DECLARING INTENTION TO STUDY OFF-STREET PARKING NEEDS WITHIN THE
BURLINGAME AVENUE AREA OFF-STREET PARKING DISTRICT
WHEREAS, present regulations exempt certain properties
within the boundaries of the Burlingame Avenue Area Off -Street
Parking District for which no assessment credit has been claimed
from the off-street parking requirements of the Burlingame Muni-
cipal Code; and
WHEREAS, since the adoption of such exemption a
building permit has been issued for a six -story commercial
building, now under construction, which, under such exemption, is
not required to meet, and so fails to meet, the off-street
parking requirements; and
WHEREAS, it now appears that upon occupancy, vehicles
of tenants, and invitees, visitors and customers of the tenants
of said building, may overcrowd public street and municipal off-
street parking facilities in the vicinity of the building and
it is also reasonable to assume that application for additional
multi -story "high-rise" building,permits within said parking
district will be received in the future, with like results if
presently allowable off-street parking exemptions are exercised;
and
WHEREAS, it is evident that conditions have changed
since enactment of the off-street parking exemptions in 1955, at
which time it was believed by the members of the City Council and
other knowledgable people, including the City's staff, that high-
rise commercial buildings within said parking district would
never become exonomically feasible; and
WHEREAS, the economic feasibility of such buildings
has been demonstrated;

NOW, THEREFORE, the City Council of the City of
Burlingame does hereby determine, find and order that:
1. An immediate study shall be made of the need for
additional parking spaces within the boundaries of the Burlingame
Avenue Area Off -Street Parking District;
2. A study shall be made of the impact upon said dis-
trict of high-rise buildings of every character, having particul
regard for the parking needs of such buildings and the possible
over -use of public streets and existing municipal parking
facilities which they may create;
3. A survey and review of the presently existing
regulations providing for exemptions based upon waiver of claim
for assessment credits within said district, with emphasis upon
the lawful possibility of change and a recommendation for changes
in such regulations.shall be conducted;
4. A report be made of the feasibility of erecting
parking structures on, and over existing municipal parking
facilities, including streets;
5. Preliminary cost estimates be prepared and sub-
mitted for Council's consideration;
6. A draft of proposed legislation, whether by or-
dinance or by resolution, effecting such changes in existing
regulations affecting off-street parking district assessment
credits shall be submitted to Council for its study and con-
sideration;
7. The City Manager, City Attorney, Director of Public
Works and City Planner are hereby appointed as a staff committee
to accomplish the foregoing reviews, studies, reports and re-
commendations;
8. It is the declared intention of the Council to
augment the staff committee from time to time by appointment of
persons from the merchant and professional community, or property

owners, within the parking district.
9. It is the declared intention of the Council as
the studies progress, to hire and obtain professional assistance
in the areas of engineering, planning and financing, as the need
for such assistance is demonstrated;
10. Reports shall be made monthly to City Council,
or oftener as the Council may require.
