HomeMy WebLinkAboutReso - CC - 002-1974RESOLUTION NO. 2- RESOLUTION OF GOVERNING BODY OF THE CITY OF BURLINGAME REQUESTING COUNTY CLERK OF SAN MATEO COUNTY TO RENDER SPECIFIED ELECTION SERVICES PURSUANT TO SECTION 22003 OF THE ELECTIONS CODE AND TO FURNISH VOTING MACHINES. RESOLVED, by the Governing Body of The City of Burlingame as follows: 1. That the Board of Supervisors of the County of San Mateo shall be, and is hereby, requested to permit the County Clerk of said County to render the services hereinafter specified relating to the conduct of the general election to be held within said City on Tuesday, the 5th day of March, 1974. 2. That the election services requested by said City in connection with the holding and conducting of said election are more particularly set forth in Exhibit "A" attached hereto, and incorporated herein the same as though fully set forth at length. WHITE, CITY CLERK SCHEDULE "A" GENERAL MUNICIPAL ELECTIONS TUESDAY, MARCH 5, 1974 Pursuant to provisions of Sec. 22003 et seq. of the Elections Code, the Governing Body of any City may, by resolution, request the Board of Supervisors of San Mateo County to permit the County Clerk to render specified services to the City relating to the conduct of an election. Subject to approval of the Board of Supervisors, such services are requested of and shall be performed by the County Clerk. Hereinafter set forth are the services that may be rendered by the County Clerk incident to preparation and conduct of City Elections: 1. SERVICES FURNISHED BY COUNTY CLERK: (1) Precinct Indexes - Furnish precinct indexes, by consolidated precinct, to t e Affidavits of Registration of eligible voters (3 copies for precinct supplies, 1 copy fa City and 1 copy for Election Office files.) (a) Indexes of Registration for Candidates, if so requested by City Clerk. Responsibility of recovering cost is that of the City Clerk. (2) tolling eligiblecvoters. includesre and Pollingddress Place Notice Stock. place notices for mailing Stock (3) Ballot Preparation and Printing: (a) Prepare ballot copy for Official Absentee Punchcard Ballots from certified data supplied by City. Submit to printer*, check proof, obtain certification from City Clerk as to correctness and resubmit to printer for actual printing. (1) County to furnish Official Absentee Punchcard stock to printer for absentee ballots and bill City for same. (b) Prepare copy for Official Voting Machine Ballot Labels from certified data supplied by City. Submit to printer*, check proof, obtain certi- fication from City Clerk as to correctness and resubmit to printer for actual printing. (c) Prepare ballot copy for Voting Machine Sample Ballots from certified data supplied by City. Submit to printer*, check proof, obtain certi- fication from City Clerk as to correctness and resubmit to printer for actual printing. (d) Arrange for printing of Official Result of VntPS r':.st sheets. ALL PRINTING COSTS OF ITEMS (a) (b)(c) &(d) to be paid directly by City upon receipt of proper invoice from Printers. *Qualified printer destg nated by City: (4) Sample Ballot Envelopes - To order from supplier designated by City, Sample ballot envelopes for use in mailing election matter to eligible registered voters. Envelopes must be satisfactory for use in connection with our inserting machine. Cost of envelopes to be paid directly by City upon seceiot of proper invoice from Supplier. (5) InseEtl of election matter to be mailed to eligible registered voters. IT inserted matter to be picked up and delivered to Post Office by City Clerk. (6) Voting Machines - Services required to ready Voting Machines for use at said election, including Voting Machine Technician services on election day. Also including Voting Machine Key Envelopes completed in prescribed manner. (7) Voting Machine Delivery - Arrangements for carrier to deliver to polling places and return to storage voting machines and supplemental election equipment (tables, chairs, etc.) to be made by City Clerk. County Clerk to prepare schedules for delivery and return to storage of voting machines and equipment. insurance coverage must oe provided -.requirements a%ailable from the Registration -Election Division. City will be responsible for repair .