E1 Camino Real) to
San Mateo Drive (California Drive)
Northeasterly side only of Main County Road (E1 Camino Real)
from Howard Avenue to Chapin Avenue
Primrose Road from Howard Avenue to a point 415.8 feet
northwesterly of the northwesterly right-of-way line of
Burlingame Avenue.
Park Road from Howard Avenue to Burlingame Avenue
Middlefield Road (Lorton Avenue) from Howard Avenue to
Burlingame Avenue
Main Street (Lorton Avenue) from Burlingame Avenue to a
point 415 feet northwesterly of the northwesterly
right-of-way line of Burlingame Avenue.
Southwesterly side only of Highland Avenue from Howard
Avenue to San Mateo Drive (California Drive)
Southwesterly side only of San Mateo Drive (California Drive)
from Highland Avenue to Main Street (Lorton Avenue)
Hatch Lane, a 20 foot alley extending from Howard Avenue to
Burlingame Avenue and lying equidistant and parallel to
Middlefield Road (Lorton Avenue) and Highland Avenue.

Zone A-1 All ground floor businesses fronting on Burlingame
Avenue
Zone A-2(2) All second story and higher businesses fronting on
Burlingame Avenue
Zone A -2(b) All ground floor businesses having access to Burlin-
game Avenue where special tax cannot be allocated on
a front foot basis
Zone B-1 All ground floor businesses which do not front on
Burlingame Avenue
Zone B-2(2) All second story and higher businesses fronting on
any street within the district except Burlingame
Avenue
Zone B -2(b) All ground floor businesses having access to any
street within the district, except Burlingame Avenue,
whose special tax cannot be allocated on a front foot
basis