•v of equipment or machine damage not covered by insurance. Costs for drayage to be paid directly by City upon presentation of oroner invoice. -2- SCHEDULE °A" 2 3. (8) Voting Machine Instruction Classes - to be conducted for election officers. Schedule of classes will be furnished City Clerk for mailing to election officers. (9) Warehouse Canvass - Services required to unseal the Voting Machines and to take off and record Record of Votes Cast and reseal Voting Machines prior to official canvass by City. City Clerk will be furnished a Certificate by County Clerk for use in official canvass procedure. (10) Precinct Supplies - Basic Services - Services required to band Precinct Affidavit Binders, assemble various Voting Machine Instruction Manuals and pamphlets, flag, Vote Here signs and Voting Machine Key Envelopes with Supply Receipt for pickup by City Clerk. Return of any of the aforementioned nonexpendable supplies to be made by City. (11) Translation and printing of measure, etc. in Spanish. INFORMATION PEQUIRED OF CITY CLERK: (1) Notice of Election which includes following information: Date of Election, Official Name of Election, Offices to be Filled, Hours the Polls will Open and Close. Also after the last filing date for Nomination Papers, the City to supply a certified list of Candidates by office, and.Measures, if any. (2) Consolidated Precinct -Polling Place List. City to furnish County Clerk with List providing following information: (a) County precincts included within the consolidated precinct; (b) Polling Place location - designated polling places must meet minimum voting machine standards - street level access, electrical outlet available, etc. (3) Election Officer List - must include name and address of the precinct inspector (4) Result of Votes Cast Sheet - for use in the Warehouse Canvass procedure. (5) Request for Indexes of Registration for candidates. (6) If Write -In candidate officially files, the County Clerk to be advised officially immediately after the 8th day prior to the election. (7) Summary Schedule of Preliminary Information Reports Required: (a) (b) ((c) (e) Notice of Election Immediately following Council Action List of Nominees in Ballot Order and Ballot Synopsis of Measure, if applicable List of Consolidated Precincts List of Polling Places List of Election Officers SPECIFIED ELECTION ACTIONS TO BE PERFORMED BY CITY CLERK AND FROM SCHEDULE OF COUNTY SERVICES: Dec. 31, 1973 Jan. 10, 1974 Jan. 10, 1974 .Jan. 31, 1974 EXCLUDED (1) Nomination Papers - Issuance of Nomination Papers, Candidate filing of same, checking signatures, occupation, Oath of Office and Statement of Qualifications. (2) Legal Publications - Responsibility of City Clerk and payment to be made by City. (3) Consolidate Precincts - List to be furnished County Clerk, including listing of County Precincts within each consolidation. (4) Select Polling Places - including performance -of whatever field work may be necessary to complete such selection, prepare, process and mail polling place agreement forms. Official designation of polling places to be made by City Governing Board not less than 30 days prior to the election. -3- SCHEDULE "A" (5) Select Election Officers - and substitute election officers. Prepare forms, mail applications, process applications upon return, prepare election officer . appointment list, prepare and mail appointments to election officers. City governing Board to officially appoint Election Officers not less than 30 days prior to election. (6) Printing: a) City to handle printing of Statement of Qualifications. b) City to handle printing of Argument Pamphlet, if any. Note: Finished material to be folded to size compatible with inserting machine. (7) Precinct Supplies - City to obtain all basic supplies with exception of those items supplied by County Clerk - See Item (10). (Note: City to furnish 1 copy of Result of Vote Cast sheet for use of County in performing Warehouse Canvass.) (8) All Election Officer and Polling Place Fees to be paid by City. (This would include possible custodian fees where schools are used as polling places (9) Absentee Voting - the processing of absent voter applications, mailinq of absent voter ballots and voting in the office will be handled by the City Clerk. (10) Absentee Canvass - is responsibility of and will be made by City Clerk. (11) Semi -Official Canvass - is responsibility of and will be made by City Clerk. (12) Official Canvass - To be made by City Governing Board. (13) City will be responsible for compliance with the statutory requirements set forth as responsibility of City Clerk in Elections Code 11500 et seg. and Government Code Secs. 3600 and 3700 et seq. (Amended by Statutes 1973, Chapters 1166 and 1186.) TERMS AND CONSIDERATION: Term: This schedule shall be in effect for the performance of specified services incident to the preparation and 'holding of the Municipal Election to be held on March 5, 1974. Consideration: In consideration of the performance of the aforementioned services and supplies provided by the County Clerk, the City shall pay to the County Clerk a sum equal to the actual cost of such services. 12/73 Registration -Election County of San Mateo
